About approval of the Instruction about order of interaction between officials of divisions of the State Border Service of Ukraine and territorial authorities of National police of Ukraine in the field of safety of traffic in places of considerable accumulation of vehicles before check points through frontier of Ukraine

According to Items 9, 11 parts one of article 19 of the Law of Ukraine "About the State Border Service of Ukraine", Items 10, 11 parts one of article 23 of the Law of Ukraine "About National police", in pursuance of the Development strategy of the State Border Service approved by the order of the Cabinet of Ministers of Ukraine of November 23, 2015 No. 1189-r and for the purpose of differentiation of functions in zone of field service before check points for automobile communication and checkpoints of entrance departure on law enforcement, processings of algorithm of the consolidated collateral actions in case of queues on departure from Ukraine and creation of comfortable conditions for travelers order:

1. Approve the Instruction about order of interaction between officials of divisions of the State Border Service of Ukraine and territorial authorities of National police of Ukraine in the field of safety of traffic in places of considerable accumulation of vehicles before check points through frontier of Ukraine which is applied.

2. To department of forming of policy for authorities and monitoring under control to the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of the State Border Service of Ukraine and the Chairman of National police of Ukraine.

The instruction about order of interaction between officials of divisions of the State Border Service of Ukraine and territorial authorities of National police of Ukraine in the field of safety of traffic in places of considerable accumulation of vehicles before check points through frontier of Ukraine

1. This Instruction determines order of interaction of officials of divisions of the State Border Service of Ukraine and territorial authorities of National police of Ukraine concerning streamlining of priority of arrival of vehicles at check points through frontier of Ukraine (further - check points), safety of traffic and public safety in places considerable accumulation of vehicles (more than 50 cars) in zones of field service before check points.

2. Interaction between officials of divisions of the State Border Service of Ukraine and territorial authorities of National police of Ukraine is performed in the limits determined by the legislation, including this Instruction namely by determination of the mechanism of the sequence of actions between officials of these bodies taking into account efficiency and coordination of such actions during control of vehicles in case of their accumulation in zones of field service before check points.

3. In case of considerable accumulation of vehicles (more than 50 cars) the shift supervisor of border duties of department of the border service informs control room of territorial authority of police in which zone of servicing there is check point, about accumulation of vehicles in zone of field service before the check point and "The boundary patrol" to temporary stationary control post of police directs border duty (further - VSKPP).

4. The worker of control room of territorial authority of police, having obtained information from the shift supervisor of border duties of department of the border service on accumulation of vehicles, urgently informs the relevant territorial subdivision of police or control room of the management of patrol force servicing the section of the highway on which there is check point, about need of the direction for VSKPP of police officers.

5. Police officers after arrival on challenge of the shift supervisor of border duties:

take measures for the organization of traffic and removal of obstacles in movement of vehicles;

carry out preventive work with participants of traffic;

in the cases determined by the legislation make the decision on application of administrative punishments to the drivers who violated Traffic regulations;

if necessary inform the relevant territorial subdivision of police or control room of the management of patrol force servicing the section of the highway on which there is check point, about challenge of additional forces of police.

6. Border duty "The boundary patrol" and the police officers who arrived to VSKPP hold events for forming of queue of vehicles, the following on departure from Ukraine.

Temporary control of vehicles is performed from the precautionary sign "STOP" opposite to VSKPP for the purpose of forming of general queue.

7. In case of considerable accumulation of vehicles which makes impossible implementation of visual inspection behind procedure for priority of their following in general flow such control is exercised by issue by border duty "Boundary patrol" of the control coupon which form is given in appendix to this Instruction. In the control coupon the border duty puts down sequence number, date and time of issue of the coupon, registration plate of the vehicle and print of number stamp of TS.

8. The admission of vehicles from VSKPP to the check point is performed at the command of the senior of border duties at the check point with indication of the number of cars.

9. Having received the command from the senior of border duties at the check point, the border duty "Boundary patrol" performs the admission of vehicles to the check point, at the same time verification of presence of the control coupon and compliance of priority of following is carried out.

10. In arrival time of the vehicle with VSKPP to the check point border duty "The sentry of barrier" checks availability of the control coupon, performs its withdrawal and issues the control coupon on the vehicle for passing of boundary customs control.

11. In case of arrival to border duty "The sentry of barrier" of the vehicle which driver has no the specified coupon is carried out by border duty explanatory work with the driver, the vehicle goes to general queue to the region of VSKPP (except as specified, determined by part two of article 23 of the Law of Ukraine "About border control").
