About formation of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition

For the purpose of ensuring high-quality change of state policy in the sphere of development of private property and entrepreneurship based on the privatized state-owned property, rendering effective post-privatization support to subjects of entrepreneurship, and also increase in efficiency of use of state-owned property:

1. Transform the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition to the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition.

2. Consider the most important task of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition full support of recovery and increase in efficiency of productive activity of the privatized companies, creation on this basis of the new workplaces providing strong growth of the income of the population, implementation of coordination for these purposes of activities of authorized state bodies, financial and other market structures in close interaction with Chamber of Commerce and Industry and state governing bodies on places.

3. Determine priority activities of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition:

forming of constantly updated database and register of the privatized objects by industries, regions and various forms of privatization, and also the register of the state assets;

carrying out on permanent basis together with tax, economic and statistical authorities of the analysis of financial and economic and production indicators of activities of the privatized companies, determination on this basis of the idle, low-profitable and unprofitable enterprises which are empty and inefficiently used objects and the parcels of land;

identification of the reasons and factors of low performance and failure to act of earlier privatized companies, availability of the not used production capacities which are empty and incomplete construction of facilities;

development and ensuring implementation of "road maps" of development of the specific privatized companies for the purpose of creation of new workplaces, increases in efficiency of activities, upgrade of production and establishing release of competitive products, with rendering assistance in receipt of allowing documents, connection to communications and allocation of the credits in commercial banks to them;

the organization together with Chamber of Commerce and Industry of training of the entrepreneurs realizing investment projects based on the privatized objects, to bases of business and development of business plans, legislations in the field of business activity, management, financial management and other disciplines on the courses conducted based on professional colleges with attraction for experience exchange of the successful entrepreneurs and foreign specialists working in the republic;

realization of state policy on cases on bankruptcy, development and participation in program implementation of financial improvement of economically insolvent companies, increases in efficiency of their activities and involvement of new investors;

management of the state assets, monitoring and the analysis of activities of economic societies with the state share, implementation in them modern international standards and corporate management methods, and also ensuring open and transparent realization of the state assets to private owners, including on "zero" redemption value, conducting monitoring of accomplishment by investors of the assumed investment and social obligations;

implementation of the antimonopoly policy, development of the competition and security market, consumer protection, licensing of estimative, realtor and exchange activities, advertizing market regulation;

the organization of system preparation, retraining and advanced training of personnel, enhancement of forms and methods of work of heads and specialists, including subordinated structures, increase in their responsibility for timely and high-quality execution of the assigned tasks.

4. To the state committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition till January 1, 2018 together with the Ministry of development of information technologies and communications, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to create constantly updated:

the database on the privatized objects of state-owned property by industries, regions and various forms of privatization providing electronic interaction with databases of tax, statistical and cadastral authorities;

territorial registers of the empty and inefficiently used privatized objects, floor spaces and incomplete construction of facilities for the purpose of their use for development of private entrepreneurship;

territorial registers of the empty objects of state-owned property offered entrepreneurs for the organization of private business.

5. Determine that:

The state committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition is legal successor by the rights and obligations of the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition;

the decisions of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition accepted within its powers are obligatory for execution by the ministries, departments, public authorities on places, business entities, officials and citizens;

territorial authorities of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition are the Committee on assistance to the privatized companies and development of the competition of the Republic of Karakalpakstan and territorial administrations on assistance to the privatized companies and development of the competition of areas and Tashkent;

appointment of heads of territorial authorities of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition is performed by the decision of Board of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition in coordination, respectively, with the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and Tashkent.

6. To the state committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition, Chamber of Commerce and Industry together with the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, National Bank of foreign economic activity, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:
