About approval of the Instruction about order of interaction of Public service of Ukraine on emergency situations and the Security Service of Ukraine in the field of prevention of origin and emergency response

1. Approve the Instruction about order of interaction of Public service of Ukraine on emergency situations and the Security Service of Ukraine in the field of prevention of origin and emergency response which is applied.

2. To provide to public service of Ukraine on emergency situations submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. Declare invalid the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash and the Security Service of Ukraine against July 8, 2008 No. 508/525 "About approval of the Instruction about order of interaction of the Ministry of Emergency Situations and the SSU on prevention of origin and emergency response of technogenic and natural nature", registered in the Ministry of Justice of Ukraine on July 30, 2008 for No. 703/15394.

4. This order becomes effective from the date of its official publication.

The instruction about order of interaction of Public service of Ukraine on emergency situations and the Security Service of Ukraine in the field of prevention of origin and emergency response

I. General provisions

1.1. This Instruction determines order of interaction of Public service of Ukraine by emergency situations (further - GSChS of Ukraine) and the Security Service of Ukraine (further - the SSU) in the field of prevention of origin and emergency response, arising in the territory of Ukraine.

1.2. In this Instruction the terms "act of terrorism" and "technology terrorism" are used in the values given in the Law of Ukraine "About fight against terrorism".

1.3. Interaction is performed in case of threat or origin:

acts of technology terrorism;

the catastrophic crashes and accidents connected with use of weapon and military equipment;

technogenic or natural disasters and accidents on military facilities as a result of which people died or significant material damage is caused;

diversions, acts of terrorism, stealing, intentional destruction, damage of property and other actions on military facilities as a result of which people died or significant material damage is caused;

essential deterioration in technical condition of hydraulic engineering constructions of the cascade of water storage basins on Dnieper River;

dangerous events on nuclear power plants and other nuclear objects of Ukraine which can lead to violation of nuclear safety, emergency stop of nuclear installation, emergence of emergency situation, loss of control of nuclear materials;

natural disasters, epidemics, epizooty and other emergency situations.

1.4. Interaction of GSChS of Ukraine and the SSU is performed in the way:

exchange of information about threat or emergence of emergency situations;

holding the joint operational meetings of administrative board of GSChS of Ukraine, head departments (managements) of GSChS of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol and their structural divisions with administrative board of the SSU, the relevant regional organs of the SSU;

implementation of joint actions for plans which are developed at the state and regional levels;

carrying out command and staff, tactical and special doctrines, joint trainings and occupations;

implementation of other actions provided by the current legislation.

1.5. Interaction is performed:

at the national level - between GSChS of Ukraine and the SSU;

at the regional level - between territorial authorities of GSChS of Ukraine and regional bodies of the SSU.

II. The main actions performed by GSChS of Ukraine and the SSU in interaction

2.1. GSChS of Ukraine within the competence:

informs bodies of the SSU on threat of origin or emergence of emergency situations;

performs actions for localization and mitigation of consequences of emergency situations, carrying out search and rescue works in the struck territories, to first-aid treatment by the victim and their evacuation out of limits of the danger area for further transportation in healthcare institutions;

holds other works and events depending on nature and type of emergency situation.

2.2. The SSU within the competence:

informs GSChS of Ukraine on signs of threat of origin or emergence of emergency situations;

performs the operational search and counterprospecting actions directed to prevention, identification and suppression of terrorist activities;

together with GSChS of Ukraine takes urgent measures for the notification and urgent evacuation of staff of bodies and divisions of the SSU out of limits of impact areas of dangerous factors of the emergency situations arising in zones of activities of such bodies;

gives help to GSChS of Ukraine in carrying out evacuation of victims, documents and material values from areas of emergency situations;

performs other measures provided by the current legislation.

III. Organization and implementation of joint actions

3.1. Exchange of information about threat or emergence of emergency situations is performed between divisions of GSChS operational and on duty of Ukraine and divisions of the SSU on duty.

3.2. In case of threat or emergence of emergency situation at the initiative of management of GSChS of Ukraine or the SSU, their territorial (regional) authorities the joint operational meetings at which plans and administrative documents concerning joint actions for the prevention (prevention) of emergency situations and mitigation of consequences are specified are held.

3.3. Actions for mitigation of consequences of emergency situations in the territory of Ukraine are performed by forces and means of GSChS of Ukraine with involvement of divisions of the SSU according to the tasks assigned to them.

Involvement of divisions of the SSU is performed according to the procedure, determined by the current legislation.

3.4. After completion of actions for mitigation of consequences of emergency situations territorial authorities of GSChS of Ukraine which performed them notify bodies of the SSU on the taken measures and their results.
