About measures for further private sector development of health care
For the purpose of strengthening of comprehensive assistance to private sector development of health care, creation of necessary conditions for rendering high-quality high-technology medical services by the private medical organizations to the population, expansion of attraction to the sphere of private medicine of foreign investments and highly qualified foreign specialists, and also development of medical tourism and export of medical services:
1. Determine the main directions and tasks of further private sector development of health care:
creating favorable conditions for activization of activities and expansion of network of the private medical organizations in all regions of the country, enhancement of system of regulation and licensing of their activities, the system solution of the questions interfering sustainable development of private sector of health care;
every possible stimulation of growth in volumes and types of service of the private medical organizations with broad application of modern high-technology methods of diagnostics and the treatment directed to rendering qualified medical care to general population, including socially vulnerable categories of citizens;
strengthening of material and technical resources of the private medical organizations, equipment by their modern medical equipment, special stock and tools, providing with the buildings and rooms corresponding to types of medical specialization and meeting the requirements of sanitary standards and rules;
cardinal increase in scales and amounts of financial support of the private medical organizations with active implementation of flexible credit and leasing mechanisms, expansion of attraction to the sphere of private medicine of foreign investments with creation of joint medical and diagnostic organizations with the leading foreign clinics and the medical centers;
the accelerated market development of the paid medical services providing along with rendering the free medical care guaranteed by the state to the population, additional opportunities for receipt of high-quality and available consulting and diagnostic, medical, improving and other types of medical services, with active implementation of system of medical insurance;
forming of high-quality effective system of preparation, retraining and advanced training of personnel in the sphere of private medicine on the basis of use of modern methods and technologies of medical education taking into account the best international practices, providing the private medical organizations with highly qualified specialists.
2. Approve offers of the Ministry of Health, the Ministry of Economics of the Republic of Uzbekistan, Association of doctors of private practice of Uzbekistan on cardinal expansion of the types of medical activities permitted for the private medical organizations including such demanded spheres of medicine as heart surgery, neurosurgery, microsurgery, oncology, endocrinology, cardiology, vascular, thoracic and abdominal surgery, urology and others, with scope of all types of medical activities, except those which are connected with high risk level for life, health and sanitary and epidemiologic wellbeing of the population.
The list of the separate types of medical activities connected with the increased risk level for life, health and the sanitary and epidemiologic wellbeing of the population forbidden for the private medical organizations according to appendix No. 1;
The program of measures for further stimulation of development of the private medical organizations developed according to the main directions and tasks of further private sector development of health care according to appendix No. 2.
4. Determine that again entered high-technology methods of treatment and diagnostics in the private medical organizations which are especially assuming carrying out surgical interventions are allowed only in the presence of the corresponding medical equipment, highly skilled medical personnel and strict observance of sanitary standards and rules.
5. Agree with the offer of the Ministry of Economics, Ministry of Health, Ministry of Labour of the Republic of Uzbekistan on increase since limiting May 1, 2017 of the annual average number of employees of small enterprises in health sector to 100 people.
