Requirements for ensuring transport safety, including requirements to anti-terrorist security of objects (territories) considering safety levels for different categories of the subways

1. This document establishes requirements for ensuring transport safety, including requirements to anti-terrorist security of objects (territories) considering safety levels for different categories of the subways.

2. For the purposes hereof ensuring transport safety of the subway includes ensuring transport safety of the stations which are its part, tunnels, electrodepot, including body and depot tracks, the power substations, control centers movement used for public conveyance by the subway or ensuring such transportations (further - objects of the subway).

The station includes the underground, ground or elevated stopping point intended for landing and disembarkation of passengers including lobbies, escalators or ladders, platform and average halls, rooms for servicing of passengers, accommodation of operating personnel and production equipment, the transfer constructions and other constructions, the equipment and devices providing functioning of the subway, sites of main tracks of the line of the station, the adjoining deadlocks, station tracks and connecting tracks with electrodepot and (or) other line, the adjoining connecting tunnels and (or) open sites, and also underground, above-ground and elevated passages.

The tunnel includes sites of main tracks of the line between adjacent stations, including the adjoining connecting tracks with electrodepot and (or) other line, the distillation and adjoining connecting tunnels and (or) open sites, pritonnelny constructions, zones of collective protection of passengers, and also other constructions, the equipment and devices providing functioning of the subway.

3. The list of levels of safety and procedure for their announcement (establishment) in case of change of the degree of threat to making of the act of illegal intervention in activities of transport complex (further - the act of illegal intervention) are established according to part 2 of article 7 of the Federal law "About Transport Safety".

Categories of objects of the subway are determined proceeding from amount of categories and criteria of categorization of the objects of transport infrastructure established according to the procedure, provided by part 2 of article 6 of the Federal law "About Transport Safety".

Assessment of vulnerability of objects of the subway and approval of its results is performed according to the procedure, provided for assessment of vulnerability of objects of transport infrastructure and approval of its results according to article 5 of the Federal law "About Transport Safety".

Development, approval and implementation of plans of ensuring transport safety of objects of the subway (further - the plan of object of the subway) are performed according to the procedure, provided for development, approval and implementation of plans of objects of transport infrastructure according to article 9 of the Federal law "About Transport Safety".

4. This document is obligatory for execution by the subjects of transport infrastructure who are owners of objects of the subway or using them on other legal cause.

5. The subject of transport infrastructure for the purpose of ensuring transport safety of the subway shall:

1) to designate person responsible for ensuring transport safety concerning the subject of transport infrastructure;

2) to designate person (persons) responsible for ensuring transport safety of one or several objects of the subway;

To form 3) for protection of the subway against acts of illegal intervention (to create) and attract according to plans of objects of the subway of division of transport safety, the including rapid response teams which are specially equipped, the mobile, round the clock carrying out tasks on response to preparation of making or making of acts of illegal intervention (further - rapid response teams) in zone of transport safety of object of the subway for which according to this document the specific mode of pass (drive) of physical persons, vehicles and bringing (transportation) of loads, baggage, cabin baggage, personal belongings or movement of animal or other material objects is set (further - zone of transport safety), and (or) on the critical elements of object of the subway including structures, rooms, constructive technological and technical elements of object of the subway, making of the act of illegal intervention concerning which will lead to the complete or partial cessation of functioning of object of the subway and (or) subway or emergence of emergency situations (further - critical element of object of the subway), and also on response to violations of the inside and throughput modes;

4) to provide to Federal Agency for Railway Transport the complete and authentic information about the subject of transport infrastructure and about object of the subway for categorization of objects of the subway and maintaining the register of objects of transport infrastructure and vehicles according to article 6 of the Federal law "About Transport Safety" (further - the register of objects of transport infrastructure and vehicles), and also complete and reliable information by the quantitative indices of criteria of categorization of objects of the subway established by the Ministry of Transport of the Russian Federation;

5) to provide evaluating vulnerability of object of the subway and submission on approval to Federal Agency for Railway Transport in accordance with the established procedure of its results within 3 months from the date of placement on the official site of Federal Agency for Railway Transport of data on assignment to object of the subway of category and its inclusion in the register of objects of transport infrastructure and vehicles;

To develop 6) based on results of assessment of vulnerability of object of the subway and to provide to Federal Agency for Railway Transport for approval the plan of object of the subway within 3 months from the date of approval of results of assessment of vulnerability of object of the subway, having approved the plan of object of the subway with authorized bodies of the executive authority of the subject of the Russian Federation in the territory of which the subway is located;

7) to realize the plan of object of the subway step by step in the terms provided by this plan:

for objects of the subway of I and II categories - within 2 years from the date of inclusion in the register of objects of transport infrastructure and vehicles;
