About some questions of issue of the competence certificate of the specialist in customs declaring

According to Items 3 and 7 of article 32 of the Code of the Republic of Kazakhstan of June 30, 2010 "About customs affairs in the Republic of Kazakhstan" I ORDER:

1. Approve enclosed:

1) the list of territorial authorities of the state revenues having the right to holding qualification examinations using information systems of bodies of state revenues according to appendix 1 to this order;

2) rules of development of the program, procedure for holding qualification examinations, developments and approvals of questions for qualification examination, establishment of criteria for evaluation of knowledge of the applicant for receipt of the certificate of the specialist in customs declaring, according to appendix 2 to this order;

3) forms of the competence certificate, badge, personal number seal of the specialist in customs declaring, according to appendix 3 to this order.

2. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. Recognize invalid the following orders of the Ministry of Finance of the Republic of Kazakhstan:

1) the order of the Minister of Finance of the Republic of Kazakhstan of August 18, 2010 No. 418 "About approval of the list of the customs authorities having the right to holding qualification examinations using information systems of customs authorities" (No. 263 registered in the Register of state registration of regulatory legal acts for No. 6455 and published in the Kazakhstanskaya Pravda newspaper of October 6, 2010 (26324));

2) the order of the acting minister of finance of the Republic of Kazakhstan of November 15, 2010 No. 569 "About approval of Rules of development of the program, holding qualification examinations, questions for qualification examination, development and approval of questions for qualification examination, criteria for evaluation of knowledge of the applicant for receipt of the certificate, and also form of the competence certificate, badge, personal number seal of the specialist in customs declaring" (No. registered in the Register of state registration of regulatory legal acts for No. 6660 and published in the Collection of acts of the central executive and other central state bodies of the Republic of Kazakhstan 1, 2011 (date of exit of circulation on March 25, 2011)).

4. This order becomes effective after day of its first official publication.

7. Department of state revenues across the East Kazakhstan region.

8. Department of state revenues on Jambyl area.

9. Department of state revenues across the West Kazakhstan region.

10. Department of state revenues across the Karaganda region.

11. Department of state revenues across the Kostanay region.

12. Department of state revenues on Kyzylorda area.

to the Order of the Minister of Finance of the Republic of Kazakhstan of March 31, 2015 No. 238

Rules of development of the program, holding qualification examinations, developments and approvals of questions for qualification examination, criteria for evaluation of knowledge of the applicant for receipt of the certificate of the specialist in customs declaring

1. Development of the program for holding qualification examinations (further – examination) provides automation of examination of the physical persons applying for receipt of the competence certificate of the specialist in customs declaring (further – the applicant), legislations of the Republic of Kazakhstan and the customs legislation of the Eurasian Economic Union.

2. The software on holding examination includes:

1) registration of applicants in system;

2) testing;

3) processing of results of testing;

4) removal of results of testing.

3. The responsible official of territorial authority of state revenues adds accounting records of the applicant, changes data of the applicant, and also performs search with similar user name, on compliance to the entered data.

4. Testing is held using the computer equipment and video recorders.

The responsible official of territorial authority of state revenues makes video of holding examination from the moment of arrival of the applicant before the end of holding examination.

The video shall contain all process of conducting testing (continuously), and faces of the applicants taking qualification examination, monitors of computers shall be accurately visible, to be listened sound.

5. The applicant submits in territorial authorities of state revenues the application in any form at least in 3 working days prior to holding examination. Are enclosed to the application:

1) copy of the identity document;

2) notarially attested copy of the document confirming professional, technical or higher education;

3) two color photos size 3, 5kh centimeter 4,5.

6. In case of appearance on examination the applicant needs to have in case of himself the document proving his identity (the passport or the identity certificate) which is shown on the video recorder.
