About the Ukrainian cultural foundation

This Law determines legal, organizational, financial basis of activities of the Ukrainian cultural foundation which purpose of creation is assistance to cultural development and arts of Ukraine, providing favorable conditions for development of intellectual and spiritual potential of the personality and society, broad access for citizens to national cultural property, support of cultural diversity and integration of the Ukrainian culture into world cultural space.

Section 1 General provisions

Article 1. Status of the Ukrainian cultural foundation

1. The Ukrainian cultural foundation is budgetary institution which performs the special functions provided by this Law on assistance national culturally to development of Ukraine. Activities of the Ukrainian cultural foundation go and coordinated by the central executive body which provides forming and realizes state policy in spheres of culture and arts.

2. The Ukrainian cultural foundation is legal entity of the public law, has the isolated property which is object of the right of state-owned property and is in operational management of the Ukrainian cultural foundation.

The Ukrainian cultural foundation has separate balance, the seal and stamp.

The Ukrainian cultural foundation is the non-profitable organization, features of creation, activities, the termination and which legal status are determined taking into account the features established by this Law.

In the activities the Ukrainian cultural foundation is guided by the Constitution of Ukraine and the legislation of Ukraine and acts on the basis of the Regulations on the Ukrainian cultural foundation which affirms the central executive body which provides forming and realizes state policy in spheres of culture and arts.

4. The location of the Ukrainian cultural foundation - the city of Kiev.

The Ukrainian cultural foundation has the right in coordination with the central executive body which provides forming and realizes state policy in spheres of culture and arts, according to the procedure, the determined Regulations on the Ukrainian cultural foundation, to form territorial authorities in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol. Territorial authorities of the Ukrainian cultural foundation are formed within the extreme number of his workers.

Article 2. Basic principles of activities of the Ukrainian cultural foundation

1. Activities of the Ukrainian cultural foundation are based on the principles:

humanity;

tolerances;

freedoms of creativity;

democratic character and transparency of decision making;

ensuring competitiveness and equality of conditions for intellectual, creative development of the person and society;

innovations;

accountabilities, responsibility for results of activities to the state and society;

prevention of conflict of interest under the organization of competitive selection and financing of projects;

providing equal opportunities of receipt of support of the Ukrainian cultural foundation with physical persons, legal entities, irrespective of pattern of ownership;

ensuring cultural diversity;

partnership of the state and civil society in questions of national and cultural development;

observance of copyright and related rights.

Article 3. Tasks, functions and powers of the Ukrainian cultural foundation

1. The main objectives of the Ukrainian cultural foundation are:

rendering institutional support; support and development of projects in spheres of culture and arts, creative industries, cultural and cognitive (internal) tourism and national musical product;

assistance of realization of state policy in spheres of culture and arts, to development of modern cultural and art activities, development of domestic (national) cultural product, competitive in the world market;

expert selection, financing and monitoring of project implementation which realization is provided with assistance of the Ukrainian cultural foundation;

cooperation with the Ukrainian and foreign physical persons and legal entities of private and state pattern of ownership;

creating favorable conditions for projects implementation, including by control of process of their realization according to the procedure, established by the legislation;

stimulation of development of innovative projects;

support of implementation of the international projects;

assistance to preserving, updating and promoting of national cultural property;

support of art debuts, stimulation of creative activity of cultural figures and art, in particular young artists;

promoting of the Ukrainian culture and arts, forming of positive image of Ukraine in the world;

support of cultural projects of the Ukrainian diaspora;

satisfaction of cultural needs of the citizens of Ukraine living abroad;

support of cultural and information programs of international cooperation.
