being guided by the Treaty of friendship, neighborliness and cooperation between Ukraine and the Republic of Belarus of July 17, 1995,
leaving need of further consolidation and development of equal and mutually advantageous trade and economic relations, effective use of economic and scientific and technical capacity of two states and growth in prosperity of their people,
providing great value to implementation of economic reforms and creation of conditions for phased transition to free movement of goods, services, the capitals and labor power,
considering interaction on the basis of bilateral and multilateral arrangements, including within the Commonwealth of Independent States,
agreed about the following:
High contracting parties realize the Interstate program of long-term economic cooperation between Ukraine and the Republic of Belarus for 1999-2008 (further - the Program) which is integral part of this Agreement.
High contracting parties perform economic cooperation on the basis of steady respect for the conventional principles of international law, including by interaction between business entities of both states irrespective of their patterns of ownership and subordination which according to the legal capacity sign the relevant contracts.
High contracting parties, leaving need of deepening of mutually beneficial economic cooperation between them, create favorable conditions for coordination of structural changes in priority industries of economy, carrying out economic reforms, solutions of common social problems, for rapprochement of regulatory framework in the sphere of foreign economic activity, interaction in the field of tax policy, anti-monopoly regulation, forming of separate projects and programs, cooperation development assistance provision, to creation of general production structures, implementation of investing activities according to the legislation of High contracting parties.
The governments of High contracting parties coordinate accomplishment of the Program, its realization exercises step-by-step control and, in case of need, makes to it changes and additions.
The course of accomplishment of the Program, at least once a year, is considered by the Governments of High contracting parties.
Disputes on interpretation and application of provisions of this agreement are subject to settlement by consultations and negotiations.
Changes and additions which are drawn up by protocols which become effective according to article 8 of this Agreement can be made to this Agreement and from the moment of enforcement constitute its integral part.
Accomplishment of provisions of this agreement does not affect the rights and obligations which follow from other international treaties of High contracting parties.
This Agreement becomes effective of the date of receipt of the last written message which confirms accomplishment by High contracting parties of the interstate procedures necessary for enforcement of the Agreement and is effective till December 31, 2008.
Each of High contracting parties can terminate this Agreement by the written message of other High contracting party. In this case the Agreement stops the action in 6 (six) months of date of such message.
Cancellation of this Agreement does not affect implementation of projects which are implemented according to the Program.
It is made in Minsk on December 11, 1998 in duplicate, everyone Ukrainian, Belarusian and Russian by languages, and all texts are equally authoritative. In case of disagreements concerning interpretation of this Agreement overwhelming force will be had by the text Russian.
