1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in printing and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after its first official publication.

Rules of assignment of personal identification numbers codes on tobacco products

Chapter 1. General provisions

1. These rules of assignment of personal identification numbers codes on tobacco products (further - Rules) are developed according to subitem 5-5) of article 5 of the Law of the Republic of Kazakhstan of June 12, 2003 "About state regulation of production and turnover of tobacco products" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" (further - the Law) and determine procedure for assignment of personal identification numbers codes on the made and (or) imported tobacco products (further - the PIN code).

2. PIN codes are appropriated to the physical persons or legal entities performing production and (or) import of tobacco products (further - uslugopoluchatel) and each brand of tobacco products made in the Republic of Kazakhstan or imported on the territory of the Republic of Kazakhstan.

Chapter 2. Procedure for rendering the state service

The state service "Assignment of Personal Identification Number (PIN Code) to Producers (Importers) of Separate Types of Oil Products, and also on Goods of Producers and Importers of Some Types of Excisable Products, Aviation Fuel and Fuel Oil" appears territorial authorities of Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan on areas, Nour-Sultan's cities, Almaty and Shymkent (further - the service provider) through non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation).

4. Uslugopoluchateli through the State corporation submit to the service provider the request for assignment of the PIN code(s) for tobacco product(s) (further - the request) in form according to appendix 1 to these rules depending on type of activity in which territorial authority the uslugopoluchatel stays on the registration registry in the location (residence), on assignment of PIN codes:

the tobacco product manufacturer - prior to implementation of tobacco products manufacture;

the importer of tobacco products - prior to import implementation (including import) tobacco products.

5. The list of the main requirements to rendering the state service including characteristics of process, form, content and result of rendering, and also other data taking into account features of provision of the state service are stated in the form of the standard of the state service "Assignment of Personal Identification Number (PIN Code) to Producers (Importers) of Separate Types of Oil Products, and also on Goods of Producers and Importers of Some Types of Excisable Products, Aviation Fuel and Fuel Oil" according to appendix 2 to these rules.

6. Acceptance of the request through the State corporation is performed according to the procedure of "electronic" queue, in place of registration of uslugopoluchatel without the accelerated servicing, perhaps by means of booking of electronic queue.
