THE ORDER OF THE DEPUTY PRIME MINISTER OF THE REPUBLIC OF KAZAKHSTAN - THE MINISTER OF AGRICULTURE OF THE REPUBLIC OF KAZAKHSTAN

of April 4, 2017 No. 148

About approval of the Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan

According to Item 5 of article 33 of the Law of the Republic of Kazakhstan of November 3, 2015 "About public service of the Republic of Kazakhstan" PRIKAZYVAYU:

1. Approve the enclosed Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan.

2. To provide to department of personnel and administrative providing the Ministry of Agriculture of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of March 30, 2016 No. 142 "About approval of technique of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan" (No. registered in the Register of state registration of regulatory legal acts 13637, published on April 27, 2016 in information system of law of Ad_let).

4. To impose control of execution of this order on the Responsible secretary of the Ministry of Agriculture of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan (further – the Technique) is developed according to Item 5 of article 33 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" and determines algorithm of assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture (further – the serving cases "B").

2. Assessment of activities of employees of the case "B" (further – assessment) is carried out for determination of efficiency and quality of their work.

3. Assessment is carried out by results of activities of the serving case "B" on post:

1) following the results of quarter (quarter assessment) – no later than the tenth following reporting quarter (except for the fourth quarter which assessment is carried out no later than December tenth);

2) following the results of year (annual assessment) – no later than December twenty fifth of the estimated year.

Assessment of the serving case "B" is not carried out in cases if stay term on post in the estimated period constitutes less than three months, and also in the period of probation period.

The serving cases "B" being on social vacation or the period of temporary disability pass assessment within 5 working days after appearance at work.

4. Quarter assessment is carried out by the direct head and is based on execution assessment serving cases "B" of job responsibilities.

The direct head of the serving case "B" is person to whom this employee is subordinated according to the job description.

5. Annual assessment develops from:

1) average assessment of the serving case "B" for reporting quarters;

2) accomplishment estimates serving cases "B" of the individual work plan in form, according to appendix 1 to this technique.

6. For evaluating by the official having the right of appointment to the state position and releases from the state position of the serving case "B", the Commission on assessment which working body is the service of personnel management is created.

7. Commission session by assessment is considered competent if at it there were at least two thirds of its structure.

Replacement of the absent member or commission chairman by assessment is performed according to the solution of the authorized person by modification of the order on creation of the commission on assessment.

8. The decision of the Commission on assessment is made by open voting.

9. Results of vote are determined by a majority vote members of the commission by assessment. In case of equality of votes the voice of the commission chairman is decisive.

The secretary of the Commission on assessment is the employee of service of personnel management. The secretary of the Commission on assessment does not take part in vote.

Chapter 2. Creation of the individual work plan

10. The individual work plan is constituted serving cases "B" together with his direct head no later than January tenth of the estimated year, in form according to appendix 1 to this Technique.

11. In case of appointment of the employee of the case "B" to position after the term specified in Item 10 of this Technique the individual work plan of the serving case "B" on post it is constituted within ten working days from the date of its position assignment.
