1. Approve "Procedure for development of samples of tests for the test examinations held for the purpose of acceptance on public service of continuation of activities in public service and holding the posts of public service, their examination, approval, the organization, holding test examinations, evaluating" it (is applied)

Procedure for development of samples of tests for the test examinations held for the purpose of acceptance on public service, continuation of activities in public service and holding the posts of public service, their examination, approval, the organization, holding test examinations, evaluating"

1. General provision

1.1. This Procedure is prepared according to the second paragraph of article 28.2 of the Law of the Azerbaijan Republic "About public service" and establishes procedure for development of samples of tests for the test examinations held for the purpose of acceptance on public service, continuation of activities in public service, their examinations, approval, and also the organization, holding test examinations, evaluating by the State examination center of the Azerbaijan Republic (further - the Center) according to the qualifier of managerial and auxiliary positions, on the positions corresponding to the first or seventh classification of managerial positions in state bodies of the first or fifth category and to auxiliary positions in state bodies of the highest-fifth category.

2. Development, examination and approval of samples of tests

2.1. The center for acceptance on public service and continuations of activities in public service according to the qualifier of managerial and auxiliary positions holds test examinations in positions of public service. Test examination is held by types of positions of public service according to the following groups:

2.1.1. A type - on the managerial leading (managing) positions:

1. AA group;

2. AB group;

3. AC group.

2.1.2. B type - on managerial executive positions:

1. BA group;

2. BB group.

2.1.3. type of C - on auxiliary positions of clerical work:

1. CA group.

2.1.4. type of D - on auxiliary technical positions:

1. DA group.

2.2. Content of test examination, that is total quantity of tasks which will be used at examination type of tasks (test tasks of the closed type, tasks of open type and the essay), specific distribution on spheres and degree of complexity, distinctive features of tasks on auxiliary positions, and also the most available point which can be gained on groups of positions are established by the Center depending on group of positions.

2.3. Development and conducting examination of test tasks will be organized by the Center.

2.4. Test tasks have the following types:

2.4.1. the closed type, that is test tasks in which it is required to establish and note 1 right answer from the provided answer options;

2.4.2. open type, that is test tasks in which it is required to establish and express the correct answer in writing, for which answer options are not provided;

2.4.3. essay tasks for which answer is provided in a free form.

2.5. The program for groups of positions for development of test tasks affirms the Center. In the program subjects on which knowledge in test examination will be checked, skills and the list of references are specified, in case when it can be provided. Programs of test tasks are placed in the Internet portal of the Center (further - the portal).

2.6. Developed each test task of the closed type shall meet the following requirements:

2.6.1. the test task shall consist of condition and answer options;

2.6.2. answer options, one of which true, and other not true, are developed for each test task;

2.6.3. in test task the right answer and source used in its development is specified, and the subject of the specified task shall not be beyond the generalized program, the provided literature, textbooks and the education guidance;

2.6.4. the test task on degree of complexity shall be simple, average or difficult;

2.6.5. the condition of test task and answers shall be exact, clear and unambiguous.

2.7. Test tasks of open type and the essay are developed by the Center according to the established requirements. Test tasks are developed and pass the examination by the physical and (or) legal entities involved based on the agreement.

2.8. The test tasks which passed the examination affirm the Center and simple, 35 percent averages, and 30 percent difficult join in bank of tests on the respective spheres of 35 percent from total number of test tasks on the respective spheres in bank of tests.

2.9. The test tasks approved and included in bank of tests are used at examination.

2.10. The test tasks collected in bank of tests regularly pass the examination taking into account changes in the legislation, scientific and technical progress, etc.

2.11. In case of development, examination, storage and use of test tasks by the Center and other persons involved in this process their confidentiality is provided.

3. Organization and holding test examination

3.1. The center according to the qualifier of managerial and auxiliary positions will organize test examinations at least 1 time a month.
