About approval of Standard qualification characteristics of positions of heads and specialists of the nature protection organizations, organizations of forestry and the specialized organizations of Committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan
According to the subitem 17) Article 16 of the Labor code of the Republic of Kazakhstan PRIKAZYVAYU:
1. Approve Standard qualification characteristics of positions of heads and specialists of the nature protection organizations, organizations of forestry and the specialized organizations of Committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan according to appendix 1 to this order.
2. Recognize invalid some orders of the Ministry of Agriculture of the Republic of Kazakhstan according to appendix 2 to this order.
3. To provide to committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of the state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) within ten calendar days from the date of the state registration of this order the direction it the copy on official publication in periodic printing editions;
4) placement of this order on official Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These standard qualification characteristics of positions of heads and specialists of the nature protection organizations, organizations of forestry and the specialized organizations of Committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan (further - qualification characteristics) are aimed at providing the correct matching, use, placement of personnel, determination of their qualification characteristics, ensuring effective distribution of work between heads and specialists of the nature protection organizations, organizations of forestry and the specialized organizations of Committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan.
2. Qualification characteristics of positions of specialists: the accountant, the economist, the lawyer, the HR specialist, the translator and other positions, general for all fields of activity, are determined in Qualification characteristics of separate positions of specialists of public institutions and state companies, general for all fields of activity approved by the order of the Minister of health and social development of the Republic of Kazakhstan of September 1, 2016 No. 775 (it is registered in the Register of the state registration of regulatory legal acts No. 14281).
3. Job responsibilities:
will organize and provides production, economic and financial and economic organization activity according to the current legislation;
makes decisions, ensures safety and effective use of property of the organization;
implements state policy in the field of especially protected natural territories;
takes measures for providing organization with qualified personnel, rational use and development of their professional knowledge and experience, systematic advanced training of workers, creation of optimal conditions of work, observance of requirements of the labor law, labor discipline;

distributes obligations of deputies, heads and employees of structural divisions;
approves work plans of organization, will organize and provides their accomplishment.

other legislative and subordinate regulatory legal acts of the Republic of Kazakhstan in the field of forestry, especially protected natural territories and fauna;
employment policies and procedures, actions for safety and labor protection;
requirements of production sanitation and fire safety.
5. Requirements to qualification:
the highest (or postgraduate) education: "Game management and fur farming", "Forest resources and forestry", "Law" and length of service on specialties or on executive positions in the organizations of forestry, especially protected natural territories at least five years.
6. Job responsibilities:
performs management and will organize work under the common directorship of the CEO according to distribution of obligations;
will organize development and strategy implementation of development of organization in the supervised direction;
takes part in work plan development, ensures functioning on their accomplishment;
within the competence performs management of the economic and technical services providing functioning of systems of lighting, heating, ventilation, conditioning and other equipment;
within competence resolves issues financial, economic, production economic activity;
ensures safety of property of the organization, its effective and rational use;
will organize work on holding technical and production and economic actions for protection, protection, reproduction of the woods and fauna, natural complexes and other objects of natural and reserved fund;
provides carrying out explanatory scheduled maintenance among local population on the prevention of violations of the nature protection legislation;
develops the perspective plan of advanced training of workers;
organizes and provides protection, protection, reproduction of the woods and afforestation, regulates forest utilization in the territory of the state forest fund which is under authority of forest organization;
provides accomplishment of employment policies and procedures, safety requirements and labor protection, observance of the mode of protection of archive, fire-safety, sanitary and epidemiologic regulations.

9. Job responsibilities:
will organize work of branch and is responsible for safety of property of branch, observance of estimate and financial, agreement and labor discipline and economic business management, will organize accomplishment of forestry and landscape, plantation, economic, forest shelter and recreational work;
will organize work of production and economic, recreational and tourist activities of branch;
within the competence, issues orders on branch, according to the labor law accepts and dismisses workers, takes measures of encouragement and imposes penalties on employees of branch;
provides conducting the state monitoring of forest fund, the state monitoring of the woods, the state monitoring of fauna, participates in works on maintaining the state forest cadastre and the inventory of fauna;
bears the personal responsibility for preparation of materials of withdrawal of felling areas.
10. Shall know:

11. Requirements to qualification:
the highest (or postgraduate) education: "Game management and fur farming", "Forest resources and forestry", "Ecology", "Biology" and length of service on executive positions in the organizations corresponding to profile at least five years or experience of work in the field of plant and animal life, especially protected natural territory on executive positions at least three years.
12. Job responsibilities:
performs management in the supervised activities and provides accomplishment of shop orders on all work types forestry and landscape, recreational and tourist and limited economic activity;
develops and performs plans of production and economic actions of subordinated forest areas and in general on branch, and also provides and exercises control on improvement of sanitary condition of the woods;
performs management and provides accomplishment forest management, project investigation works, carrying out one-time state accounting of forest fund, actions for safety and labor protection, for improvement of labor conditions;
determines the main directions of development of forest seed farming, the organization of forest seed case and creation of permanent forest seed base, and also nursery economy in branch;
performs organization of events on increase in technical knowledge of employees of inspection service of branch;
develops actions for preparation for the fire-dangerous period.

15. Job responsibilities:
provides activities of structural division according to Regulations on division;
participates in preparation of perspective plans of work of the organization;
will organize work of specialists of structural division on the prevention and suppression of violations of the law in the field of forestry and fauna, to increase in theoretical and practical knowledge, exercises control of observance and accomplishment by workers of job descriptions, rules;
creates conditions for advanced training of workers;
provides observance of the mode of protection of especially protected natural territory, ecological standards and standard rates, takes measures for the prevention and suppression of violations of the forest and nature protection legislation.
16. Shall know:

17. Requirements to qualification:
the highest (or postgraduate) education: "Forest resources and forestry", "Ecology", "Game management and fur farming" and length of service in the organization corresponding to profile at least five years.
18. Job responsibilities:
within the competence performs management of activities of the forest fire station;
ensures accurate and smooth functioning of staff of teams, and also the equipment fixed to the forest fire station;
will organize and carries out, before the beginning, and during the fire-dangerous season instructing in labor protection and safe engineering, and also trainings of workers of fire service of the forest fire station on suppression of wildfires;
will organize patrol in places of the most probable emergence of the fires;
provides departure of workers of fire service of the forest fire station on the fire fighting equipment to the place of wildfire in case of receipt of the message from the fire and observation tower (Item), the aviapatrol helicopter (airplane), other sources of information on emergence of the fire at the serviced forest fire station of the territory;
records time spent by each worker of staff of team on watch for servicing of the fire fighting equipment and equipment, on suppression of the fires;
will organize work on repair of the fire fighting equipment and the equipment of the forest fire station;
provides observance by workers of labor discipline, and also safety rules and labor protection, production sanitation and fire protection.

within competence performs management of production economic activity of forest area;
provides accomplishment of plan targets, effective use of material, labor and financial resources, implementation of the advanced equipment and technology in forestry and landscape production;
provides and will organize works on forest conservation from the fires, illegal cabins and other forestry violations, to protection of the woods against harmful insects and diseases of the wood, and also work on forest seed case, reproduction of the woods, withdrawal of felling fund and leave of wood on root;
systematically provides accomplishment by all working in the wood of fire safety regulations;
provides with suppression of wildfires in the territory of forest area;
carries out survey of places of cabins and leave of the prepared wood;
exercises supervision of condition of the woods in forest area and provides rational use of forest resources;
gives help to lumberers and provides correctness of forest utilization in the woods fixed in long-term forest utilization;
assists forest management and other project survey parties in accomplishment of field work in the territory of forest area, provides quality of these works;
will organize training of workers of the state forest protection of forest area in conducting forestry and landscape, plantation, forest shelter, fire-proof work, and also training and instructing in safety and labor protection and production sanitation;
provides accomplishment of actions for safety and labor protection, observance of the labor law;
will organize accounting and the activity reporting of forest area, keeps the in-house documentation according to rules, and also provides entering of the current changes into materials of forest management and the book of accounting of forest fund.

24. Job responsibilities:
performs management of production economic activity of forest nursery on cultivation of planting stock;
provides effective use material and manpower;
provides accomplishment of the established production plan of forest nursery and quality of works at the scheduled time, implementation of actions for scientific labor organization;
performs forming of crews for works in nursery (their quantitative and vocational structure);
will organize according to the approved plan sampling of forest seeds and sending them on the forest seed station for quality control, cultivation and realization of planting stock;
provides use of high-quality seeds for cultivation of planting stock, and effective use of floor spaces, fertilizers, the equipment, machines and mechanisms;
provides maintaining technical documentation and the established reporting under nursery, accomplishment by workers of performance standards, advanced training of workers;
records also acceptance of the performed works, provides their quality;
provides observance of labor discipline, safety rules and labor protection and fire-safety.

27. Job responsibilities:
will organize excursions of visitors in the museum, ensures safety of condition of exhibits of the museum, makes offers on change, replacement of separate exhibits of the museum, prepares for the edition of the brochure, the booklets and other information materials about work of the museum and also popularizing conduct of life of animals and plants.
