Based on articles 20 and 52 of the Air code of the Republic of Belarus and subitem 5.9 of Item 5 of the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus", the Ministry of Transport and Communications of the Republic of Belarus DECIDES:
1. Approve the enclosed aviation rules "Certified Requirements to Helidromes of Civil Aviation of the Republic of Belarus".
2. This resolution becomes effective in two months after its signing.

1. The aviation rules "Certified Requirements to Helidromes of Civil Aviation of the Republic of Belarus" (further - these rules) "Airfields" to the Chicago convention on International civil aviation of December 7, 1944, the document of International Civil Aviation Organization "Management on helidromes" are developed according to requirements of the Air code of the Republic of Belarus, provisions of volume II "Helidromes" of appendix 14 (Doc 9261) and contain technical requirements to helidromes, their equipment, means, and also to obstacles around helidromes.
2. Action of these rules extends to the helidromes used by civil helicopters.
3. These rules include the mandatory requirements and requirements having advisory nature.
At the beginning of Items or subitems with the requirements having advisory nature the word "Recommendation" is placed.
4. For the purposes of these rules the following terms and their determinations are applied:
aeronautical beacon - the aeronautical land fire of permanent or flashing radiation seen from all directions and the employee for designation of certain point on the land surface;
helidrome - the parcels of land, water object (its part) or the platform on the building or construction which are specially prepared and equipped fully or partially for ensuring take-off, landing, taxing, the parking and servicing of helicopters;
helidrome elevated - the helidrome located on the raised design;
helidrome land - the helidrome located on the land surface or on construction on water surface;
the helicopter strip, free from obstacles, - the rectangular site of the land surface which is under control of services of helidrome over which the helicopter which is carrying out flights according to class flight technical characteristics 1, can execute dispersal and reaches certain height;
the visual site of the scheme of landing approach to point in space - the site of the scheme of landing approach of the helicopter with use of landing approach to point in space from leaving point on the second circle to the place of landing when using the scheme of landing approach to point in space in the mode of visual flight which connects point in space to the place of landing;
air rulezhny path - the certain route on surface established for taxing of helicopters by air;
geoid wave - distance between surface of geoid and surface mathematically certain referents-ellipsoid;
height (excess) of helidrome - the absolute altitude of the highest point of zone of final stage of landing approach and take-off;
landing approach to point in space - landing approach which is carried out in binding to the control point located so that to provide the subsequent maneuvering in air or calling and landing with use of visual maneuvering in the visibility conditions allowing to find and avoid obstacle;
protective zone - zone within route of taxing and around the parking lot of the helicopter which provides sufficient removal from objects, zone of final stage of landing approach and take-off, other routes of taxing and parking lots of helicopters for the purpose of safe maneuvering of helicopters;
the safety area - certain zone of helidrome around zone of final stage of landing approach and take-off, free from obstacles, except the obstacles necessary for the air navigation purposes, and intended for reduction of danger of damage of helicopters in case of inadvertent exit out of limits of zone of final stage of landing approach and take-off;
zone of final stage of landing approach and take-off - the established zone over which the final stage of maneuver of landing approach to the mode of hanging or landing and with which the take-off maneuver, including the located zone of the interrupted take-off for the helicopters which are carrying out flights according to class 1 flight technical characteristics begins is carried out;
zone of final stage of landing approach and take-off like landing strip - zone of final stage of landing approach and take-off, on physical characteristics similar to landing strip;
zone of the interrupted take-off - certain zone on helidrome surface, suitable for implementation of the interrupted take-off by the helicopters which are carrying out flights according to class 1 flight technical characteristics;
zone of landing and separation - the platform on which the helicopter can carry out landing or separation;
control point of helidrome - the conditional point on helidrome surface which is the geometrical center of zone of final stage of landing approach and take-off;
marker - the object established over the level of the earth or which is built in soil surface for designation of border, zone, obstacle;
marking sign - the symbol applied on artificial covering of airfield or helidrome, intended for transfer of aeronautical information;
traffic route - the land route established within working area, held for use only vehicles;
the parking lot - the parking lot of the helicopter where taxing accomplishment comes to the end on the ground or where the helicopter lands and comes off for taxing accomplishment by air;
reliability of system of fires - probability that all equipment will work within the established admissions and that the system is serviceable;
land aeronautical fire - any fire, excepting fires established on the aircraft which is specially held for use as aeronautical means;
fire refusal - decrease for any reason of average luminous intensity in the set angles of dispersion more than for 50 percent in comparison with the normalized luminous intensity of new fire;
the surface bearing dynamic load - the surface capable to sustain the loadings created by helicopter in case of emergency landing on it;
the surface bearing static load - the surface capable to maintain the mass of the helicopter standing on it;
flight visual - the flight which is carried out in conditions when the spatial provision of the aircraft and its location are determined by crew visually by the natural horizon and terrestrial reference points;
flight according to class 1 flight technical characteristics - flight when in case of refusal the critical engine the helicopter has opportunity safely to continue flight to the respective airfield if only the refusal did not happen before achievement of point of decision making in case of take-off or after flight of point of decision making when landing when the helicopter be capable to execute landing within zone of the interrupted take-off or the airfield;
flight according to class 2 flight technical characteristics - flight when in case of refusal the critical engine the helicopter has opportunity safely to continue flight to the respective airfield, except as specified such refusal at the beginning of maneuver of take-off or at the end of landing maneuver when can be required to make emergency landing;
flight according to class 3 flight technical characteristics - flight when in case of refusal the engine at any moment of flight it is required to perform emergency landing;
flight on devices - the flight which is carried out in conditions when the spatial provision of the aircraft and its location are determined by crew fully or partially by flight and navigation instruments;
strip of rulezhny path - the site of airfield (helidrome) including rulezhny path (except for platform rulezhny path) and intended for protection of the aircraft operated on rulezhny path and decrease in risk of damage of the aircraft which accidentally went beyond rulezhny path;
strip, free from obstacles for helicopters - certain site terrestrial or surface of the water, suitable for accomplishment of dispersal and achievement of certain height by the helicopter which is carrying out flight according to class 1 flight technical characteristics;
obstacle - motionless (temporary or permanent) or mobile object (or its part) which is placed in the zone intended for land movement of aircrafts on surface (including within flight strip or the airfield provided that this object is not fragile design), and also within aerodrome environs and which according to the planned and high-rise characteristics can pose safety hazard of flights;
the interrupted landing - landing which accomplishment unexpectedly stops in any point below the absolute/relative altitude of flight of obstacles;
aerodrome environs - the territory limited by the sizes around helidrome over which maneuvering of helicopters is performed;
the located helicopter distance of the interrupted take-off - length of zone of final stage of landing approach and take-off by the helicopters which are carrying out flights according to class 1 flight technical characteristics;
the located helicopter landing distance - the amount of length of zone of final stage of landing approach and take-off and any additional zone which is suitable for completion by helicopters of maneuver of landing from the established height;
