III. 1. The minimum requirements to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects, except for subjects to use of atomic energy concerning personnel structure are:

a) availability at the member of self-regulatory organization in the state in the place of the main work:

at least 2 workers holding positions of the heads (the CEO (director), and (or) the technical director, and (or) their deputies, and (or) the chief engineer) (further - heads) having the higher education in the specialty or to the direction of preparation in the field of construction of the corresponding profile length of service in at least 5 years and being specialists in the organization of engineering researches, data on which are included in the national register of specialists in the field of engineering researches and architectural and construction designing;

at least 3 technical specialists, and (or) the power mechanical, and (or) control, and (or) other technical services and divisions having higher education of the corresponding profile and length of service in the field of engineering researches at least 5 years;

b) availability at heads and specialists of the qualification confirmed according to the procedure, established by internal documents of self-regulatory organization, taking into account requirements of the legislation of the Russian Federation;

c) the advanced training in the field of engineering researches of heads and specialists performed at least once in 5 years.

2. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects, except for subjects to use of atomic energy concerning property is availability belonging to it on the property right or other legal cause of buildings, and (or) constructions, and (or) rooms, the vehicles certified, which underwent metrological certification (check) of the equipment, tools, devices and the licensed software. The structure and quantity of the property necessary for accomplishment of engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects, except for subjects to use of atomic energy, are determined by self-regulatory organization.

3. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects, except for subjects to use of atomic energy concerning quality control is availability at it of the documents establishing procedure for the organization and monitoring procedure of quality of the performed works, and also workers to whom the obligation on implementation of such control is in accordance with the established procedure assigned.
