1. Form based on the Ministry of construction and the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan the Ministry of Construction and Housing and Communal Services of the Republic of Uzbekistan (further - the Ministry) with creation in its structure:

The Ministries of Construction and Housing and Communal Services of the Republic of Karakalpakstan, head departments of construction and housing and communal services of areas, and also Head department of construction and Head department of housing and communal services of the city of Tashkent (further - territorial head departments), and also their departments in areas (cities);

Inspectorates for control in the sphere of construction and housing and communal services (further - Inspection), and also its territorial inspections in the Republic of Karakalpakstan, areas and the city of Tashkent;

engineering companies on heat supply objects in the form of public institution under territorial head departments.

2. Determine the main objectives and activities of the Ministry in the sphere of housing and communal services:

carrying out single state policy and cross-industry coordination in the sphere of housing-and-municipal servicing;

organization of works on carrying out monitoring of technical condition of apartment houses, including implementation of capital and running repair of apartment housing stock;

coordination of activities of governing bodies of apartment houses, control of observance of requirements for content, operation and determination of operating costs of apartment housing stock, rules and regulations of technical operation of apartment houses, to content of the adjacent territory of apartment houses according to sanitary standards, rules and hygienic standard rates;

studying of problems and methodological providing sphere of improvement of the territories;

development and the organization of high-quality accomplishment of programs for development, upgrade and reconstruction of subjects to water supply and the sewerage, systems of heat supply in coordination with schemes of development and master plans of settlements, ensuring coordination and management of organization activity of this sphere;

implementation in system of housing-and-municipal servicing of resource-and energy-saving technologies and the equipment, including equipment of objects of housing and communal services by modern measuring metering devices, broad application of modern and high-quality domestic construction materials, the products providing decrease in cost of installation and construction works;

development of suggestions for improvement of regulatory framework in the sphere of housing-and-municipal servicing, development and deployment taking into account the best practices of the developed foreign countries of modern forms and methods of housing-and-municipal servicing;

forming in coordination with the Ministry of Finance of the Republic of Uzbekistan of tariff policy on rendering services in heat supply, realization of complex actions for strengthening of economic stability of the organizations of the sphere of housing-and-municipal servicing;

introduction of offers on training for the sphere of housing-and-municipal servicing, the organization of retraining and advanced training of personnel, having provided holding educational training abroad, implementation of modern information and communication technologies, software products, departmental information systems and databases.

3. Determine that:

the decisions of the Ministry made within its powers are obligatory for execution by the ministries, departments, executive bodies on places, and also business entities and citizens;
