The instruction about procedure for inspection of the vehicles of rail transport going on railway tracks public regarding their compliance to safety requirements of movement and operation of rail transport.

1. This Instruction determines the inspection procedure of railway tracks of uncommon use regarding observance of requirements for content them in the condition ensuring traffic security and operation of rail transport (further if other is not established, - survey).

2. Inspection is performed once in quarter (in need of its carrying out) the commissions of the transport republican unitary enterprise "Baranovichi Department of the Belarusian Railroad", the transport republican unitary enterprise "Brest Department of the Belarusian Railroad", the transport republican unitary enterprise "Vitebsk Department of the Belarusian Railroad", the transport republican unitary enterprise "Gomel Department of the Belarusian Railroad", the transport republican unitary enterprise "Minsk Department of the Belarusian Railroad", the transport republican unitary enterprise "Mogilev Department of the Belarusian Railroad".

3. Inspection is performed for the purpose of assessment of observance of requirements for content of the railway tracks of uncommon use in the condition ensuring traffic security and operation of rail transport established by regulatory legal acts, including technical regulatory legal acts.

4. Survey of the railway tracks of uncommon use which are not belonging to the organizations specified in Item 2 of this Instruction is performed in the presence of the owner of railway track of uncommon use.

Survey of the railway tracks of uncommon use belonging to the owner of infrastructure is performed in the presence of the consignor or the consignee having railway warehouses, handling platforms on the specified railway tracks of uncommon use.

5. During survey are performed:

check of track clearances, technical condition of railway tracks, devices and mechanisms, railroad crossings, technological drives and crosswalks;

assessment:

lighting of cargo fronts, railroad crossings and technological drives;

visibilities on railroad crossings, technological drives and crosswalks;

observance of dimension of warehousing of loads;

storage conditions, procedure for issue of brake shoes and fixing of cars with them;

conditions of intertracks, roadsides, shipping places and unloading of loads, devices of the crossing alarm system, oversized and dangerous points and precautionary signs on them;

availability and condition of securing devices of entrance and warehouse gate, route signs, signals of barrier, sign boards and signs;

availability and operability of communication;

availability, condition and stores organization of stock;

accomplishment of the offers on remedial action revealed in case of the previous survey.

6. By results of survey the inspection report of railway tracks of uncommon use regarding observance of requirements for their content in the condition ensuring traffic security and operation of rail transport (further - the act), in triplicate is drawn up. One copy of the act remains in the organization performing inspection, the second goes to railway station to which it is direct or in other ways the railway track of uncommon use adjoins, third goes to the owner of railway track of uncommon use (the consignor or the consignee having railway warehouses, handling platforms on railway track of uncommon use) or is handed to his representative under the signature.

7. In the act are specified:

positions, surnames and initials of persons performing inspection;

date and venue of survey;

full name of railway track of uncommon use;

the facts of non-compliance with requirements for content of railway track of uncommon use in the condition ensuring traffic security and operation of rail transport (in case of their identification);
