About the organization of activities of Research institution of public health and the organization of health care

For the purpose of forming of system of the organization of public health of the population providing strengthening and preserving human health, wide circulation and implementation in daily practice of the principles of healthy lifestyle, prevention and quick response to local distribution of separate types of diseases according to the best international practices, tendencies of modern science and requirements of practical health care the Cabinet of Ministers decides:

1. Determine main objective of forming of system of the organization of public health of the population - strengthening and preserving human health, implementation of the principles of healthy lifestyle, the prevention and prevention of diseases, reorientation from policy of treatment of diseases to policy of the preferential prevention and prevention of diseases according to internationally approved principles of the organization of public health.

2. Accept the offer of the Ministry of Health, Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan on transformation of Institute of health and medical statistics of the Ministry of Health of the Republic of Uzbekistan and its territorial branches in Research institution of public health and organization of health care under the Ministry of Health of the Republic of Uzbekistan (further - Institute) and its territorial departments.

Determine that the Institute is legal successor by the rights and obligations of Institute of health and medical statistics of the Ministry of Health of the Republic of Uzbekistan.

3. Determine the main objectives of Institute and its territorial departments:

coordination of activities of health care system in questions of the organization of public health and health care system;

methodological management of collection of medical information, including system of the state and departmental medical statistics, carrying out necessary inspections and polls for the purpose of identification of the tendencies and regularities influencing the state of health of the population and spread of diseases;

creation of single electronic monitoring system behind the state of health of the population of the republic, development and assistance to implementation of recommendations about specific measures of strengthening of health and prolongation of life of the population with use of modern information and innovative technologies;

implementation of deep analytical processing of medical information and statistics with the subsequent development on this basis of evidence-based suggestions for improvement of model of development of health care system, the organization of all system of public health, to forming of healthy lifestyle, the prevention and prevention of diseases as in general on the republic, and in certain regions;

ensuring development and deployment of the specific principles and mechanisms of strengthening of healthy lifestyle, prevention of diseases, actions for development of medical culture of the population, integration of sports and improving and sports grass-roots movement with preventive medicine;

development of effective programs and participation in preparation of regulatory legal acts on enhancement of activities and development of network and resources of health care system.

4. Grant to Institute the right:

perform functions of the methodological and regulating center for forming of medical information and statistics, development together with the State committee according to the statistics of the Republic of Uzbekistan of statistical forms of the state and departmental reporting, single for all organizations of health care, in health care system;

obtain all necessary medical information on the approved forms on the state statistics - from the State committee according to the statistics of the Republic of Uzbekistan, on departmental statistics - it is direct from the medical organizations of the state health care system of the Republic of Uzbekistan;

conduct necessary additional examinations with departure on places for identification of the reasons and regularities in incidence growth cases, and also for development of measures of their prevention and prevention;

bring in public authorities on places of the offer and recommendation about strengthening and preserving health of citizens, to the prevention and prevention of diseases of the population in the corresponding territories;

bring in the Ministry of Health, and if necessary - in the Cabinet of Ministers of the Republic of Uzbekistan, suggestion for improvement of health care system, regulatory framework in the sphere of strengthening and preserving health of the population.

5. Approve:

structure of Research institution of public health and the organization of health care according to appendix No. 1;

standard structure of territorial department of Research institution of public health and the organization of health care according to appendix No. 2.

Grant to the Minister of Health of the Republic of Uzbekistan the right, if necessary, to make changes to structures of Research institution of public health and the organization of health care and its territorial departments within the total number of personnel.

6. Determine sources of financing of Institute:

the target budgetary appropriations allocated for maintenance of Institute, development of its material and technical resources, including for content of 2 units of vehicles and for other needs of Institute;

the grants allocated by results of competitions of the scientific projects held by the Ministry of innovative development of the Republic of Uzbekistan;

grants of the international financial institutions and donor organizations, and also other sources which are not forbidden by the legislation.

Determine that extend to employees of Institute and its territorial departments payment term and material work incentives, provided for the corresponding positions of research establishments of Academy of Sciences of the Republic of Uzbekistan.

7. To the Ministry of Health of the Republic of Uzbekistan in a month:

approve the Charter of Research institution of public health and the organization of health care system and the standard charter of its territorial departments taking into account requirements of this resolution;

form the Commission on the organization of activities of Institute and provide its completion highly skilled, it is modern the conceiving personnel.

8. To provide to the state committee of the Republic of Uzbekistan on investments, the Ministry of Economics, the Ministry of Finance of the Republic of Uzbekistan allocation in 2018 and the next years of means within limits of capital investments of state programs of development of the Republic of Uzbekistan for strengthening of material and technical resources of Institute and its territorial departments, and also their equipment with necessary furniture, office equipment and stock.
