About preserving agrobiodiversity
The governments of the State Parties of this Convention which are hereinafter referred to as with the Parties, noting features of agroecological capacity of the State Parties of this Convention and possession of the rich agrobiodiversity promoting ensuring food security, creating favorable conditions for life and also to development of economic and other activity, understanding responsibility for preserving agroecosystems and agrobiodiversity for the present and future generations, showing concern about the increasing amounts of negative impact of the intensive technologies on agroecosystems causing them significant damage and leading to reducing and disappearance of agrobiodiversity, understanding special relevance of carrying out the basic and applied researches directed to preserving, studying and rational use of agrobiodiversity recognizing importance of genetic resources of agrobiodiversity for creation of basis of homeland and regional food security, production of food and farming, improvement of quality of life and health of the population, and also mitigation of the consequences of global and regional climate change, recognizing preserving agrobiodiversity as part of common global problem of fair and rational use of bioresources and receipts of the corresponding equal benefits, highly appreciating aspiration of each of the Parties to collateral coordinated actions on collection, preserving, studying and use of genetic resources of plants, animals and microorganisms of agroecosystems, agreed as follows:
The purpose of this Convention is assistance to ensuring food security of the State Parties of this Convention, to sustainable development of society, improvement of quality of life and health of the population by the organization of cooperation, management and planning in the field of preserving and rational use of agrobiodiversity.
For the purposes of this Convention the following determinations are used:
agrobiodiversity – all components of biodiversity concerning food and agricultural industry and also all components of biodiversity constituting agroecosystem, i.e. variety and variability of animals, plants and microorganisms at the genetic, specific and ecosystem levels without which it is impossible to provide stability of the main functions of agroecosystem, its structure and processes;
agroecosystem – the ecosystem (the field, pasture, kitchen garden, garden, protective forest planting etc.) which is artificially created for the purpose of receipt of agricultural products and regularly supported by the person;
biodiversity – variability of live organisms from all sources, including land, marine and other water ecosystems and ecological complexes which part they are; the concept includes variety within type, between types and variety of ecosystems;
genetic resources – any material of plant, animal, microbic or other origin which is containing functional units of heredity and being of the actual or potential value including as agrobiodiversity source.
1. For the purposes of this Convention of the Party are guided by the following principles:
the sovereign right to develop own genetic resources of agrobiodiversity and to dispose of them according to the policy;
the approved strategy and policy in preserving and rational use of agrobiodiversity;
accomplishment of the international obligations on access to genetic resources of agrobiodiversity;
safety of agrobiodiversity as national property and cultural heritage for the present and future generations.
2. Instruments of target implementation of this Convention are:
development and deployment of social and economic mechanisms of preserving and rational use of agrobiodiversity;
consolidation of scientific and technical potential in the field of collection, preserving, studying and uses of genetic resources of agrobiodiversity;
harmonization of the legislation and precepts of law in the field of activities with genetic resources of agrobiodiversity;
increase in level of education and formation of the population in the field of preserving agrobiodiversity and the prevention of possible adverse effects of economic activity on condition of agroecosystems and their agrobiodiversity;
stimulation and support of cooperation in questions of collection, preserving, studying and use of genetic resources of agrobiodiversity;
creation of joint scientific and technical management systems and programs in the field of collection, preserving, studying and uses of genetic resources of agrobiodiversity;
involvement of different segments of the population in preserving agroecosystems and rational use of agrobiodiversity.
This Convention extends to the relations of the Parties directed to the organization of cooperation, joint management and planning in the field of collection, preserving, studying and rational use of genetic resources of agrobiodiversity.
The parties determine the following priority directions providing preserving and rational use of agrobiodiversity:
implementation of measures, including the legal nature making positive impact on agroecosystems and preserving agrobiodiversity in them for the purpose of assistance to steady conducting agricultural production;
encouragement of developments and implementation of the technologies and farming practices promoting recovery of agroecosystems from adverse effects of anthropogenous impact and to prevention of threat of reducing and disappearance of agrobiodiversity;
ensuring the state support and financing of activities for preserving genetic resources of agrobiodiversity in places of their natural dwelling, and also in regulated conditions;
ensuring the state support and financing of the research and other organizations approved according to the legislation of the State Parties of this Convention for preserving collections of the genetic resources of agrobiodiversity guaranteeing them safe long-term storage of these resources;
carrying out the basic and applied researches oriented to development of resursoenergoekonomny, ecologically safe and economically justified production technologies of food and the farming promoting preserving agroecosystems and preventing reducing and disappearance of genetic resources of agrobiodiversity;
development and implementation of the state, regional and international target programs providing complex of actions for preserving and rational use of genetic resources of agrobiodiversity including in the organizations performing agricultural activities country and farms, on personal plots, in family households and gardens;
development and approval of the unified approaches, legislative and regulatory legal acts in the field of collection, preserving, studying and use of genetic resources of agrobiodiversity;
assistance in accomplishment of the main priorities of the Global action plan on preserving and steady use of vegetable genetic resources (FAO of the UN, 1996, 2011) for production of food and farming and the Global action plan in the field of genetic resources of animals (FAO of the UN, 2007);
forming and maintaining information registers of genetic resources.
