About approval of Features of training of job seekers of the higher education of degree of the doctor of philosophy and the doctor of science in the highest military educational institutions (research establishments) of the Ministry of Defence of Ukraine

According to Item 8 parts four of article 13 of the Law of Ukraine "About the higher education" and to Item 13 of the Procedure for training of job seekers of the higher education of degree of the doctor of philosophy and the doctor of science in higher educational institutions (scientific institutions) approved by the resolution of the Cabinet of Ministers of Ukraine of March 23, 2016 No. 261 for the purpose of settlement of features of training of job seekers of the higher education of academic degree of the higher education of the doctor of philosophy and the doctor of science in the highest military educational institutions (research establishments) of the Ministry of Defence of Ukraine order:

1. Approve Features of training of job seekers of the higher education of degree of the doctor of philosophy and the doctor of science in the highest military educational institutions (research establishments) of the Ministry of Defence of Ukraine which are applied.

2. Determine that the preparation of scientific and pedagogical and scientific personnel of the top skills in the Armed Forces of Ukraine begun before entry into force of the resolution of the Cabinet of Ministers of Ukraine of March 23, 2016 with No. 261 "About approval of the Procedure for training of job seekers of the higher education of degree of the doctor of philosophy and the doctor of science in higher educational institutions (scientific institutions)" continues within the provided term according to the Instruction about the organization of the preparation of scientific and pedagogical and scientific personnel in the Armed Forces of Ukraine approved by the order of the Ministry of Defence of Ukraine and the Ministry of Education of Ukraine of June 30, 2000 No. 194/265, registered in the Ministry of Justice of Ukraine on July 18, 2000 at No. 433/4654.

3. To impose control of execution of this order on the First Deputy Minister of Defence of Ukraine.

Features of training of job seekers of the higher education of degree of the doctor of philosophy and the doctor of science in the highest military educational institutions (research establishments) of the Ministry of Defence of Ukraine

I. General provisions

1. These Features determine procedure for training of doctors of philosophy and doctors of science in the highest military educational institutions, military educational units of higher educational institutions (further - HIGHER EDUCATION INSTITUTION) and research establishments (further - NIU) the Ministries of Defence of Ukraine (further - municipal educational institution) taking into account specifics of passing of military service in the Armed Forces of Ukraine.

Preparation of scientific and pedagogical and scientific personnel (further - NPNK) will be organized and carried out to municipal educational institution based on the Laws of Ukraine "About education", "About the higher education" and "About scientific and scientific and technical activities", acts of the Cabinet of Ministers of Ukraine, regulatory legal acts of the Ministry of Education and Science of Ukraine.

2. Training of job seekers of the higher education at the third (educational and scientific) and scientific levels of the higher education for the purpose of receipt of degree of the higher education of degree of the doctor of philosophy and the doctor of science (further - job seekers) is performed for substitution of positions of NPNK with academic degree in HIGHER EDUCATION INSTITUTION and NIU.

The HIGHER EDUCATION INSTITUTION and NIU implement educational activities at the third (educational and scientific) level of the higher education according to the obtained license.

3. Preparation in graduate military course on internal (day) form of education according to the state order (faces of officers of the Armed Forces of Ukraine (further AFU)) is the main form of training of job seekers of degree of the doctor of philosophy at the third (educational and scientific) level of the higher education.

4. Preparation in graduate military course (faces of officers of AFU) on internal (vespers) form of education is performed in the place of passing of military service in case of professional implementation of scientific, scientific and technical or scientific and pedagogical activities by them in corresponding HIGHER EDUCATION INSTITUTION (NIU).

Training of the doctor of philosophy in graduate military course is performed by persons who carry professionally out scientific, scientific and technical and scientific and pedagogical activities for the main place of military service (work) in corresponding HIGHER EDUCATION INSTITUTION (NIU).

5. At the scientific level of the higher education training of doctors of science is performed without receipt of the license.
