Determine the Ministry of social policy by the state customer of the Program.

To the ministry of social policy together with other interested central executive bodies after approval of the specified Concept to develop and submit to six-months time to the Cabinet of Ministers of Ukraine the draft of the State social program of providing the equal rights and opportunities of women and men for the period till 2021.

Determination of problem to which solution the Program is directed
Implementation of the principles of the equal rights and opportunities of women and men is one of important conditions of sustainable social and economic development, positive changes in society, realization of human rights and self-realization of the personality, pledge of effective solution of the available problems, and also the European integration of Ukraine and accomplishment of the international obligations according to the basic international treaties in the field of human rights, including the Sustainable development goals till 2030 approved by the United Nations General Assembly.
In 2015 Ukraine took the 67th place among 145 countries according to the Global status report of gender equality in the world on indicators "gender ratio among deputies of the Verkhovna Rada of Ukraine and deputies of regional authorities", "ratio of the average level of the salary of women and average level of the salary of men".
In particular, the share of women in the Verkhovna Rada of Ukraine of the VIII convocation constitutes 12 percent that more in comparison with the previous convocations is insignificant. According to local elections of 2015, in 22 regional councils the share of women constituted 15 percent, in city councils - percent 18,1 in the presence of the legislative arrangement at least 30 percent.
According to Gosstat's information of 2015, the size of the average monthly salary of women is 25,1 percent lower, than at men.
The significant gap between the average monthly salary of women and men leads to unequal opportunities of access to economic resources, and also distinctions in quality characteristics of employment and the social status of women and men and as a result - to growth of level of poverty of the population.
Also the mechanism of protection and assistance to victims of discrimination is not ordered.
Discrimination is one of the main obstacles of achievement of gender equality in economic, political and other spheres. Separate groups of women (the woman of advanced age, the woman and the girl with disability, especially in the rural zone, HIV-positive and/or drug-addicted women, and also women of ethnic minorities) suffer at the same time from several signs of discrimination.
Lack of complex system of conducting gender and legal examination, insufficient amount of statistics on the basis of sex, lack of gender approach in programs, documents, strategy, plans at all levels and in all structures slows down process of implementation of the principle of the equal rights and opportunities of women and men in all spheres of activity of society.
Therefore the main problem is the low level of implementation of the principle of providing the equal rights and opportunities of women and men to all spheres of activity of society in the conditions of new challenges.
The combination of policy of gender integration to all spheres and the directions of social development and advancement of women in spheres where inequality remains, in particular in providing the equal rights for the women and men presented to them by the Constitution of Ukraine, expansion of economic opportunities of women in the sphere of employment and development of entrepreneurial potential, elimination of negative gender stereotypes, accounting of special needs of all categories of women and men irrespective of signs of race, skin color, political, religious and other convictions, age, disability, ethnic and social origin, nationality, marital and property status, the residence, language or other signs is basis of achievement of gender equality and ensuring sustainable development of society.
This Program will consider the international instruments of the UN, Council of Europe, the European Union, OSCE, the recommendation of the international monitoring institutes in the field of human rights, and also provisions of the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and their states members, on the other hand.
Analysis of origins of problem and reasons for need of its decision by program method
Positive shifts in the sphere of approval of gender equality in 2005-2010 were weakened by administrative reform that led to decrease in efficiency of the mechanism of providing the equal rights and opportunities of women and men.
The humanitarian crisis which resulted from the military conflict and occupation of part of the territory of Ukraine, economic crisis and austerity policy became new challenges of development of the specified mechanism.
In the Ukrainian society treat basic reasons of gender inequality:
lack of gender component in programs of strategic reforms;
low level of capability of public authorities on realization of the principle of the equal rights and opportunities of women and men;
imperfection of the existing information collection system on the basis of sex that limits possibilities of the solution of the most urgent problems and gaps in realization of the rights and opportunities of women and men in all spheres of activity of society at the public policy level;
lack of complex response system on case of discrimination on the basis of floor, prevention genderno the caused violence and discrimination and assistance to persons who suffered from them;
imperfect practice of application of the legislation in the sphere of providing the equal rights and opportunities of women and men;
preserving steady stereotypes about cast of women and men in the sphere of employment, policy in society and family;
partial accomplishment of recommendations and notes of the international monitoring missions and international organizations.
The problem resolution is possible by development and approval of the program.
The purpose of accomplishment of the Program is enhancement of the mechanism of providing the equal rights and opportunities of women and men in all spheres of life of society and implementation of the European standards of equality.
