1. Approve the Instruction for search and transportation of bodies (remains) of the dead, the died (missing persons) when conducting anti-terrorist operation in the territory of the Donetsk and Luhansk regions which is applied.

2. To provide to the Ministry of Defence of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

The instruction for search and transportation of bodies (remains) of the dead, the died (missing persons) when conducting anti-terrorist operation in the territory of the Donetsk and Luhansk regions

I. General provisions

1. This Instruction determines the mechanism of the organization of implementation of search and transportation of bodies (remains) of the dead, the died (missing persons) when conducting anti-terrorist operation in the territory of the Donetsk and Luhansk regions (further - ATO), establishes tasks, obligations of subjects which are involved in these activities.

2. This Instruction is obligatory for use during the implementing of any actions connected with search and transportation of bodies (remains) of the dead, the died (missing persons) when conducting ATO.

3. In this Instruction terms are used in the following values:

exhumation - complex of the actions and works directed to withdrawal of bodies (remains) of the dead from places of their stay on the area or in unaccounted burials;

the dead are military personnel, government employees and employees of the Armed Forces of Ukraine, National guard of Ukraine, the Security Service of Ukraine, Service of foreign intelligence of Ukraine, the State Border Service of Ukraine, the Public special service of transport, police, government employees and employees of National police of Ukraine, face of the private, the commanding structure, employees of the Ministry of Internal Affairs of Ukraine, Management of the state protection of Ukraine, public service of special communication and information security of Ukraine, public service of Ukraine on emergency situations, the Public penitentiary service of Ukraine, and also person which as a part of voluntary forming protected independence, sovereignty and territorial integrity of Ukraine which died during conducting combat operations, accomplishment of office (fighting) tasks, obligations of military service around conducting ATO and also died of wounds, contusions, mutilations or diseases during illegal content;

the uncontrollable territory - the territory in which public authorities temporarily do not perform or perform not in full powers, stipulated by the legislation Ukraine;

search group - group to which the task on implementation of search works, exhumations and transportations of bodies (remains) of the dead is assigned;

search works - complex of the actions (including carrying out earthwork) directed to identification of bodies (remains) of the dead around ATO;

bodies (remains) of the dead - bodies (remains) which are in the territory or in unaccounted burials around conducting ATO;

transportation of the dead - transportation of bodies (remains) of the dead from the area of ATO in certain public medical specialized agencies for the purpose of their identification or to the place of burial.

Management of civil and military cooperation of the Armed Forces of Ukraine (further - UGVS) - body of military management of the Armed Forces of Ukraine to which the task on coordination and the organization of carrying out search works, exhumations and transportations of bodies (remains) of the dead is assigned.

4. The joint center on coordination of search, release illegally performs the imprisoned persons, hostages and establishments of the locations of missing persons around conducting anti-terrorist operation under the Security Service of Ukraine (further - OTs):

information collection on identification of the locations of bodies (remains) of the dead, places of unaccounted burials of bodies (remains) of the dead;

systematization of information on results of the held events for search and transportation of bodies (remains) of the dead, and also results of their identification, its generalization and accounting;

generalization of information on the dead and results of their identification and provision of the specified data in UGVS.

5. UGVS performs:

1) the general organization, coordination, control and comprehensive ensuring carrying out search works with the Armed Forces of Ukraine around ATO, exhumation and transportation of bodies (remains) of the dead from the uncontrollable territory;

2) forming of search groups, selection and training of persons included in their structure;

3) attraction of forces and means necessary for ensuring activities of search groups;

4) generalization of information and the materials arriving from search groups and their transfer to OTs;

5) organization:

placements and ensuring activities of search groups around ATO;

maintenances, protection of search groups;

material logistics of search groups;
