According to requirements of part two of article 3 of the Law of Ukraine "About legal regime of property in the Armed Forces of Ukraine", Regulations on accounting treatment, storages, write-offs and uses of the military property in Armed Forces approved by the resolution of the Cabinet of Ministers of Ukraine of August 04, 2000 No. 1225 (with changes), and for the purpose of determination of the basic principles and the single mechanism of cession of property of Public service of special communication and information security of Ukraine for performance of works and storage I order:

1. Approve the Procedure for cession of property of Public service of special communication and information security of Ukraine to the companies, organizations or the organizations for carrying out repair, development of repair, development, upgrade, production, research of technical condition, special checks and storage which is applied.

2. To provide to department of logistics of Administration of Gosspetssvyaz in accordance with the established procedure provision of this order on state registration in the Ministry of Justice of Ukraine.

3. To impose control of execution of this order on the vice-chairman of Public service of special communication and information security of Ukraine according to distribution of functional obligations.

4. This order becomes effective from the date of its official publication.

Procedure for cession of property of Public service of special communication and information security of Ukraine to the companies, organizations or the organizations for carrying out repair, development of repair, development, upgrade, production, research of technical condition, special checks and storage

1. This Procedure determines the basic principles and the single mechanism of cession of property of Gosspetssvyaz (except buildings (constructions), construction materials and medicines) from Administration of Gosspetssvyaz, and also territorial authorities of Administration of Gosspetssvyaz, territorial subdivisions of Gosspetssvyaz, Head department and divisions governmental courier communication of Gosspetssvyaz, organizations and the organizations of Gosspetssvyaz (further - divisions of Gosspetssvyaz) to the companies, organizations or the organizations for carrying out repair, development or repair, development, upgrade, production, research of technical condition, special checks (further - performance of works) and storages.

2. The property of Gosspetssvyaz can be transferred to the companies, organizations or the organizations for performance of works and storage on a contract basis with observance of requirements of the legislation for ensuring protection of the state secret and protection of other information with limited access in case of the handling of the property of Gosspetssvyaz containing information with limited access.

3. The decision on the Gosspetssvyaz cession of property to the companies, organizations or the organizations for performance of works is accepted by the Chairman of Gosspetssvyaz (the division manager of Gosspetssvyaz).

The decision on the Gosspetssvyaz cession of property to the companies, organizations or the organizations for storage is accepted by the Chairman of Gosspetssvyaz.

4. All transactions on cession of property for performance of works and storage are carried out based on the agreements signed between Administration of Gosspetssvyaz (division of Gosspetssvyaz) and the company, organization or the organization.

5. In case of cession of property in the companies, organizations or the organizations for performance of works and storage by Administration of Gosspetssvyaz (division of Gosspetssvyaz) the delivery-acceptance certificate of property in duplicate in the forms approved by the order of the Ministry of Finance of Ukraine of September 13, 2016 No. 818 "About approval of standard forms on accounting and write-off of fixed assets by subjects of public sector and procedure for their creation", registered in the Ministry of Justice of Ukraine on October 7, 2016 at No. 1336/29466, and the order of the State Treasury of Ukraine of December 18, 2000 No. 130 "About approval of standard forms of accounting and write-off of inventories of budgetary institutions and the instruction for their creation", registered in the Ministry of Justice of Ukraine on December 28, 2000 at No. 962/5183 is drawn up.

Delivery-acceptance certificates are signed by members of the permanent commission of Administration of Gosspetssvyaz (division of Gosspetssvyaz) which transfers property of Gosspetssvyaz, and persons authorized by the company, organization or the organization to accept such property of Gosspetssvyaz for performance of works or storage and affirm the Chairman of Gosspetssvyaz (the division manager of Gosspetssvyaz).

One copy of the delivery-acceptance certificate remains in Administration of Gosspetssvyaz (division of Gosspetssvyaz), the second - is told to the company, organization or the organization.

6. With property of Gosspetssvyaz which is transferred to the companies, organizations or the organizations the following documents go (in the presence):

form (passport) of property of Gosspetssvyaz;

the delivery sheet (data) on property of Gosspetssvyaz or other document(s) which approves (yut) picking of property of Gosspetssvyaz by spare parts, the tool and other property.

7. The property is stored with observance of the requirements provided by documentation of manufacturing plants. Storage conditions of this property shall provide preserving its proper high-quality (technical) condition, exclude losses and meet the requirements of vzryvopozharobezopasnost.

The procedure for storage, use and maintenance of property is determined by the Regulations on accounting treatment, storages, write-offs and uses of military property in Armed Forces approved by the resolution of the Cabinet of Ministers of Ukraine of August 04, 2000 No. 1225, regulatory legal acts and regulating documents of Administration of Gosspetssvyaz and documentation of manufacturing plants.

8. The property of Gosspetssvyaz which is transferred to the companies, organizations or the organizations for performance of works or storage is considered on balance sheet accounts of Gosspetssvyaz and is subject to obligatory check and timely carrying out inventory count.
