Some questions of use of means of the government budget for accomplishment of actions for social protection of children, families, women and other most vulnerable categories of the population

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for use of the means provided in the government budget for accomplishment of actions for social protection of children, families, women and other most vulnerable categories of the population;

Payment procedure of one-time financial support to unemployed needy persons, persons with disability and to children with disability.

2. In the paragraph the second the subitem 1 of Item 2 of the Procedure for use of the means which arrived from physical persons and legal entities for the provision of the one-time monetary assistance to injured persons and internally displaced persons approved by the resolution of the Cabinet of Ministers of Ukraine of October 1, 2014 No. 535 (The Official Bulletin of Ukraine, 2014, No. 85, the Art. 2392, No. 98, Art. 2839; 2015, No. 70, of the Art. 2312), the words "Lump Sum Payments to Women Which Gives Honorary Title of Ukraine "Mother Heroine", to the Disabled People and Unemployed Needy Persons and Persons Which Were Affected by Human Trafficking" shall be replaced with words "Measures for social protection of children, families, women and other most vulnerable categories of the population".

3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Procedure for use of the means provided in the government budget for accomplishment of actions for social protection of children, families, women and other most vulnerable categories of the population

1. This Procedure determines the mechanism of use of the means provided in the general fund of the government budget according to the "Actions for Social Protection of Children, Families, Women and Other Most Vulnerable Categories of the Population" program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is Minsotspolitiki.

Managers of budgetary funds of the lowest level regarding carrying out payments for the directions specified in subitems 1 - 3 Items 3 presents of the Procedure, are:

The ministry of social policy of the Autonomous Republic of Crimea, structural divisions concerning social protection of the population of the regional, Kiev and Sevastopol city state administrations (further - regional social security authorities of the population);

structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, executive bodies, district, district in, city, district in the cities (except of Kiev and Sevastopol) councils (further district social security authorities of the population).

Managers of budgetary funds of the lowest level who directly perform expenses in the directions specified in subitems 4 and 5 of Item 3 presents of the Procedure are determined by the main manager of budgetary funds taking into account requirements for forming of the Unified register of managers and receivers of budgetary funds and data of such Register.

3. Budgetary funds are allocated on:

1) payment of one-time remuneration to women which gives honorary title of Ukraine "Mother heroine", according to the Payment procedure of one-time remuneration to women to whom the honorary title of Ukraine "Mother heroine", to No. 268 approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2011 (The Official Bulletin of Ukraine, 2011, No. 20, of the Art. 845) is given;

2) payment of one-time financial support to persons which were affected by human trafficking according to the Payment procedure of one-time financial support to the faces which were affected by human trafficking, approved by the resolution of the Cabinet of Ministers of Ukraine of July 25, 2012 No. 660 (The Official Bulletin of Ukraine, 2012, No. 56, the Art. 2239);

3) rendering one-time financial support to unemployed needy persons, persons with disability and to children with disability according to the Payment procedure of one-time financial support to unemployed needy persons, persons with disability and to the children with disability approved by the resolution of the Cabinet of Ministers of Ukraine of April 12, 2017 No. 256;
