About some questions of efficiency evaluation of organizational development of state bodies

According to Item 39 of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, the cities of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 of PRIKAZYVAYEM:

1. Approve:

1) the Technique of efficiency evaluation of organizational development of state bodies, according to appendix 1 to this order;

2) the Technique of efficiency evaluation of organizational development of National Bank of the Republic of Kazakhstan in the Personnel management direction, according to appendix 2 to this order.

2. To provide to department of informatization of the Ministry of information and communications of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of this order on official publication in Reference control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-minister of information and communications of the Republic of Kazakhstan supervising questions of informatization, and the vice-chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption supervising questions of public service.

4. This order becomes effective from the date of its first official publication.

Technique of efficiency evaluation of organizational development of state bodies

Chapter 1. General provisions

1. This Technique of efficiency evaluation of organizational development of state bodies (further – the Technique) is developed for the purpose of realization of System of annual efficiency evaluation of activities of the central state and local executive bodies of areas, the city of republican value, the capital approved by the Presidential decree of the Republic of Kazakhstan of March 19, 2010 No. 954 (further – the Decree).

2. The technique is intended for determination of efficiency of the taken measures for organizational development in central state (further – TsGO) and local executive bodies of areas, the cities of republican value, the capital (further – MIO) (further - the estimated state bodies).

3. The efficiency evaluation of organizational development of state bodies (further – efficiency evaluation) is performed according to the Schedule of evaluating efficiency of activities approved by the order of the Head of Administration of the President of the Republic of Kazakhstan (further – the Schedule of assessment) in the following directions:

1) personnel management;

2) use of information technologies.

4. The efficiency evaluation is performed by the following bodies authorized on assessment (further – the bodies authorized on assessment):

1) Administration of the President of the Republic of Kazakhstan - efficiency evaluation of the Agency of the Republic of Kazakhstan for public service (further – authorized body for public service) in the Personnel management direction;

2) Prime minister's department of the Republic of Kazakhstan - efficiency evaluation of the Ministry of information and communications (further – authorized body in the sphere of informatization) in the Use of Information Technologies direction;

3) Authorized body for public service - efficiency evaluation of TsGO and MIO in the Personnel management direction;

4) the Legal entity determined by the Government of the Republic of Kazakhstan to which functions on methodological ensuring development of architecture of "the electronic government" and standard architecture of "electronic akimat" are assigned (further - the service integrator of "the electronic government") - efficiency evaluation of TsGO and MIO in the Use of Information Technologies direction.

For evaluating efficiency in the Personnel management direction by the authorized body for public service creates the Working group of number of officials of state body (further – the Working group on the Personnel management direction). The structure of the Working group on the Personnel management direction affirms the order of authorized body for public service.

For evaluating efficiency in the Use of Information Technologies direction in case of the service integrator of "the electronic government" the Working group of number of officials of the service integrator of "the electronic government" is created (further – the Working group on the Use of Information Technologies direction). The structure of the Working group on the Use of Information Technologies direction is determined by the service integrator of "the electronic government".

Chapter 2. Information sources for efficiency evaluation of organizational development of state bodies

5. The estimated state bodies annually in the terms established by the Schedule of assessment provide in the bodies authorized on assessment reporting information on electronic and papers following the results of accounting (calendar) year:

1) about quantity of the man-hours worked government employees in form according to appendix 1 to this Technique;

2) information on participation of observers at tenders on occupation of vacant positions in state body in form, according to appendix 2 to this Technique;

3) information on the number of staff of state body on form, according to appendix 3 to this Technique;

4) the report on use of information technologies for form, according to appendix 4 to this Technique.

6. Information for evaluating is provided on electronic and papers by authorized body in the sphere of informatization in Prime minister's department of the Republic of Kazakhstan, authorized body for public service in Administration of the President of the Republic of Kazakhstan according to the Schedule of assessment.

7. Assessment is performed by authorized body for public service based on analysis results of the provided information on form, according to subitems 1), 2) and 3) of Item 5 of this Technique.

8. Assessment is performed by the service integrator of "the electronic government" based on analysis results of the provided information on form, according to the subitem 4) of Item 5 of this Technique.

9. The bodies authorized on assessment carry out reverification of reporting information of the estimated state bodies regarding their reliability.

10. Accuracy of the information, provided by the estimated state bodies in the bodies for evaluating authorized on assessment, is provided with the estimated state bodies.

Chapter 3. Reverification of the data containing in reporting information of the estimated state bodies

11. According to Item 41 of System of assessment the bodies authorized on assessment perform reverification of the data containing in reporting information of the estimated state bodies (further – recheck), at the same time the reporting information of the estimated state bodies which is subject to recheck is determined on the basis of risk management system.

12. Recheck is carried out regarding determination of the reliability provided by the estimated state bodies of reporting information.

The complex of the organizational measures taken by representatives on assessment by bodies for reverification of data on the directions of efficiency evaluation includes the following:

carrying out by the bodies of the actions provided in this Technique authorized on assessment for establishment of compliance to the provided information to actual data;

the direction of requests on establishment of compliance of the data provided in this Technique in the estimated state bodies about submission of additional data.

13. Holding rechecking actions in state bodies is performed according to the Schedule of assessment by the analysis of supporting documents, and also viewing of information systems.

14. The procedure of recheck consists of collection of supporting documents at the estimated state bodies, carrying out reconciliation of reporting information, creation of the Reconciliation statement following the results of reverification of the data containing in reporting information on form according to appendix 7 to this Technique (further – the Reconciliation statement).

15. Within recheck, the bodies authorized on assessment, can receive electronic copies of supporting documents, except for the documents having security classification, and also mark "For office use".

Chapter 4. Assessment in the Personnel management direction

Paragraph 1. General provisions

16. The efficiency evaluation in the Personnel management direction is performed by authorized body for public service by the following criteria:

1) net removability of personnel;

2) conversions in state body;

3) personnel involvement;

4) strengthening of meritocracy.

17. Information sources for evaluating in the Personnel management direction are:

1) statistical data of state bodies and data of the automated electronic gating system;

2) data of monitoring of condition of personnel of public service in the Republic of Kazakhstan, as of January 1 of the year following the accounting period, provided in authorized body for public service annually;

3) results of the inspections which are carried out by authorized body for public service in the estimated state bodies;

4) survey results of government employees in form, according to appendix 5 to this Technique.

18. Assessment objects in the Personnel management direction are TsGO and their departments, the TsGO territorial subdivisions and their departments in areas, the cities of Astana and Almaty, except for district divisions, and also MIO.

19. The efficiency evaluation of activities for the Personnel management direction is calculated by the following formula:
