ORDER OF THE MINISTRY OF INFRASTRUCTURE OF UKRAINE

About approval of Standard rates and normative terms of transfer of mailings

(as amended of the Order of the Ministry of infrastructure of Ukraine of 19.09.2014 No. 449)

According to article 15 of the Law of Ukraine "About mail service", I order to Item 10 of Rules of rendering the services of mail service approved by the resolution of the Cabinet of Ministers of Ukraine of March 05, 2009 No. 270, to acts of Universal Postal Union which consent to be bound is provided by the Verkhovna Rada of Ukraine and for rendering the mail service to users of services corresponding to the established standard rates of quality:

1. Approve Standard rates and normative terms of transfer of mailings which are attached.

2. To provide to department of coordination of policy of development of infrastructure and tourism:

submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;

promulgation of this order on the official site of the Ministry of infrastructure of Ukraine.

3. This order becomes effective from the date of its official publication.

4. Recognize invalid orders of the Ministry of Transport and Communications of Ukraine of December 12, 2007 as No. 1149 "About approval of Standard rates and normative terms of transfer of mailings and postal orders", No. 1267 registered in the Ministry of Justice of Ukraine on December 19, 2007 on No. 1383/14650, and of December 08, 2009 "About approval of Changes in Standard rates and normative terms of transfer of mailings and postal orders", registered in the Ministry of Justice of Ukraine on December 25, 2009 at No. 1254/17270.

5. I reserve control of execution of this order.

Standard rates and normative terms of transfer of mailings

I. General provisions

1. These Standard rates and normative terms are developed according to the Law of Ukraine "About mail service", the acts of Universal Postal Union, Rules of rendering services of mail service approved by the resolution of the Cabinet of Ministers of Ukraine of March 05, 2009 No. 270, and other regulatory legal acts regulating activities in the field of rendering services of mail service.

2. These Standard rates and normative terms extend to the services relating to universal services of mail service.

3. In these Standard rates and normative terms terms are used in the following values:

local written correspondence (letters, cards, parcels post, sekogramma) the written correspondence sent within the settlement, and in the rural zone - within the territory serviced by one object of mail service;

the normative term of transfer of mailings (except non-registered letters and postcards) - time established for transfer of mailings from object of mail service of the place of acceptance to object of mail service of the place of delivery;

the normative term of transfer of non-registered letters and postcards - time established for transfer of non-registered letters and postcards from the moment of the last extraction from mailboxes until attachment in subscriber mailbox of the receiver.

II. Normative terms of transfer of mailings

1. Normative terms of transfer of ordinary written mail by operators of mail service (without the days off of objects of mail service):

1) local - D + 2, priority - D + 1;

2) within area and between the regional centers of Ukraine (including for the cities of Kiev, Simferopol, Sevastopol) - D + 3, priority - D + 2;

3) between the district centers of the different areas of Ukraine (including for the cities of regional subordination) - D + 4, priority - D + 3;

4) between other settlements of the different areas of Ukraine - D + 5, priority - D + 4,

where D - day of submission of the mailing to transfer in object of mail service or lowering of the non-registered letter or postcard to mailbox prior to the last dredging;

1, 2, 3, 4, 5 - the number of days during which the mailing is sent.

2. In case of transfer of registered written mail the normative terms of transfer specified in Item 1 of this Section increase for one day.

3. In case of transfer of sending without the announced value the normative terms of transfer specified in Item 1 weighing up to 10 kilograms of this Section increase for two days.

4. Transfer of the international mailings (letters, cards, parcels post, sekogramm) in the territory of Ukraine is performed in the normative terms established for internal mailings.
