About approval of the Regulations on procedure and the bases of issue, exchange, cancellation and withdrawal of the international certificate on the right of control of the pleasure craft, and also issues of its duplicate and modification and amendments in the resolution of Council of Ministers of the Republic of Belarus of December 28, 2013 No. 1149

Based on part four of article 48-2 of the Code of inland water transport of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Regulations on procedure and the bases of issue, exchange, cancellation and withdrawal of the international certificate for the right of control of the pleasure craft, and also issues of its duplicate.

2. Bring in Regulations on procedure for engineering certification of small size vessels, except for rowboats, kayaks and inflatable crafts with a loading capacity less than 225 kilograms, approved by the resolution of Council of Ministers of the Republic of Belarus of December 28, 2013 No. 1149 "About some measures for implementation of the Presidential decree of the Republic of Belarus of July 25, 2013 No. 332" (The national legal Internet portal of the Republic of Belarus, 17.01. 2014, 5/38269), following change and amendment:

2.1. the second Item 7 to state part in the following edition:

"In use the small size vessel engineering certification is carried out with the following frequency:

for small size rowing vessels since which year of manufacture there passed less than 10 years, including year of manufacture, - once in 5 years;

for small size vessels with the engine capacity less 3, kilowatt since which year of manufacture there passed less than 10 years, including year of manufacture, - once in 3 years;

for small size vessels with the engine capacity from 3,8 to 22 kilowatts inclusive since which year of manufacture there passed less than 10 years, including year of manufacture, - once in 3 years;

for small size vessels with the engine capacity over 22 kilowatts since which year of manufacture there passed less than 10 years, including year of manufacture, - once in 3 years;

for other small size vessels and hydrocycles since which year of manufacture there passed less than 10 years, including year of manufacture, - once in 2 years;

for small size vessels since which year of manufacture there passed 10 and more years, - once a year.";

2.2. the second Item 8 after the word "paint" to add part with words ", self-adhesive film of contrast color or the glued material from polyvinylchloride (for inflatable crafts)".

3. This resolution becomes effective after its official publication.

Regulations on procedure and bases of issue, exchange, cancellation and withdrawal of the international certificate for the right of control of the pleasure craft, and also issues of its duplicate

Chapter 1. General provisions

1. This Provision determines procedure and the bases of issue, exchange, cancellation and withdrawal of the international certificate on the right of control of the pleasure craft (further, unless otherwise specified, - the international certificate), and also issues of its duplicate.

2. Issue, exchange, cancellation and withdrawal of the international certificate, and also issue of its duplicate are performed by public institution "State inspectorate for small size vessels" (further - GIMS).

Chapter 2. Procedure and bases of issue of the international certificate, its duplicate, exchange of the international certificate

3. The international certificate is issued for certain zone of swimming (inland waterways and (or) inshore waters) and on certain type of the pleasure craft (the motor ship and (or) the sailing ship).

4. The international certificate on the sample established by the Ministry of Emergency Situations is issued to person which underwent training and examination of rules of control of the pleasure craft.

5. Issue of the international certificate is performed according to the procedure, provided in Item 15.44-2 of the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens, No. 200 approved by the Presidential decree of the Republic of Belarus of April 26, 2010 "About the ministerial procedures performed by state bodies and other organizations for petitions from citizens" (The national register of legal acts of the Republic of Belarus, 2010, No. 119, 1/11590).

The application form about issue of the international certificate is established by the Ministry of Emergency Situations.

6. The international certificate is handed to the addressed person under list in the book of accounting and issue of the international certificates on the right of control of the pleasure craft which form is established by the Ministry of Emergency Situations.

Delivery of the international certificate to person having the certificate on the right of control of the motor small size vessel which engine power exceeds kilowatt 3,7 (5 horsepowers) is performed only after delivery of the certificate by it on the right of control of the motor small size vessel which engine power exceeds kilowatt 3,7 (5 horsepowers), to the service employee of GIMS. The corresponding mark about delivery (number of the certificate on the right of control of the motor small size vessel which engine power exceeds kilowatt 3,7 (5 horsepowers) date of issue by whom it is issued) is put down in the column "Date of Issue of the International Certificate" of the book of accounting and issue of the international certificates on the right of control of the pleasure craft.

Effective period of the international certificate - 10 years.

7. During the losing or reduction in worthlessness of the international certificate the duplicate according to Item 15.46 of the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens is issued to its owner.

8. In case of change of surname, own name of the owner of the international certificate, expiration of the international certificate, establishment of inaccuracies in it exchange of the international certificate according to Item 15.44-3 of the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens is performed.

Effective period of the international certificate issued as a result of exchange - 10 years.
