According to Item 49 of the Regulations on single state system of civil protection approved by the resolution of the Cabinet of Ministers of Ukraine of January 9, 2014 No. 11 for the purpose of enhancement of interaction of Public service of Ukraine on emergency situations and the State agency of Ukraine on management of exclusion zone in case of mitigation of consequences of emergency situations in exclusion zone and the settled-out part of zone of unconditional (obligatory) settling out of PRIKAZYVAYEM:

1. Approve the Instruction about procedure for exchange of information in the field of the prevention of origin and emergency response between Public service of Ukraine on emergency situations and the State agency of Ukraine on management of exclusion zone (further - the Instruction) which is applied.

2. To provide to public service of Ukraine on emergency situations together with the State agency of Ukraine on management of exclusion zone exchange of information between service of the state control center operational and on duty in emergency situations of Public service of Ukraine on emergency situations and dispatching service of operational management and providing the check mode of the State specialized enterprise "Chernobyl Special Plant" according to requirements of the Instruction.

3. To department of forming of policy for authorities under control to the Minister and monitoring of the Ministry of Internal Affairs (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

5. To impose control of execution of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. A. and Chairman of the State agency of Ukraine on management of exclusion zone Petruk V. V.

The instruction about procedure for exchange of information in the field of the prevention of origin and emergency response between Public service of Ukraine on emergency situations and the State agency of Ukraine on management of exclusion zone

I. General provisions

1. This Instruction determines the purpose and procedure for exchange of information between GSChS and GAZO in case of threat of origin or emergence of dangerous events and emergency situations in exclusion zone and the settled-out part of zone of unconditional (obligatory) settling out (further - exclusion zone).

2. Exchange of information is performed for the purpose of prevention of emergence of emergency situations, minimization of their possible effects and the organization of the approved response of forces of civil protection to dangerous events and emergency situations which can arise in exclusion zone, on the classification signs of emergency situations approved by the order of the Ministry of Emergency Situations of Ukraine of December 12, 2012 No. 1400, registered in the Ministry of Justice of Ukraine on January 3, 2013 at No. 40/22572.

3. Exchange of information will be organized within single state system of civil protection between service of the state control center operational and on duty in emergency situations of GSChS and dispatching service of operational management and providing the check mode of the State specialized enterprise "Chernobyl Special Plant".

II. Daily exchange of information

1. Exchange of information is performed:

in the mode of daily activities by daily exchange of information about operational situation in exclusion zone;

in emergency mode (in case of threat of origin or emergence of emergency situation) by the operational mutual notification and further periodic informing on the course of liquidation of its effects.

2. Daily exchange of information is made by the operations duty officer of service of operational management and providing the check mode of the State specialized enterprise "Chernobyl Special Plant" (further - the operations duty officer of GAZO) daily from 06:00 till 6:30 and from 17:00 till 17:30 by informing by phone service of the state control center operational and on duty in emergency situations of GSChS about hydrological, radiation condition in the territory of exclusion zone with the subsequent written confirmation (appendix 1).

At the request of service of the state control center operational and on duty in emergency situations of GSChS the operations duty officer of GAZO provides necessary explanations according to the transferred information.

3. The operational notification is performed in case of receipt by service GAZO operational and on duty of information on threat of origin or emergence of emergency situations (further - emergency), the fires, dangerous events (including connected with acts of terrorism) in exclusion zone by informing by the operations duty officer GAZO within 10 minutes to phone of service operational and on duty of the state control center in emergency situations of GSChS.

Oral informing within 30 minutes is confirmed in writing by the message on the e-mail address of service operational and on duty of the state control center in emergency situations of GSChS or by fax the standard message (appendix 2).

In case of receipt of the state control center by service operational and on duty in emergency situations of GSChS of primary information on threat or emergence of dangerous event (NANOSECOND) in exclusion zone the chief of duty shift of GSChS within 10 minutes informs by phone the operations duty officer of GAZO.

In case of need at the request of the operations duty officer of GAZO information on operational situation around emergence of dangerous event (NANOSECOND) is provided by service of the state control center operational and on duty in emergency situations of GSChS by fax or e-mail in dispatching service of operational management and providing the check mode of the state specialized enterprise "Chernobyl Special Plant".
