Approve the enclosed federal regulations and rules of use of atomic energy of "The requirement to contents of the report on reasons for safety of the block of nuclear power plant with the VVER reactor" (NP-006-16).

Federal regulations and rules of use of atomic energy of "The requirement to contents of the report on reasons for safety of the block of nuclear power plant with the VVER reactor" (NP-006-16)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy of "The requirement to contents of the report on reasons for safety of the block of nuclear power plant with the VVER reactor" (are developed by NP-006-16) (further - Requirements) according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy", the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203) also establish requirements to contents of the report on reasons for safety of the block of nuclear power plant with the VVER reactor, and also to procedure for its development and maintenance according to real condition of nuclear power plant.

2. These Requirements extend to reports on reasons for safety of blocks of nuclear power plants with the VVER reactor.

3. For blocks of nuclear power plants, licenses for which construction are granted until commissioning of these Requirements, and also for the blocks which are in operation, procedure, terms and amount of reduction of the report on reasons for safety of the block of nuclear power plant in compliance with these Requirements are determined by authorized body of state regulation of safety when using atomic energy in the conditions of action of the granted licenses, taking into account offers of the operating organization.

4. The list of reducings is given in appendix No. 1 to these Requirements.

II. Content of OOB AS

5. Information containing in OOB AS shall confirm AS block compliance to requirements of federal regulations and rules of use of atomic energy, and also established in the project documentation EXPERT (further - the project) to criteria and the principles of safety of AS.

6. If in OOB AS instead of submission of information according to these Requirements references to documents where missing information contains, then these documents shall be submitted together with OOB AS are given. Other documents on which references in OOB AS are had are represented at the request of authorized body of state regulation of safety when using atomic energy.

7. OOB AS shall consist of the Section "Introduction" and 18 Chapters, namely:

Chapter 1. "General description EXPERT";

Chapter 2. "Characteristic of the area and AS platform";

Chapter 3. "General provisions of building designing, constructions, systems and AS elements";

Chapter 4. "Reactor";

Chapter 5. "The first contour and related systems";

Chapter 6. "Steam-turbine installation";

Chapter 7. "Management and control";

Chapter 8. "Electric utility service, communication and notification";

Chapter 9. "Auxiliary systems of the AS block";

Chapter 10. "Treatment of radioactive waste";

Chapter 11. "Protection against radiation";

Chapter 12. "Security systems. Special technical means for management of beyond design basis accidents";

Chapter 13. "Commissioning of the AS block";

Chapter 14. "Operation";

Chapter 15. "The analysis of violations of normal operation, including project and beyond design basis accidents";

Chapter 16. "Limits and conditions of safe operation. Operational limits and conditions";

Chapter 17. "Quality assurance";

Chapter 18. "Conclusion from operation".

Contents of the Section "Introduction" are given in appendix No. 2 to these Requirements.

Contents of Chapters 1 - 18 OOB AS are given in appendix No. 3 to these Requirements.

8. If degree of readiness of materials at stage of development of OOB AS represented as a part of set of the documents proving safety in case of construction of AS does not correspond to provisions of these Requirements, information provided in OOB AS shall reflect actual state of stage of development of OOB AS, and also used for its development of the project documentation. At the same time in addition shall be represented:

the data on OOB AS planned to accomplishment, but absent at the time of representation reasons for the technical solutions used in the project giving sufficient idea of their maintenance;

reasons for need of application for the project of new technical solutions with reduction of information on their influence on safety of AS;

the schedule of submission of the absent information.

9. The data on fulfillment of requirements of federal regulations and rules of use of atomic energy represented to OOB AS shall contain documentary confirmed reasons for their accomplishment.

10. In need of specifying in several Chapters (or Sections within one Chapter) OOB AS of data of similar content such data shall be stated in one of Chapters (or Sections of Chapter) to OOB AS, and in other Chapters (or Sections of Chapter) references to these data are given.

11. Information on the made settlement analyses shall confirm sufficiency and completeness of amount of the made settlement analyses, accounting of all factors influencing result. The description of PS mentioned in OOB AS shall be represented. Data on certification of the specified PS shall be provided and if certification of PS is not carried out - results of verification of PS by analytical and experimental methods. Information that PS were used in the scopes specified in certification passports shall contain. This, sufficient for accomplishment in need of the repeated settlement analysis (the scheme, the accepted assumptions, basic data), are provided upon the demand of body of state regulation of safety when using atomic energy.

12. OOB AS is developed by the operating organization with participation of developers of the RU and EXPERT projects and it is represented in authorized body of state regulation of safety when using atomic energy as a part of set of the documents proving safety of AS in case of placement, design, construction and operation. OOB AS shall be approved with developers of the EXPERTS and RU projects and is approved by the operating organization.

13. Independent OOB AS shall be developed for each block of multibank AS.

14. As a part of set of the documents proving safety of AS in case of placement OOB AS consisting of the Section "Introduction", Chapter 1 "General description EXPERT" and Chapter 2 "Characteristic of the area and AS platform" shall be represented to authorized body of state regulation of safety when using atomic energy.

15. OOB AS which is part of set of the documents proving safety of AS in case of construction or in case of operation is represented in authorized body of state regulation of safety when using atomic energy in full determined in Item 7 of these Requirements.

16. After completion of stage of trial operation of input of the AS block in operation of OOB AS it shall be modified taking into account results, precommissioning adjustment work got at stages, physical start-up, energy start-up and trial operation of the AS block. At the same time information provided in OOB AS shall correspond to actual state of the AS block by results of construction, production, installation and input of the AS block in operation.

17. OOB AS shall be created on certain heads. In case of availability of large volume of information in the head of OOB AS it is allowed to create OOB AS according to the Sections and subsections created in separate books as a part of Chapter.

At the beginning of each certain head, the Section or subsection the complete table of contents of all OOB AS shall be given.

On cover of each certain head, the Section and subsection the name EXPERT (AS block), full name of OOB AS and the corresponding Chapter, Section, subsection shall be specified.

III. Maintenance of OOB AS according to real condition of AS

18. Compliance of OOB AS to real condition of AS shall be supported.

19. Modification of OOB AS shall be carried out by replacement of pages. Modification by corrections in the text of OOB AS is not allowed.

When replacing separate pages in OOB AS on each of them in the right upper corner on fields it is necessary to specify sequence number of edition and date of accomplishment of replacement (month, year).

At the end of each Chapter or the Section and subsection OOB EXPERT the record of changes is located.

20. The changes made to OOB AS shall be approved with the organizations participating in its development and are approved by the operating organization.

Appendix №2

Requirements to contents of the Section "Introduction" OOB EXPERT

The general information about AS and her project this about developers of the RU and EXPERT projects, and also about the organizations participating in development of OOB AS about stage of project development of AS in general is given in the Section "Introduction" OOB EXPERT; general characteristic of OOB AS.

1. Foundation for project development of AS, placement, construction and operation of AS.

Information on decisions of the Government of the Russian Federation and federal executive bodies based on which placement, designing, construction or operation of AS is supposed shall be provided.

At the same time it is necessary to provide data:

about availability of the positive conclusions of the state environmental assessment on objects of the state environmental assessment;

about availability of construction licenses and commissioning of OIAE as a part of the AS block issued by state body use of atomic energy.

2. General characteristic of AS.

It is necessary to give general characteristic of AS (the planned capacity, the number of AS blocks, use modes, the RU type, types of the turbine plant and turbogenerator, type of hermetic barrier of RU, short data on utility power systems and technical water supply of AS).

3. Development stage.

Information about actual, at the time of creation of OOB AS, development stage of project and operational documentation shall be provided.

4. Information about AS OOB developers.

Data on the operating organization, on developers of certain independent heads or Sections OOB EXPERTS, information on availability at them of work experience in the considered area, the licenses granted by body of state regulation of safety when using atomic energy shall be provided.

5. Characteristic of OOB AS.

Data on compliance to information provided in OOB AS to these Requirements shall be provided.

If project development of AS is at one of the initial stages and thereof information provided in OOB AS does not meet these Requirements, it shall be noted in this Section OOB EXPERT. In this case the schedule of completion of works with terms of submission of necessary information in addition shall be represented.

Appendix № 3

Requirements to content of heads of OOB AS

I. Requirements to contents of Chapter 1 "General description EXPERT"

Information on AS briefly reflecting contents of Chapters 2 - 18 OOB AS shall be provided.

Information provided in Chapter 1 of OOB AS shall provide access of public authorities, public organizations and the population to the concept and the main technical solutions on safety of AS in general, without need to address other heads of OOB AS.

1.1. Conditions of placement of AS.

The following data on the AS platform and the region of its arrangement shall be provided:

main hydrological, climatic, meteorological and aerological characteristics of the area of placement of AS;

observations, average monthly, extreme during all the time, the greatest of average monthly and srednedekadny temperatures of air and water in source of technical water supply, and also the characteristic of extreme natural impacts;

geological and hydrogeological and seismotectonic characteristics;

seismicity of the area of the platform of placement of AS for the MRZ and PZ levels, borders of the whole block on which there will be no seismodeformations in case of different levels of earthquakes;

characteristics of soil up to the depth at least 100 m with indication of distribution compressed (clay, sandy) and incompressible soil (rocky, semi-rocky);

depth of the water-bearing horizon, the first from surface, and its communication with surface water;

data on density of population, the personnel living in zone with a radius of 30 km around AS taking into account personnel of AS and attracted;

the sizes of the SPZ, ZN, zone of planning of protective measures on initial stage of accident and zone of planning of actions for obligatory evacuation of the population, data on the settlements which are subject to transfer before input of AS in operation.

1.2. Plan of placement.

The short characteristic of the area of placement of AS and information on arrangement of the companies, conduits, pumping points, water storage basins, irrigation canals, dikes of hydroelectric power stations, airfields, highways and the railroads with their binding to the SPZ, observation zone, zone of planning of protective measures and zone of planning of actions for obligatory evacuation of the population shall be provided.

Short data on use of lands shall be provided information on characteristics of relief of the platform and biases towards reservoirs.

Data on high-voltage power lines of AS, access long and automobile distance railways and expected arrangement of residential arrays shall be provided.

Data on the companies especially dangerous on potential of explosion, fire danger and emissions in the surrounding environment of toxic and radioactive materials shall be provided. The plan of placement of AS in scale 1:25000 shall be provided.

1.3. Description of the schematic diagram of AS.

The schematic diagram of AS on which data on the following systems and elements are represented shall be provided:

first contour;

reactor;

GTSN;

PG;

CD;

systems of cleaning of the heat carrier;

SATURDAY;

special technical means on management of ZPA;

cooling pond and systems its chilling;

system of purge feed of the first contour;

steam lines;

steam-turbine installation;

system of feedwater;

systems of heat removal to final absorber;

system of technical water supply;

utility power system of own needs of AS from external and internal sources.

On the specified scheme the systems and elements which are inside about GO shall be designated. The list of the systems and elements specified on the schematic diagram with indication of their main characteristics shall be provided.

The short description of interaction of systems and elements shall be attached to the schematic diagram.

1.4. Main technical characteristics of AS.

The following main technical characteristics of AS shall be provided:

number of AS blocks;

service life of RU, steam-turbine installation, to GUO R;

electric and thermal power of AS;

heating capacity;

utilization rate of installed capacity;

electric power expense on own needs;

fuel loading;

key parameters of the heat carrier of the first and second contours.

1.5. Characteristics of power supply system.

The schematic diagram of power supply system as a part of which AS, and also the following data on power supply system will work shall be provided:

tension and frequency in networks of power supply system;

power supply system condition by the time of start-up of AS with indication of type and capacity of power plants in power supply system;

general levels of power consumption and maxima of loading of power supply system (daily, week, from time to time years and by years), capacity reserve in relation to loading maxima;

the operating modes of automatic equipment and protection of power supply system influencing working hours of AS;

the working hours of AS connected with the violations of work of power supply system leading to dumping of loadings up to the level of own needs.

Data on expected quantity of cycles of violations of electric utility service of AS taking into account external impacts shall be provided.

For expected violations of electric utility service of AS data on time of recovery of electric utility service of own needs of AS from external source shall be provided.

Information on requirements to indicators of reliability of power supply system shall be provided.

1.6. Modes of operation of AS.

Data on the main characteristic working hours of AS shall be provided.

Information on admissible quantity of the modes of normal operation, violations of normal operation, including project accidents shall be provided.

1.7. Concept of safety of AS.

1.7.1. Basic principles and criteria of safety of AS.

The following information shall be provided in the Section:

the main criteria of safety and project limits accepted as a part of the AS project for different operational conditions;

the list of regulating documents on which compliance to requirements the analysis of safety of AS is made;

data on use in the AS project of properties of internal self-security with indication of at the expense of what they are implemented;

data on safety of AS due to consecutive realization of the principle of protection in depth;

data that in the AS project measures for ensuring independence between different levels of protection in depth are taken;

structure of SB, confirmation of accomplishment of the principles of creation of SB: single refusal, reservation, variety, independence (information shall be followed by the schematic block diagrams characterizing creation of SB);

data on amount and methods of implementation of functions of safety;

structure of special technical means on management of ZPA;

reasons for security of SB, special technical means on management of ZPA from refusals for the general reasons (the fires, floodings, external natural and technogenic impacts);

proofs of security of SB and special technical means on management of ZPA from human errors;

information on the experience of designing, construction, installation, operation, testing, researches used for the technical and organizational solutions made for safety of AS;

information on the project and beyond design basis accidents considered in the AS project on the actions preventing development and mitigating effects of ZPA about measures for management of severe accidents.

1.7.2. Ensuring nuclear safety.

Information on the purposes of nuclear safety and systems by means of which their achievement is provided shall be provided.

1.7.2.1. Deduction under control of chain nuclear reaction in active zone of the reactor.

Data on how nuclear safety due to use of properties of internal self-security of the reactor is ensured shall be provided.

Data on balance of reactivity for all possible conditions of normal operation of AS, its violations, including project accidents shall be provided; the possibility of emergence of positive effects of reactivity in case of accidents shall be analyzed and assessment of their possible effects is given.

The structure of the provided technical means of impact on reactivity shall be provided, to function of separate systems and subsystems and their reliability.

Data on efficiency, reliability and speed of AZ shall be provided.

1.7.2.2. Prevention of formation of local criticality in case of overload, transportation and storage of YaT.

Summary of methods of prevention of local criticality in case of the specified work types shall be provided.

1.7.3. Ensuring radiation safety.

Information on technical means and organizational actions for ensuring protection of personnel, the population and the environment from impact of ionizing radiation shall be provided.

Information on efficiency of protection against sources of potential radiation for ensuring not exceeding of individual risk in the conditions of normal operation of AS and that the risk of potential radiation does not exceed boundary values of the generalized risk for personnel and the population during the term established in regulatory legal acts shall be provided.

Information on observance of the requirements for emissions and dumpings into the environment established by regulatory legal acts of the Russian Federation shall be provided (taking into account all AS blocks).

1.7.4. Ensuring fire safety.

It is necessary to provide data on regulating documents based on which fire safety of AS is proved.

Data on the actions for ensuring fire safety provided in the AS project shall be provided.

The following information on accounting shall be provided in the AS project of provisions and criteria on ensuring fire safety:

about classification of the main buildings of AS by fire and fire and explosion risk and by fire resistance degree;

about ensuring project level of fire safety with accomplishment of general criterions of safety in all modes of normal operation of AS, and also in case of accidents on AS;

about consideration of the fire as a part of initial events for the analysis of project accidents with assessment of probability of emergence of the fire; about accomplishment of the analysis of influence of the fire on safety of AS;

about accomplishment of the probabilistic analysis of possibility of coincidence of the fire to other independent violations of normal operation of AS, and the analysis of effects of the specified fires from the point of view of providing in these cases of safety of AS;

about external and internal impacts on sensors and fire extinguishing, and also fire localization;

about fire consideration as consequences of violation of normal operation of AS, accomplishment of the analysis of safety of AS for such scenarios;

about assessment of effects of the fire taking into account possible failures of installations of fire extinguishing;

about reasons for the principle of creation of the active fire extinguishing systems carried to SB the level of their reliability, the analysis of capability of these systems to maintain influence of single equipment failures (in case of reference of fire extinguishing systems in rooms where elements of the systems important for safety are located, reasons for such reference are given to the systems which are not influencing safety of AS instead of the specified information);

about the basic principles of the fire protection system: mnogobaryernost, reservation of SB channels, their physical separation;

about regulations of work of AS in case of the fire in rooms where the equipment important for safety, and in rooms, emergence of the fire in which results in need of stop of RU, is located;

about reasons for impossibility of simultaneous loss of management with BPU and RPU in case of the fire;

data that in case of false operations of installations of fire extinguishing impact of funds of suppression for the elements important for safety will not lead to dangerous effects from the point of view of safety of AS;

about determination of settlement number of the simultaneous fires on the AS platform;

about respect for the principle of zoning of buildings (division into fire zones and compartments) and about approach to localization of the fire in volume of separate compartment, zone;

the list of external impacts of natural and technogenic nature and their combinations considered in the AS project with indication of characteristics of intensity of impacts and frequencies of their origin;

normative bases of calculation of protection against external impacts, the provided measures of protection from the external impacts considered in project bases;

data on security from the external impacts exceeding intensity of the impacts considered in project bases;

data on techniques and settlement programs of assessment of external impacts and necessary protective measures.

1.7.6. Actions plans on protection of personnel and the population in case of radiation accident on AS

Basic provisions of actions plans on protection of personnel and the population in case of radiation accident on AS, the sizes and borders of zone of planning of protective measures and zone of planning of actions for obligatory evacuation shall be provided, and also to specify expected amount of protective measures.

Information on the protected control centers antiemergency actions located on the AS platform and also out of the AS platform shall be provided.

1.8. Results of quantitative analysis of safety.

1.8.1. Reliability of the systems and elements important for safety of AS.

1.8.2. Deterministic analysis of safety.

Summary of the made analyses of violations of normal operation of AS, including project accidents, and also ZPA which detailed description is provided in Chapter 15 of OOB AS shall be provided.

Information is provided on all groups of the considered emergency operation and for each group contains the following data:

quantity of the considered modes;

reasons for the choice of the modes and purpose of the analysis;

information on the made quantitative analysis of reliability of systems and accounting of interrelation between systems;

information on the used models of the emergency sequences, criteria of success of accomplishment of required functions for the main systems;

data on accounting of refusals on the general reason;

data on accounting of actions and human errors;

information on estimates of sensitivity and uncertainty;

final results of VAB with reduction of information on fulfillment of requirements of the federal regulations and rules regulating the main requirements to the probabilistic analysis of safety of the AS block.

Information about the main investors shall be provided to probability of severe accident and probability of big emergency emission and distribution of shares of their relative deposits.

1.9. Main technical solutions.

1.9.1. Reactor, first contour and related systems.

The following information shall be provided:

purpose of the reactor, the first contour and also which are their part of elements and the related systems, data on the functions which are carried out by the specified systems and elements;

data on installation of the reactor in the mine, on biological and radiation protection;

classification of the systems and elements entering the reactor, the first contour and the related systems;

main operational characteristics of systems and elements;

the principles and criteria pledged in the RU project.

The description shall be followed:

technology schemes;

drawings of installation of the reactor in the mine, the reactor assembled, sections on active zone, basic elements of active zone, the body of the reactor, GTsN, PG, KD, the gidroyemkosty, kinematic scheme of the drive of SUZ.

1.9.2. Steam-turbine installation.

Information on steam-turbine installation and the related systems with submission of the technology scheme of steam-turbine installation and layout drawings (plans and cuts) shall be provided. The specified information shall reflect structure and borders of steam-turbine installation. Data on influence of steam-turbine installation on RU shall be provided, at the same time information on interrelation of steam-turbine installation and RU as technology through parameters, and through system of protection and management shall be provided.

Information on opportunity (shall be provided in case of violations of normal operation of AS) leakages, accumulatings of RV.

The provided information shall contain: the list of systems, buildings, constructions, the main heathydraulic and constructive characteristics of the systems and the equipment (bringing and diversion channels, water intakes, pumping, coolers, systems and sources of feed of turnover systems), the fundamental principles and criteria pledged in the AS project, the description of work of systems in case of normal operation, in case of violations of normal operation, including in case of project accidents and external impacts.

Technology schemes of the specified systems shall be provided.

1.9.4. Electric systems.

The following information on electric systems shall be provided:

purpose of systems;

structure of elements of systems;

scheme of issue of capacity, number of lines, tension;

data on ensuring electric utility service of own needs of AS from external and internal sources;

list of systems of protection, automatic equipment and management;

data on protection of electrotechnical devices against the fire;

data on work of utility power systems in case of violations of normal operation, accidents and external natural and technogenic impacts;

criteria of the choice of the equipment.

scheme of accession of AS to power supply system;

main scheme of electric connections;

the schematic diagram of electric utility service of own needs of AS, SAE and utility power system which is part of technical means on management of ZPA;

1.9.5. AS water and chemical mode.

The concept of the choice of VHR of the heat carrier RU and working environments of the systems important for safety of AS shall be provided; the made technical solutions and organizational actions for quality assurance of the heat carrier and working environments of the systems important for safety of AS are given; data on certification of the used techniques, data on certification of measuring instruments are provided.

Information on what controlled indicators of quality of the heat carrier are normalized and diagnostic shall be provided; show what for the normalized indicators are set operational limits and limits of safe operation (in case of their availability) and what actions shall be taken if measure values overstep the established bounds. For the normalized and diagnostic indicators of quality it is necessary to give frequency of their measurements.

Information that the accepted VHR is established shall be provided and it is supported so that integrity of physical barriers was provided (covers, heat carrier contour border).

It is necessary to provide information on what the accepted VHR provides:

corrosion resistance of constructional materials of the equipment and pipelines during all useful life of the power unit by minimization of corrosion processes of constructional materials in case of all modes of operation;

decrease in intensity of processes of growth of deposits on heat-transmitting surfaces;

the physical and chemical condition of technology circles and the surfaces of the equipment of AS allowing to support radiation of personnel at reasonably achievable low level taking into account social and economic factors;

restriction of effects of the radiation accidents caused by intake of radionuclides of iodine in the atmosphere for personnel of AS and the population;

creation of conditions for reduction of number of the formed Russian joint stock companies and dumpings of RV for the borders of AS established by the project.

Information on ensuring quality control of the heat carrier of the first and second contours and working environments of the systems important for safety, shall be provided in all working hours of AS: hydraulic testing, circulating washing, hot running in, launch of the block, work for capacities, stop of the block and parking mode.

1.9.6. System of the treatment of fuel.

1.9.6.1. On complex of storage systems and addresses with YaT (out of the reactor) the following information shall be provided:

the list of all YaT storages, both the fresh, and fulfilled YaT;

characteristics of the fresh YaT, and also the fuel unloaded from active zone applied on AS with indication of burning out determination method;

the maximum design capacity (capacity) of each of storages and the number of the places reserved for emergency unloading of active zone and for storage of the defective YaT, both fresh, and fulfilled;

the short characteristic of methods of storage of YaT both in HST, and in HOYaT; specify availability of the absorbing additives in materials of storage or in the heat carrier;

delivery mode of YaT on AS and method of export of SNF from AS, information on the offered frequency of transportations and the used TUK types;

data on intra station transportation (modes of transport and packaging sets);

data on the address with the defective YaT both fresh, and SNF, since rejection method;

the list of IS which the complex of storage systems and the address with YaT (SNF), with the analysis of violations of normal operation, including project accidents is expected.

1.9.6.2. Providing the heat sink from active zone of the reactor and SNF storages.

Information on ensuring heat removal from active zone of the reactor, and also from cooling pond (SNF storages) shall be provided to final absorber in case of normal operation, violations of normal operation, including accidents. The schematic diagram of the systems providing heat removal shall be provided.

1.9.7. Treatment of radioactive waste.

1.9.7.1. System of the treatment of liquid radioactive waste.

to systems of impact on reactivity, and also AZ of the reactor;

USB;

to system of representation of information to the operator important for safety of AS;

to other managing systems important for safety.

1.9.9. Security systems. Special technical means for management of ZPA.

Lists of the protective, localizing, providing, managing SB, and also systems relating to special technical means for management of ZPA shall be provided. On each of the listed systems (technical means) the following information shall be provided:

appointment and structure of system (technical tool); accidents in case of which work of the corresponding system (technical tool) is required;

compliance to the principles and criteria of safety established in regulatory legal acts and in the AS project;

criteria of accomplishment by system of the functions;

description of system: technology scheme, configuration, protection against internal and external impacts, control and management;

system condition in case of normal operation of AS; complex testing of system, procedure of control and management of system;

system operating modes in case of accidents.

1.9.10. Master plan and configuration of AS.

1.9.10.1. Master plan.

The drawing of the master plan with the list of the main buildings and constructions of AS shall be represented.

The following information shall be provided:

reasons for placement on the master plan of the main buildings and constructions of AS, hydraulic engineering constructions, open distributing devices, auxiliary buildings and constructions of AS;

data on technology interrelations, natural land relief, the direction of the dominating winds, geological and hydrological conditions of the platform, AS platform relief bias, planning marks of the AS platform, priority of construction of blocks;

data on orientation of the main buildings of AS concerning the direction of the dominating winds (wind rose);

distances between the main buildings and constructions and their reasons;

automobile and railroads, conditions of entrance to the main buildings and constructions;

ensuring protection of the industrial platform against inflow of surface water;

engineering networks, transport, technology, electric relations between the main buildings and constructions of AS, between zones of controlled and open entry.

1.9.10.2. Principles of configuration of the main constructions and equipment.

The following information shall be provided:

placement of aseismic technology systems and the equipment I and II of the categories of seismic stability established in compliance by federal regulations and rules of use of atomic energy;

separation of constructions of the main body into zones of controlled and open entry.

1.9.10.3. List of the main buildings, constructions and their appointment.

The following information shall be provided:

main layout decisions;

the list of the systems and elements important for safety of AS located in the building.

It is necessary to provide layout drawings (schemes and cuts) of the main buildings and constructions with indication of on them the capital equipment which give general idea about the made layout decisions.

1.9.11. Ventilating systems.

1.9.11.1. Project criteria.

1.9.11.2. Description of systems of ventilation.

Summary of the following ventilating systems shall be given:

normal operation, important for safety;

belonging to the providing SB.

Information shall include: appointment and structure of each system of ventilation, project criteria, operating modes.

Schemes of systems with the list of the capital equipment and its characteristics shall be provided.

1.9.12. Radiation protection and radiation control.

The classification of zones and premises of AS accepted in the AS project, being basis for designing of biological protection against the getting radiations and prevention of pollution of RV of surfaces of the equipment, building constructions and air of the serviced rooms shall be provided.

General information about biological protection for the main sources of radiation shall be provided.

It is necessary to provide the accepted dose criteria and the main technical and organizational solutions directed to maintenance of radiation at minimum possible level.

data on application of remedies of cable routes from fire distribution;

data on the fires which suppression indirectly or can directly influence the elements important for safety of AS;

data on types of the fires which are determining for calculation of the fire protection system;

data on the determining provisions in the analysis of fire load of rooms of the main constructions of AS with indication of characteristics of fire-and-explosion hazard of substances and materials;

data on ways of evacuation of personnel and the warning system of personnel on the fire and managements of evacuation of personnel in buildings;

data on fire-water supply of AS, the main constructions of AS, equipment of buildings internal fire-proof water supply system, providing intake of water from different sources the portable fire fighting equipment;

data on systems of detection of the fire and alarm system;

list of the main automatic and autonomous installations of fire extinguishing and their appointment;

the analysis of fire risk of the main constructions of AS, the analysis of effects of the fires for safety of AS;

the analysis of the fires arising in case of destruction of buildings and constructions of AS owing to external impacts.

1.10. Short description of operation of AS.

1.10.1. Preparation of the AS block for start-up in case of operation.

Data on differences of stages of preparation of the AS block for start-up in case of input of the AS block shall be provided to operation and in case of operation of AS.

Summary of preparation of RU for start-up shall be provided:
