About approval of the Procedure for carrying out calculations for natural gas, heat supply and the electric power

According to Item 8 of the Procedure for transfer of some subventions from the government budget to local budgets on provision of privileges, subsidies and compensations approved by the resolution of the Cabinet of Ministers of Ukraine of January 11, 2005 No. 20, we ORDER:

1. Approve the Procedure for carrying out calculations for natural gas, heat supply and the electric power which is applied.

2. To provide to department of the interbudget relations and expenses of local budgets of the Public treasurer service of Ukraine bringing this order to head departments of the Public treasurer service of Ukraine in areas and the city of Kiev which in turn bring it to the attention of finance departments of regional public administrations and Finance department of executive body of the Kiev city council (The Kiev city public administration).

3. To provide to department of tax planning and regulatory policy of National joint stock company "Naftogaz Ukrainy" bringing this order to data of affiliated enterprises and the companies and economic societies in which authorized (share) capital the National joint stock company "Naftogaz Ukrainy" possesses blocks of shares (shares, shares).

4. To provide to financial and economic management of the Ministry of Fuel and Energy of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

6. This order becomes effective from the date of its official publication.

Procedure for carrying out calculations for natural gas, heat supply and electric power

I. General provisions

1.1. This Procedure determines relations between bodies of the Public treasurer service of Ukraine, finance departments of regional public administrations, Finance department of executive body of the Kiev city council (The Kiev city public administration) (further the corresponding finance departments), the Ministry of Fuel and Energy of Ukraine, National joint stock company "Naftogaz Ukrainy", GP "Power market", JSC Ukrtransgaz, JSC Ukrgazdobycha, electric power producers and the coal-mining companies and other participants of calculations for natural gas, services in supply of distribution and transportation of natural gas, including service of the ordered capacity, physical transportation of natural gas, balancing of amounts of natural gas (further delivery, transportation, distribution of natural gas), heat supplies and the electric power, some subventions which are carried out according to Procedure for transfer from the government budget to the local budgets on provision of privileges, subsidies and compensations approved by the resolution of the Cabinet of Ministers of Ukraine of January 11, 2005 No. 20 (further - the Procedure).

1.2. The calculations specified in Item 1.1 of this Section are carried out by agreement of the parties based on reconciliation statements on the added privileges, subsidies and compensations to the population (further - reconciliation statements) or the agreements determining amount of monthly resource consumption (goods, services) (further - agreements) and the joint legal decision on the organization of settlement for heat supply, gas and delivery services, to transportation, distribution of natural gas which form is given in appendix 1 to this Procedure; the common legal decision about the organization of settlement for the electric power which form is given in appendix 2 to this Procedure; the common legal decision about the organization of settlement for the electric power and natural gas or coal which form is given in appendix 3 to this Procedure.
