About measures for radical enhancement of activities of the Ministry of Economics of the Republic of Uzbekistan

For the purpose of radical increase in efficiency of activities of the Ministry of Economics of the Republic of Uzbekistan aimed at providing with it function of "locomotive" of bodies of the public and economic board, public authorities on places in realization of the priority directions of structural transformations of economy, upgrade and diversification of its industries, complex development of the territories, and also strengthenings of role and responsibility of the ministry in preparation of concepts and programs of social economic development of the country for the medium and long-term outlook:

1. Assign realization of the following main strategic objectives and directions to the Ministry of Economics of the Republic of Uzbekistan:

development of concepts, the comprehensive, target, industry and territorial programs aimed at providing the dynamic and balanced social and economic development of the country for the short-term, medium-term and long-term periods, growth in prosperity and the solution of pressing problems of the population, with carrying out deep complex calculations of the expected macroeconomic target results and social and economic consequences of the proposed solutions taking into account situation in the world markets and the long-term prospects of development of global economy;

implementation of the purposeful structural policy providing carrying out deep structural transformations and diversification of economy, the increase in competitiveness of domestic production in the internal and external markets, development of specific measures for increase in the export potential, to decrease in import dependence of economy on the basis of production localization deepening balanced and the integrated development of industries and the territories advancing development of road and transport, engineering and communication and social infrastructure;

development, proceeding from strategic priorities of perspective social and economic development of the country, offers on further deepening of reforming and liberalization of economy, providing priority role of private property, strengthening of guarantees of protection of the rights and interests of private property and entrepreneurship, to widespread introduction of market methods and controling mechanisms economy in close interaction and with establishment of efficient feedback with subjects of entrepreneurship;

development of offers, measures and programs for intensive, complex development of the territories and optimum placement of the productive forces providing effective use of natural and economic resources of regions, elimination of disproportions in social and economic development, structure of economy and level of living of the population of the territories, ensuring consecutive growth of employment and the income of the population of the country;

the organization of system of preparation, retraining and advanced training of personnel, continuous improvement on system basis of forms and methods of operation of the office of the Ministry of Economics and its structural divisions, non-admission of the facts of bureaucracy and red tape, ensuring timely response to addresses of citizens, increase in responsibility of workers for timely and high-quality accomplishment of the assigned tasks.

2. Determine that:

The Ministry of Economics is the authorized state body responsible for coordination of activities of bodies of the public and economic board, public authorities on places in questions of realization of state policy in the field of forecasting and realization of the major priorities of reforming and the balanced social and economic development of the country;

the decisions of the Ministry of Economics made within its powers and having normative and legal nature are obligatory for execution of the public and economic board by bodies, state governing bodies on places, business entities irrespective of patterns of ownership and departmental subordination.

3. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of March 16, 2017 No. PP-2840 "About measures for the organization of activities of territorial administrations of the Ministry of Economics of the Republic of Uzbekistan" in structure of the Ministry of Economics of the Republic of Uzbekistan are formed the Ministry of Economics of the Republic of Karakalpakstan, head departments of economy and complex development of the territories of areas and Tashkent, and also district and city departments of economy and complex development of the territories.

4. Approve:

organizational structure of the Ministry of Economics of the Republic of Uzbekistan according to appendix No. 1;
