1. Approve the Instruction on questions of escort of vehicles by specialized cars of National police and safety control of traffic during its implementation which is attached.

2. To department of forming of policy for authorities and monitoring under control to the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of National police of Ukraine.

The instruction on questions of escort of vehicles by specialized cars of National police and safety control of traffic during its implementation

I. General provisions

1. This Instruction determines the procedure of maintenance and safety control of traffic of the dangerous, off-gage and heavy loads transported by vehicles, other vehicles and also maintenances and ensuring safe movement of vehicles of special purpose, vehicles with organized groups of children during movement to places of improvement, rest, excursions and back specialized cars of National police according to the current legislation.

2. This Instruction is developed according to resolutions of the Cabinet of Ministers of Ukraine of February 18, 1997 No. 176 "About approval of Rules of provision of services of passenger road transport", of January 18, 2001 No. 30 "About driving of large-size and heavyweight vehicles through highways, streets and railroad crossings", of October 10, 2001 No. 1306 "About Traffic regulations" (further - Traffic regulations), of June 4, 2007 No. 795 "About approval of the list of the paid services provided by divisions of the Ministry of Internal Affairs, National police and the Public migratory service, and the amount of payment for their provision", other regulatory legal acts existing in this sphere and also other regulatory legal acts concerning safety control of traffic when implementing maintenances.

II. The main organizational actions during escort of vehicles by specialized cars of national police of Ukraine and safety control of traffic during its implementation

1. Escort of vehicles and safety control of traffic in transit off-gage, heavy and dangerous goods, buses and other vehicles:

escort of vehicles and safety control of traffic in transit of dangerous, off-gage and heavy loads, buses and other vehicles, except specified in Items 2, of the 5th Section III, are performed by divisions of National police on paid basis. The payment for maintenance is performed according to the resolution of the Cabinet of Ministers of Ukraine of June 4, 2007 No. 795 "About approval of the list of the paid services provided by divisions of the Ministry of Internal Affairs, National police and the Public migratory service, and the amount of payment for their provision";

support of National police by the specialized car is obligatory in the cases provided by the Rules of driving of large-size and heavyweight vehicles through highways, streets and railroad crossings approved by the resolution of the Cabinet of Ministers of Ukraine of January 18, 2001 No. 30.

2. In need of escort of vehicles and safety control of traffic in transit dangerous, off-gage and heavy loads, buses and other vehicles in limits:

one area / city - the automobile carrier in 5 days prior to date of maintenance addresses with the corresponding letter addressed to the head of territorial authority of National police;

several areas - the automobile carrier in 5 days prior to date of maintenance addresses with the corresponding letter addressed to management of National police of Ukraine.

In the letter are specified:

date of trip;

brand and number board of the vehicle transporting;

surname, name, middle name and phone number of the driver;

surname, name, middle name and phone number of person, responsible for transportation;

detailed traffic route.

3. After the end of maintenance the statement of the performed works in duplicate in the form given in appendix to this Instruction is drawn up.

4. Escort of the vehicle which outline dimensions of load exceed normative which during movement occupies all strips in one direction is performed by two specialized cars of National police.

5. Escort of the vehicle which weight exceeds normative is performed by one specialized car of National police. If the traffic route of the heavyweight vehicle passes through bridge crossings and overpasses, in such places drawing of additional job specifications of the relevant divisions of National police for temporary restriction of movement of all vehicles before the end of journey is provided.

III. Escort of vehicles and safety control of traffic in transit organized groups of children

1. According to the Law of Ukraine "About improvement and rest of children" escort of groups of children in or from places of improvement and rest is performed gratuitously by employees of bodies of National police.

2. Transportation of organized groups of children by column of five and more buses is performed on condition of support of National police by the relevant territorial subdivisions.

3. Organized groups of children are transported with traffic safety control.

4. In need of ensuring escort of groups of children to places of improvement and rest and back, during the excursions in limits:

one area / city - the automobile carrier in 5 days prior to date of maintenance addresses with the corresponding letter addressed to the head of territorial authority of National police;

several areas - the automobile carrier in 5 days prior to date of maintenance addresses with the corresponding letter addressed to management of National police of Ukraine.

In the letter are specified:
