About approval of the Instruction on the organization of checks of activities of the ministries and other central executive bodies, local public administrations and local government bodies on fulfillment of requirements of the laws and other regulatory legal acts concerning technogenic and fire safety, civil protection
According to Item of 1 part one of article 65 of the Code of civil protection of Ukraine and for the purpose of ensuring control on fulfillment of requirements of the laws and other normative legal acts concerning technogenic and fire safety, civil protection by the ministries, other central executive bodies, local public administrations and local government bodies I order:
1. Approve the Instruction on the organization of checks of activities of the ministries and other central executive bodies, local public administrations and local government bodies on fulfillment of requirements of the laws and other regulatory legal acts concerning technogenic and fire safety, civil protection (further - the Instruction) which is applied.
2. Department on forming of policy concerning government authorities and monitoring bodies of the Ministry of Internal Affairs being under control of the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.
3. Declare invalid the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash against August 15, 2007 No. 558 "About approval of the Instruction for check and assessment of readiness of functional and territorial subsystems of single system of civil protection", registered in the Ministry of Justice of Ukraine on October 11, 2007 on No. 1162/14429.
4. This order becomes effective from the date of its official publication.
5. To impose control of execution of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. A.

1. This Instruction is developed for the purpose of ensuring check and assessment of activities of the ministries and other central executive bodies, local public administrations and local government bodies on fulfillment of requirements of the laws and other regulatory legal acts concerning technogenic and fire safety, civil defense.
2. This Instruction is developed taking into account requirements of the Code of civil protection of Ukraine (further - the Code), the Regulations on single state system of civil protection approved by the resolution of the Cabinet of Ministers of Ukraine of January 9, 2014 No. 11 (further - Regulations on EGSGZ), other regulatory legal acts concerning technogenic and fire safety, civil protection and is directed to the prevention of emergency situations, technogenic safety, maintenance of readiness of bodies of rapid response for carrying out rescue and other urgent works in case of emergency situations of technogenic and natural nature.
3. In this Instruction the terms below are used in the following values:
