1) the conclusion of credit agreements with local executive bodies of areas, cities of Astana and Almaty;

2) control over the implementation of the main and additional terms of credit agreements;

3) control and monitoring of target and effective use, repayment and servicing of budget credits.

3. To energy ministries and on investments and development of the Republic of Kazakhstan in the procedure established by the legislation to sign the contract of the order with the confided (agent).

4. To local executive bodies of areas, cities of Astana and Almaty:

1) to sign credit contracts with final borrowers;

2) quarterly, no later than the 10th following the accounting period to provide information on development of the credits in the Ministries of Finance, power engineering specialists and on investments and development of the Republic of Kazakhstan.

5. To impose control of execution of this resolution on energy ministries and on investments and development of the Republic of Kazakhstan.

1. For loan granting to local executive bodies of areas, cities of Astana and Almaty (further – borrowers) the following main conditions are established:

1) submission by borrowers of decisions of the maslikhats providing the corresponding receipts in regional budgets, budgets of the cities of Astana and Almaty for 2017 to the Ministry of Finance of the Republic of Kazakhstan (further – the creditor);

2) the credits to the amount of 48000000000 (forty eight billion) tenges provided by the Law of the Republic of Kazakhstan of November 29, 2016 "About the republican budget for 2017 - 2019" according to the budget program 224 "Crediting of regional budgets, budgets of the cities of Astana and Almaty for reconstruction and construction of systems warm, water supply and water disposal" are provided to borrowers on reconstruction and construction of systems warm, water supply and water disposal for a period of 20 (twenty) years on % 0,01 - ache to rate annual remunerations;

The grace period on payment of principal debt shall not exceed 3) 6 (six) years;
