About approval of regulations on the state hospitals of veterinary medicine

According to the Law of Ukraine "About veterinary medicine", I order to Item 8 of the Regulations on the Ministry of Agricultural Policy and Food of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of November 25, 2015 No. 1119,:

1. Approve enclosed:

1) Regulations on district, city state hospitals of veterinary medicine;

2) Regulations on regional state hospital of veterinary medicine.

2. To provide to department of livestock production submission of this order in accordance with the established procedure on the state registration in the Ministry of Justice of Ukraine.

3. Declare invalid the order of the State committee of veterinary medicine of Ukraine of October 28, 2008 No. 238 "About approval of the Regulations on the state hospitals of veterinary medicine", the baking plate No. 1118/15809 registered in the Ministry of Justice of Ukraine on November 20, 2008 (with changes).

4. This order becomes effective from the date of its official publication.

5. To impose control of execution of the order on the First Deputy Minister M. Martynyuk.

Regulations on district, city state hospitals of veterinary medicine

1. District, city state hospitals of veterinary medicine (further Hospital) according to the Law of Ukraine "About veterinary medicine" are public institutions of veterinary medicine, submit to Head department of Gosprodpotrebsluzhby in areas (further - Head department) and treat the sphere of management of Public service of Ukraine on safety of foodstuff and consumer protection (further - Gosprodpotrebsluzhba).

2. The hospital in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the President of Ukraine, orders of the Ministry of Agricultural Policy and Food of Ukraine, Gosprodpotrebsluzhby, Head departments and this Provision.

3. Structural divisions in the form of sectors and departments, and also local hospitals, sites, Items of veterinary medicine are part of hospital.

4. The main objectives of Hospital are:

1) protection of the territory of the area from entering from the territory of other states, areas or from quarantine zone of causative agents of infectious diseases of animals, and also non-admission of their distribution out of limits of the administrative territory or quarantine zone;

2) veterinary attendance of animal farms of different patterns of ownership and physical persons in the corresponding territory;

3) implementation of actions on observance of the veterinary and sanitary and health requirements established by the legislation;

4) prevention, diagnosis of infectious, invasive and noncontagious diseases of animals and their treatment;

5) protection of the population against diseases, general for animals and people;

6) organization of carrying out identification and registration of animals;

7) assistance:

to permanent training and advanced training of specialists of veterinary medicine;

to implementation in practice and to broad application of achievements of scientific and applied veterinary medicine.

5. Hospital according to the tasks assigned to it:

Will organize 1) and performs preventive, diagnostic, medical actions;

2) performs measures for carrying out disinfection, disinsection, deratization and fumigation on the capacities used for production, conversion, storage and the address of animals, foodstuff, reproductive material, veterinary medicines, substances, feed additives, premixes, forages, etc. and also concerning the means used for their transportation;

3) performs antiepizootic, veterinary and sanitary and sanitary measures in case of infectious diseases;

4) analyzes origins of diseases and illnesses of animals and their death, develops recommendations about prevention and treatment;

Will organize 5) together with bodies and healthcare institutions, the central executive body realizing state policy in the field of civil protection, protection of the population and the territories against emergency situations and prevention of their origin, mitigation of consequences of emergency situations, work on protection of the population against zoonoz and timely exchange of information about disease of animals;

6) is involved in investigation of cases of origin and distribution infectious, including general for the person and animal, mass noninfectious diseases, poisonings and radiation defeats of people;

7) obtains information necessary for establishment of epizootic condition, identification of causes of illness of animals and assessment of safety of foodstuff of animal origin;

8) will organize:

conducting laboratory diagnostic testings for the purpose of prevention and diagnosis of diseases of animals;

determination of safety and separate quality factors of foodstuff of animal (and in the markets and vegetable) origins, and also forages of animal and plant origin, feed additives, premixes, ready-made feeds, the soil, drinking water and water for animals;

carrying out laboratory researches (testing) of indicators of safety and quality of objects of sanitary actions, ecological factors of dwelling of the person which exert adverse effect on health of the population, quality of seeds and planting stock and other researches by accomplishment of full range of researches;

9) is performed by veterinary attendance of animal farms of different patterns of ownership and physical persons;

10) is performed by the analysis and accounting of patients and dead of animals;

11) participates in limits of the competence of carrying out certification of workplaces, specialists of veterinary medicine;

Issues 12) to bodies of insurance of the conclusion about the causes of illness by force hammered, which died or the destroyed animals;

13) promotes implementation in practice and to broad application of achievements of scientific and applied veterinary medicine;

14) issues veterinary documents;

15) treatment of the animals having diseases and illnesses, laboratory researches, veterinary and sanitary examination of products holds events for prevention and liquidation of diseases of animals (except the cases provided in article 98 of the Law of Ukraine "About veterinary medicine");
