1. The state committee of television and broadcasting of Ukraine (Goskomteleradio) is the central executive body with the special status which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Cultural Affairs, youth and sport.
Goskomteleradio is principal organ in system of the central executive bodies which participates in forming and realizes state policy in the field of television and broadcasting.
2. Goskomteleradio in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, orders MKMS, other acts of the legislation.
3. The main objectives of Goskomteleradio is participation in forming and realization of state policy in the field of television and broadcasting.
4. Goskomteleradio according to the tasks assigned to him:
1) generalizes practice of application of the legislation on the questions which are within its competence develops offers on its enhancement and introduces in accordance with the established procedure drafts of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine for consideration of the Minister of Cultural Affairs, youth and sport;
2) provides offers concerning drafts of the laws, other acts of the legislation which arrive for review MKMS from the ministries and other central executive bodies;
