1. Approve the Procedure for collection of single collection at check points through frontier it (is applied).

2. Determine that:

journey of vehicles of mail service at check points through frontier of Ukraine for the purpose of exchange of the international mailings is performed according to the Law of Ukraine "About mail service";

collection from subjects of housekeeping of any payments except provided by noted Procedure, including transfer of fees in different funds is forbidden.

3. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of August 31, 1998 No. 1357 "About implementation of the single payment document for charges on customs border of Ukraine" (The Official Bulletin of Ukraine, 1998, No. 35, the Art. 1301);

the resolution of the Cabinet of Ministers of Ukraine of June 15, 1999 No. 1034 "About streamlining of collection of charges at check points through frontier" (The Official Bulletin of Ukraine, 1999, No. 24, the Art. 1111).

4. This resolution becomes effective from the date of publication.

Procedure for collection of single collection at check points (control Items) through frontier

1. This Procedure determines the procedure of collection of single collection according to the Law of Ukraine "About single collection which is levied at check points (control Items) through frontier of Ukraine".

2. Single collection is levied disposable by body of the income and charges which performs customs formalities at the check point (control Item) through frontier, during import of the vehicle (container) to customs area of Ukraine (including for the purpose of transit).

3. Single collection is paid by the vehicle owner (container) or freight, either carrier of freight, or other person, the authorized owner or carrier.

4 Single collection is levied according to the single payment document - the unified customs receipt, form, procedure for filling and which uses are established by the Ministry of Finance.

The single payment document is constituted in paper form or in electronic form.

5. According to one unified customs receipt single collection can be charged and levied from one or several automotive vehicles, rail cars, containers crossing frontier and specified in the relevant document which according to Article 335 of the Customs code of Ukraine is filed to body of the income and charges at the check point (control Item) through frontier for implementation of customs formalities (the international commodity transport delivery note, the list of bills of lading, the transfer sheet on railway rolling stock and so forth).

6. Single collection is calculated by the official of body of the income and charges at the rates determined in article 5 of the Law of Ukraine "About single collection which is levied at check points (control Items) through frontier of Ukraine".

Calculation of single collection which is levied for journey of vehicles by highways of Ukraine and for journey of automotive vehicles with excess of the established sizes of lump, axial loadings and (or) dimensional parameters, and also for holding actions of official control (including in the form of preliminary documentary control) is performed according to appendix to this Procedure.

The amounts of single collection for journey by highways for journey with excess of the established indicators and holding actions of official control (including in the form of preliminary documentary control) are given separately in the corresponding graphs of the single payment document.

7. Payment of single collection is performed in cash or non-cash form in accordance with the established procedure, including using advance payments (advance payment).

Calculation of single collection

Single collection which is levied for journey of vehicles by highways of Ukraine is charged on the following formula:

where the RPR - the amount of fare of unit of the vehicle (the bus, the cargo vehicle with trail car / without trail car or the tractor with semitrailer truck / without semitrailer truck) highways of Ukraine for 1 kilometer of journey according to the rates determined in Items 1 and 2 of article 5 of the Law of Ukraine "About single collection which is levied at check points (control Items) through frontier of Ukraine" (further - the Law) and taking into account international treaties of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine;

Vz - general distance of journey by highways of Ukraine during transit through passage across the territory of Ukraine from Item of import (omission) of the vehicle to customs area of Ukraine to Item of export (omission) out of limits of customs area of Ukraine or during internal transit (import to the territory of Ukraine) from Item of import (omission) to customs area of Ukraine to the destination in the territory of Ukraine and in the opposite direction, kilometers.

Single collection which is levied for journey of vehicles with excess of the established sizes of lump, axial loadings and (or) dimensional parameters is charged on the following formula:

where Rzm - the amount of fare highways of Ukraine of vehicle unit with excess of the established lump sizes for 1 kilometer of journey according to the rates determined in Item 3 of article 5 of the Law;

Rnv - the amount of fare highways of Ukraine of vehicle unit with excess of the sizes of the axial loadings established for public roads for 1 kilometer of journey according to the rates determined in item 4 of article 5 of the Law.
