About the organization of activities of the Research center of studying of problems of justice under the Supreme judicial council of the Republic of Uzbekistan

1. Approve:

Regulations on the Research center of studying of problems of justice under the Supreme judicial council of the Republic of Uzbekistan (further - the Center) and its structure according to appendices No. No. 1-2;

the staff list with the extreme total number of employees of the Center in number of 24 units, and also categories of compensation according to appendices No. No. 3-4.

Grant to the chairman of the Supreme judicial council of the Republic of Uzbekistan the right to make changes to the approved structure and the staff list of the Center within the established extreme number and the salary fund.

2. The main objectives of the Center to determine:

the first - the analysis of the legislation in the sphere of judicial activities, studying and generalization of court practice for the purpose of development of offers on further enhancement of the legislation in the judicial and legal sphere, court practice and system of legal proceedings;

the second - identification of problems in the sphere of ensuring authentic independence of the courts, access of physical persons and legal entities to justice, qualities of its departure, timely hearing of cases, implementation of measures for elimination of the revealed problems directed to eradication of the facts of intervention in activities of court and increase in trust of citizens to judicial system;

third - preparation of offers on ensuring single court practice and uniform application of regulations of the current legislation by courts;

the fourth - studying of the conventional principles and rules of international law in the sphere of the civil, penal, economic and administrative legislation, ensuring independence of the courts, development of offers on their implementation in the national legal system.

3. Determine that the Center:

is independent information and analytical organization under the Supreme judicial council of the Republic of Uzbekistan and it is accountable to it;

it is headed by the director - the vice-chairman of the Supreme judicial council of the Republic of Uzbekistan approved to position and dismissed by the President of the Republic of Uzbekistan;

it is financed by means of the republican budget and Fund of development of the judicial bodies allocated through the Supreme judicial council of the Republic of Uzbekistan;

Determine that the Supreme judicial council of the Republic of Uzbekistan determines priority activities of the Center, approves programs of analytical works, organization-legal actions of the Center for the medium and long-term outlook, provides control of effective and their high-quality fulfillment.

4. To the supreme judicial council of the Republic of Uzbekistan in a month:

together with khokimiyat of the city of Tashkent to provide placement of the Center;

determine priority activities of the Center, approve programs of analytical works, organization-legal actions of the Center for 2017.

5. To allocate to the Ministry of Finance of the Republic of Uzbekistan in 2017, and since 2018 to provide necessary funds for financing of the expenses connected with implementation of this resolution in parameters of the Government budget of the Republic of Uzbekistan.

6. To allocate to the supervisory board of Fund of development of judicial bodies in 2017 by reasonable calculations of the Supreme judicial council of the Republic of Uzbekistan funds for the current content, equipment, the organization of activities of the Center, including content of two office cars.

7. In a month in accordance with the established procedure to provide to the ministry of development of information technologies and communications of the Republic of Uzbekistan the Center with necessary types and means of communication, including governmental, and also access to the broadband Internet.

8. Include the Center:

in the list of the organizations for obligatory mailing (in 1 copy) the laws, resolutions of chambers of Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, regulatory legal acts of the ministries and departments of the Republic of Uzbekistan;

in the list of the organizations receiving complimentary control copies (1 copy) of printed and book materials (legal, socio-political and economic editions) for forming of library of the Center;

in the register of obligatory mailing of statistical information of the State committee according to the statistics, Ministries of Internal Affairs, Prosecutor General's Office, Supreme Court of the Republic of Uzbekistan.

9. Recognize invalid:

Item 3 of appendix No. 35 to the resolution of the President of the Republic of Uzbekistan of December 25, 2012 No. PP-1887 "About the forecast of the main macroeconomic indicators and parameters of the Government budget of the Republic of Uzbekistan for 2013".

10. To the Supreme Court of the Republic of Uzbekistan together with the Ministry of Justice to make offers on the changes and amendments in the legislation following from this resolution in a month.

11. To impose control of execution of this resolution on the Counselor of state of the President of the Republic of Uzbekistan O. Murodov.
