About approval of the Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan

According to Item 5 of article 33 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" PRIKAZYVAYU:

1. Approve the enclosed Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan.

2. Declare invalid:

1) the order of the Minister of information and communications of the Republic of Kazakhstan of August 22, 2016 No. 105 "About approval of the Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts at No. 14260, published on October 7, 2016 in information system of law of Ad_let);

2) the order of the Minister of information and communications of the Republic of Kazakhstan of November 28, 2016 No. 261 "About introduction of amendments to the order of the Minister of information and communications of the Republic of Kazakhstan of August 22, 2016 No. 105 "About approval of the Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts at No. 14527, published on December 22, 2016 in information system of law of Ad_let).

3. To department of personnel management of the Ministry of information and communications of the Republic of Kazakhstan (Rakhimbayev A. A.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction of its copies in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for publication in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan.

4. To impose control of execution of this order on the responsible secretary of the Ministry of information and communications of the Republic of Kazakhstan (Kozhakhmetov Zh. M.).

5. This order becomes effective after day of its first official publication.

Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Technique of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan (further – the Technique) is developed according to Item 5 of article 33 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" (further - the Law) and the Standard technique of assessment of the activities of administrative government employees of the case "B" approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of December 29, 2016 No. 110 (it is registered in the Register of state registration of regulatory legal acts at No. 14637), and determines algorithm of assessment of activities of administrative government employees of the case "B" of the Ministry of information and communications of the Republic of Kazakhstan, its departments and territorial subdivisions of departments (further – employees).

2. Assessment of activities of employees (further – assessment) is carried out for determination of efficiency and quality of their work.

3. Assessment is carried out by results of activities of the employee on post:

1) following the results of quarter (quarter assessment) – no later than the tenth following reporting quarter (except for the fourth quarter which assessment is carried out no later than December tenth);

2) following the results of year (annual assessment) – no later than December twenty fifth of the estimated year.

Assessment of the employee is not carried out in cases if stay term on post in the estimated period constitutes less than three months, and also in the period of probation period.

The employees who are on social vacation or the period of temporary disability pass assessment within 5 working days after appearance at work.

The employees who are on social vacation and worked in the accounting (estimated) period more than 1 month are estimated taking into account actually worked time.

4. Quarter assessment is carried out by the direct head and is based on assessment of execution by the employee of job responsibilities.

The direct head of the employee is person to whom this employee is subordinated according to the job description.

5. Annual assessment develops from:

1) average assessment of the employee for reporting quarters;

2) estimates of accomplishment by the employee of the individual work plan in form, according to appendix 1 to this technique.

6. For evaluating by the official having the right of appointment to the state position and releases from the state position of the employee the Commission on assessment which working body is the service of personnel management is created.

7. The commission on assessment consists at least of five members from whom third shall consist of representatives of various structural divisions of state body in which assessment, including the chairman is carried out.

Replacement of the absent member or commission chairman by assessment is performed according to the solution of the authorized person by modification of the order on creation of the commission on assessment.

Commission session by assessment is considered competent if at it there were at least two thirds of its structure.

8. The decision of the Commission on assessment is made by open voting and drawn up by the protocol.
