About Council for electronic control and development of information and communication technologies ("Taz Koom") under the Government of the Kyrgyz Republic

1. Form Council for electronic control and development of information and communication technologies ("Taz Koom") under the Government of the Kyrgyz Republic.

2. Approve:

- Regulations on Council for electronic control and development of information and communication technologies ("Taz Koom") under the Government of the Kyrgyz Republic according to appendix 1;

- the scheme of management of Council for project implementation "Taz Koom" under the Government of the Kyrgyz Republic according to appendix 2.

3. Declare invalid the order of the Government of the Kyrgyz Republic "About Council for information and communication technologies under the Government of the Kyrgyz Republic" of June 3, 2013 No. 310.

4. To impose control of execution of this resolution on department of construction, transport and communications of Government office of the Kyrgyz Republic.

5. This resolution becomes effective from the date of official publication.

Appendix 1

Regulations on Council for electronic control and development of information and communication technologies ("Taz Koom") under the Government of the Kyrgyz Republic

1. General provisions

1. Council on electronic control and development of information and communication technologies ("Taz Koom") under the Government of the Kyrgyz Republic (further - Council) is the supreme body on coordination of transition to electronic control in the Kyrgyz Republic.

- Prime Minister of the Kyrgyz Republic (chairman of the board);

- the chief of staff of the President of the Kyrgyz Republic (the cochairman of Council) (in coordination);

- the vice-chairman of the Supreme Court of the Kyrgyz Republic (in coordination);

- the secretary of the Security Council of the Kyrgyz Republic (in coordination);

- the deputy of Jogorku Kenesh of the Kyrgyz Republic (in coordination);

- the head of authorized state body in the field of electronic control;

- from civil and expert community and the academic and scientific structures in the sphere information технологий/информационно-коммуникационных technologies (in coordination) - two representatives;

- from businesses structures / business-assotsiatsy (in coordination) - two representatives.

8. Meetings of Council are held by the chairman of the board, in its absence - the cochairman of Council.

The meeting of Council is considered competent in the presence of at least two thirds of his members, at the same time decisions are made by a simple majority vote from number of the members of council who are present at meeting (one person - one voice).

9. Decisions of meetings of Council are drawn up by the protocol which is signed by the chairman or the cochairman, and also the responsible secretary of Council. 10. The decisions of Council made by it within the competence are implemented by acts of the Government of the Kyrgyz Republic and go to the relevant state bodies for execution on cases in point.

11. Working body of Council is the authorized state body in the field of electronic control.

The commission performs coordination of the current activities of state bodies, local government bodies, state companies and organizations in the course of transition to the public electronic control, including in the course of implementation and provision of electronic state and municipal services.

13. The commission is headed by the chairman who will organize work and holds commission sessions, represents the Commission in Council and other state bodies. The commission chairman bears the personal responsibility for accomplishment of the obligations assigned by legal acts, including decisions of Council. The responsible secretary of the Commission is the head of authorized body.
