1. Approve Regulations on procedure for appointment and payment of one-time financial support to the needing families in the Republic of Karakalpakstan and the Khorezm region according to appendix.

2. Determine that the needing families which received one-time financial support can repeatedly address for receipt of this help with the expiration of one year after payment of one-time financial support to them.

3. To the Ministry of Finance of the Republic of Uzbekistan together with charity public foundation of Uzbekistan of Makhall to carry out broad explanatory work among the population about the purpose and purpose of new type of social benefit in the form of one-time financial support to the needing families in the Republic of Karakalpakstan and the Khorezm region.

4. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan R. S. Azimov.

Regulations on procedure for appointment and payment of one-time financial support to the needing families in the Republic of Karakalpakstan and the Khorezm region

Chapter 1. General provisions

1. This Provision according to the resolution of the President of the Republic of Uzbekistan of January 18, 2017 No. PP-2731 "About the State program for 2017 - 2021" determines procedure for appointment and payment of citizens of one-time financial support by self-government institutions to the needing families in the Republic of Karakalpakstan and the Khorezm region by development of the region Priaralya (further - one-time financial support) first of all, to lonely citizens, pensioners, families with the disabled supporter to both other needy categories of the population and families (further - the needing families).

2. The decision on appointment and payment of one-time financial support to the needing families is accepted by the Commission on social support of descent of citizens (further - the Commission).

3. One-time financial support is appointed and paid to the needing families in the sizes established by decisions of the President of the Republic of Uzbekistan.

The specific amount of the appointed one-time financial support to the needing family is determined by the Commission on each case separately, taking into account complexity of life situation into which the needing families got.

4. The commission in case of purpose of one-time financial support to the needing families shall be guided by the following basic principles:

steady respect for social justice;

target and effective use of allocated funds on payment of one-time financial support by ensuring its address appointment;

ensuring wide publicity and openness;

provision of one-time financial support to really needing families, first of all, which have no real opportunity independently to resolve the arisen difficult life situation.

5. Sources of financing of payments of one-time financial support to the needing families are:

means of the republican budget of the Republic of Karakalpakstan and regional budget of the Khorezm region;
