About approval of Standard rules of activities of types of the special organizations of education
According to subitem 44-5) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" PRIKAZYVAYU:
1. Approve the following standard rules of activities of types of the special organizations of education according to their form of the organization:
1) Standard rules of activities special day nursery gardens according to appendix 1 to this order;
2) Standard rules of activities of special kindergartens according to appendix 2 to this order;
3) Standard rules of activities of special schools according to appendix 3 to this order;
4) Standard rules of activities of special boarding schools according to appendix 4 to this order;
5) Standard rules of activities of the special complexes "children's garden-school-boarding school" according to appendix 5 to this order;
6) Standard rules of activities of special complexes "boarding school college" according to appendix 6 to this order;
7) Standard rules of activities psikhologo - medico-pedagogical consultation according to appendix 7 to this order;
8) Standard rules of activities of the rehabilitation center according to appendix 8 to this order;
9) Standard rules of activities of offices of psychology and pedagogical correction according to appendix 9 to this order.
2. Declare invalid the order of the Minister of Education and Science of the Republic of Kazakhstan of July 4, 2013 No. 258 "About approval of Standard rules of activities of types of the special organizations of education for children with limited opportunities in development" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 8629, No. 282 published in the Kazakhstanskaya Pravda newspaper of September 26, 2013 (27556)).
3. To department of preschool and secondary education of the Ministry of Education and Science of the Republic of Kazakhstan (Zhontayeva Zh. A.) in the procedure established by the legislation to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction of copies of this order in periodic printing editions for official publication, and also in the republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for entering into Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service and international cooperation of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.
4. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan Sukhanberdiyeva E. A.
5. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1
to the Order of the Minister of Education and Science of the Republic of Kazakhstan of February 14, 2017 No. 66
1. These Standard rules of activities special day nursery gardens (further – Rules) determine procedure for activities special day nursery gardens.
2. In these rules the following concepts are used:
1) special day nursery gardens – the organizations of education providing education, training, development, supervision, leaving and improvement of children with special educational needs aged from one year up to three years;
2) ambliopiya at children – functional (reversible) lowering of visual acuity;
3) squint at children – variation of the visual line of one of eyes from joint point of fixing;
4) delay of mental development in children – delay of forming of the informative and emotional and strong-willed sphere of cerebral and organic, constitutional, somatogenic and psychogenic origin;
5) violation of the musculoskeletal device at children – various congenital and acquired pathology of the musculoskeletal device;
6) not hearing children are children with permanent loss of hearing in case of which independent mastering the speech and its perception is impossible;
7) slepoglukhota – lack of sight and hearing.
8) cochlear implant - the artificial limb allowing to offset hearing loss to children with the expressed or heavy degree of neurotouch (sensonevralny) relative deafness;
9) blind children are children with total absence of visual feelings, with svetooshchushcheniye or residual sight (to 0,04 on better the seeing eye with correction);
10) hearing-impaired children are children with permanent decrease in hearing, in case of possible independent accumulating of lexicon and perception of the speech;
11) visually impaired children – with visual acuity from 0,05 to 0,4 on better the seeing eye with correction
3. Special day nursery gardens is created:
1) for children with sight violations;
2) for children with hearing disorder;
3) for children with violations of the musculoskeletal device;
4) for children with delay of mental development;
5) in case of combination of categories of the children specified in subitems 1), 2), 3), 4) of this Item.
4. Acceptance, the direction and transfer of children to special day nursery gardens is carried out based on the conclusion psikhologo - medico-pedagogical consultation (further - PMPK), according to the Law of the Republic of Kazakhstan of July 11, 2002 "About social and medico-pedagogical correctional support of children with limited opportunities" (further - the Law).
5. In the absence of special day nursery gardens in the organizations of preschool education and training is created special groups for the children specified in subitems 1), 2), 3), 4) of Item 3 of these rules.
6. The schedule of studies in special day nursery gardens is developed and affirms administration special day nursery gardens according to the order of the Government of the Republic of Kazakhstan of May 17, 2013 No. 499 "About approval of Standard rules of organization activity of formation of the corresponding types, including Standard rules of the organizations of education realizing additional educational programs for children" (further – the Resolution No. 499).
7. Teachers special day nursery gardens if necessary hold consultations for parents (legal representatives) concerning the organization of correctional occupations.
8. Visit by children special day nursery gardens according to the individual schedule is performed according to the conclusion of the medical and consulting commission for the residence, in compliance by the order of the Minister of health and social development of the Republic of Kazakhstan of May 5, 2015 No. 321 "About approval of the Regulations on activities of the medical and advisory commission" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 11310).
9. The direction and transfer of the child to special day nursery gardens is determined based on the conclusion of PMPK and with the consent of parents (legal representatives), according to the Law.
10. Education and training of children with special educational needs is performed according to the state obligatory standard of preschool education and training, No. approved by the order of the Government of the Republic of Kazakhstan of August 23, 2012 1080, with the standard curricula approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of December 20, 2012 No. 557 "About approval of standard curricula of preschool education and training of the Republic of Kazakhstan" (registered in the Register of the state regulatory legal acts of the Republic of Kazakhstan at No. 8275)
11. In special day nursery gardens for children with violation of sight is accepted children:
1) blind persons (with absolute blindness, with residual sight to 0,04 with correction on better the seeing eye);
2) visually impaired (with visual acuity from 0,05 to 0,4 on better the seeing eye with correction);
3) with ambliopiya (disbinokulyarny, refraction, obskuratsionny) in case of visual acuity on better the seeing eye to 0,7 in the conditions of optical correction, needing pleoptichesky treatment;
4) with the squint requiring ortopto-pleopto-hirurgo-ortopticheskogo or only ortoptichesky treatment.
In the presence of the contingent of children with violations of sight education and training of blind and visually impaired children, children with ambliopiya and squint will be organized joint (in one organization, group).
12. In special day nursery gardens for children with sight violations fullness of groups, according to the order of the Minister of national economy of the Republic of Kazakhstan of December 29, 2014 No. 179 "About approval of Health regulations "Sanitary and epidemiologic requirements to the objects of education" (registered in the Register of regulatory legal acts of the Republic of Kazakhstan at No. 10275) (further – Health regulations) constitutes for children:
1) blind persons - no more than 8 children;
2) visually impaired - no more than 12 children;
3) with ambliopiya and squint - no more than 10 children.
Groups for children with violations of sight in special day nursery gardens are completed taking into account age and violation of sight, with the fullness specified in part one, this Item.
The blind and visually impaired children having violations of intelligence, violation of the musculoskeletal device or hearing disorder go to groups for children with complex structure of defect.
13. Teaching and educational process is performed using tiflotekhnichesky means and the special equipment taking into account structure of defect, degree and nature of violation of sight. The equipment for blind children is based on use of tactile and visual and tactile perception. In correctional work the special didactic material and special means of presentation allowing to expand framework of availability of educational information to children with sight violations is used.
14. Correction of variations in development of children with violation of sight is performed by the speech pathologist (visual impairment specialist) in the form of subgroup and individual special correctional educational activities for development of visual perception (with blind children - on development of touch and thin motility), social and spatial orientation.
15. To the blind and visually impaired children having violation of intelligence, violation of the musculoskeletal device or hearing, correctional help is given according to the individual correctional developing program, according to the Resolution No. 499.
16. In special day nursery gardens for children with violations of sight and in the organizations of preschool education and training where special groups for children with sight violation are created, according to the order of the Government of the Republic of Kazakhstan of January 30, 2008 No. 77 "About approval of Standard states of employees of the state organizations of education and the list of positions of pedagogical workers and persons equated to them", is provided position of the speech pathologist (visual impairment specialist) from calculation:
1) 1 established post on 1 group for blind children;
2) 1 established post on 1 group for visually impaired children;
3) 1 established post on 1 group for children with ambliopiya and squint.
Medical and recovery work in special day nursery gardens for children with violations of sight is carried out by the ophthalmologist and the sister-ortoptistka.
For implementation of medical and recovery work in special day nursery gardens for children with violation of sight the ophthalmologic office with the medical equipment and tools is equipped.
17. In special day nursery gardens for children with hearing disorder is accepted children:
1) not reacting to loud voice;
2) reacting to loud voice;
3) reacting to voice of colloquial loudness at auricle;
4) the differentiating some speech sounds (and, oh, at, p) more than 90 decibels said about auricle by voice of the increased loudness, average loss of hearing in speech area;
5) not hearing, hearing-impaired and pozdnooglokhshy children having hearing loss which average size in speech area (frequency from 500 to 4000 Hertz) constitutes from 40 to 80 decibels and above;
6) with cochlear implant;
7) from 40 to 80 decibels having average loss of hearing in speech area differentiating the speech (words, phrases of regular colloquial loudness at distance from auricle to 3 meters);
8) with loss of hearing in speech area from 80 to 90 decibels (diagnostic (trial) training is allowed);
9) with acoustical (classroom) neuropathy and violations of perception of the speech in case of loss of hearing from 40 to 80 decibels.
18. In special day nursery gardens for children with hearing disorder on the diagnostic (trial) correctional developing education and training is accepted children:
1) from 80 to 90 decibels having loss of hearing in speech area;
2) the losses of hearing from 40 to 80 decibels suffering from speech violations in case of easy degree (sensonevralny relative deafness with touch component).
19. In special day nursery gardens for children with hearing disorder the fullness of groups, according to Health regulations makes for children:
1) not hearing - no more than 8 children;
2) hearing-impaired and pozdnooglokhshy – no more than 10 children.
Groups for children with hearing disorder in special day nursery gardens are completed taking into account age and the level of speech development, with the fullness specified in part of one this Item.
20. According to the Resolution No. 499 teaching and educational process is performed on the basis of the principles of the differentiated and individual approach caused by data psikhologo - medico-pedagogical and clinical studying of the child. Studying of features of the speech, attention, efficiency of children, dynamics of their development is carried out for determination of prospect of development of the pupil and the choice of means of correctional work. Features of children with relative deafness of the fourth degree are considered depending on extent of loss of hearing:
1) on high frequencies when preserving acoustical sensitivity to low frequencies; the hearing impairment at frequencies at 250 Hertz does not exceed 35 decibels; in case of further fall of hearing to 20 decibels in the speech range at all frequencies over 1000 Hertz and with hearing loss at least 80 decibels;
2) on high frequencies in case of less considerable decrease in hearing to low frequencies; the hearing impairment at frequencies up to 250 Hertz constitutes 45-55 decibels; in the field of high frequencies hearing fall more than 80 decibels;
3) uniform at all frequencies from 65 to 85 decibels; the speech is provided by separate lepetny words;
4) cutting uniform (decrease in hearing) over 90 decibels, children of this group have no speech.
21. In special day nursery gardens correction of variations in development of children with hearing disorder is performed by the speech pathologist (surdopedagogy) in the form of group, subgroup and individual correctional educational activities for development of acoustical perception.
22. To not hearing and hearing-impaired children having violation of intelligence, the musculoskeletal device or sight, the correctional developing help is given on the basis of the individual correctional developing program, according to the Resolution No. 499.
23. In special day nursery gardens for children with violations of the musculoskeletal device is accepted children:
1) independently moving, not requiring individual care;
2) moving by means of special vehicles and (or) technical compensatory (auxiliary) means;
3) the day nursery gardens which is independently not moving when providing them with special conditions for physical access in special;
4) the children with cochlear implant having violations of the musculoskeletal device.
24. In special day nursery gardens for children with violations of the musculoskeletal device the fullness of groups, according to Health regulations makes no more than 10 children;
25. For ensuring psychology and pedagogical maintenance of training process of children with violations of the musculoskeletal device in special day nursery gardens is equipped special offices of medical physical culture (further – LFK), according to Health regulations.
Children with violations of the musculoskeletal device for occupations of LFK are distributed on groups:
1) independently moving, not requiring individual care;
2) with moderately expressed restriction of physical activity;
3) with the expressed (heavy) motive violations (are engaged together with parents (legal representatives).
26. In special day nursery gardens for children with delay of mental development are accepted:
1) children with delay of psychospeech development;
2) children with cochlear implant;
3) children with frustration of autistic range at which violations of the emotional and strong-willed sphere are combined with delay of mental development.
27. In special day nursery gardens for children with delay of mental development the fullness of groups, according to Health regulations, makes no more than 12 children.
Groups for children with delay of mental development in special day nursery gardens are completed taking into account age and the level of development, with the fullness specified in part of one this Item.
28. Correction of violations of mental development of children is performed by the speech pathologist (oligofrenopedagogy, the teacher-logopedist), the psychologist in the form of group, subgroup and individual correctional educational activities.
29. The special day nursery gardens combining the categories of children specified in subitems 1), 2), 3), 4) of Item 3 of these rules including for children with difficult violations (the combined hearing disorder and sight, violation of intelligence and deafness, deafness and cerebral palsy, violations of sight and cerebral palsy), is created of categories of the children specified in subitems 1), 2), 3), 4) of Item 3 of these rules.
In special day nursery gardens, combining categories of children specified in subitems 1), 2), 3), 4) of Item 3 of these rules, the fullness of groups corresponds to fullness of groups on types of violations, and groups for children with difficult violations, including with slepoglukhoty, according to Health regulations, makes no more than 6 children.
