About approval of General rules of radiation safety of use of sources of ionizing radiation in medicine

According to article 27 of the Law of Ukraine "About use of nuclear energy and radiation safety", for the purpose of harmonization of the legislation of Ukraine with the legislation of the EU, the international standards and standards of IAEA existing in the sphere of safety of use of sources of ionizing radiation in medicine, PRIKAZYVAYEM:

1. Approve General safety rules of use of sources of ionizing radiation for medicine which are attached.

2. To management of radiation safety of Gosatomregulirovaniya (Ryazantsev V. F.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. We reserve control of execution of this order.

General rules of radiation safety of use of sources of ionizing radiation in medicine

I. General provisions

1. These rules extend to all healthcare institutions irrespective of patterns of ownership (further - medical institutions) using the sources of ionizing radiation (SIR) for medical radiation.

2. In these rules terms are used in the following values:

deterministic (not stochastic) effects - the effects of radiative effects which are shown only in case of excess of certain dose threshold which weight of consequences depends on the size of the received dose (radiation sickness, beam burn, etc.);

diagnostic radiology - receipt of the image of separate body or fabric in two or three projections or studying of function of separate bodies and systems, including general X-ray analysis or radiography (radio diagnostic testings with use of open radionuclides), roentgenoscopy, computer tomography, conical and beam computer tomography, mammography, tomosintez, dental X-ray analysis and beam densitometry;

diagnostic reference levels - levels of doses of radiation of patients in diagnostic radiology or intervention radiology or levels of activity of radiopharmaceuticals in radio nuclide diagnostics for standard researches of patients of standard constitution (the adult patient who has weight 70 ± 5 kg, growth 170 ± 10 cm) or standard phantoms with use of the conventional types of the equipment;

observation zone - the limited territory which does not belong to the controlled area and does not require introduction of special measures of radiation protection and radiation safety, but in which individual radiation control of radiation of personnel is carried out;

intervention radiology - the method of x-ray visualization used for control of intervention in the patient's organism during the diagnostic, therapeutic or surgical procedures;

the controlled area - the territory within which special measures of radiation protection and radiation safety for the purpose of the prevention of distribution of radioactive pollution or restriction of level of potential radiation are established;

medical radiation - radiation of patients in case of diagnostic or medical procedures and radiation of volunteers;

the medical radiological equipment - the medical equipment which contains radio nuclide III or generates ionizing radiation and is used for medical radiation during the diagnostic, therapeutic and surgical procedures;

practical aspects of medical radiological procedures - practical accomplishment of medical radiation and any other works relating to activities with use of III;

the program of screening of health - periodic research of human health using the medical radiological equipment with the preventive purpose for detection of asymptomatic diseases;

radiation therapy - medical radiation in the therapeutic purposes.
