About the organization of activities of Fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan

In pursuance of the resolution of the President of the Republic of Uzbekistan of January 18, 2017 No. PP-2731 "About the State program on development of the region Priaralya for 2017 - 2021" and for the purpose of forming and steady financing of the projects, actions and programs directed to improvement of ecological and social and economic situation, conditions and quality of life of the population of the region Priaralya, the Cabinet of Ministers decides:

1. Approve Regulations on procedure for forming and use of fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 1;

2. For coordination of work on ensuring timely and high-quality implementation of the address programs financed by fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan to create the Commission in structure according to appendix No. 2.

Commissions (A. Zh. Ramatov):

according to offers of Council of Ministers of the Republic of Karakalpakstan and khokimiyat of the Khorezm region, the Ministry of Finance and Ministry of Economics of the Republic of Uzbekistan annually within the State program on development of the region Priaralya for 2017 - 2021 to approve address development programs of the region Priaralya, taking into account actual state of objects and priority directions of social and economic development of the region;

according to reasonable offers of Council of Ministers of the Republic of Karakalpakstan and khokimiyat of the Khorezm region, the Ministry of Finance and Ministry of Economics of the Republic of Uzbekistan to make changes to parameters of address development programs of the region Priaralya within the means provided for financial year;

establish system monitoring of the course of implementation of annually approved address development programs of the region Priaralya.

3. Determine customers by implementation of actions of the State program on development of the region Priaralya for 2017 - 2021, the financed by fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan, engineering companies "Service of the Single Customer" under Council of Ministers of the Republic of Karakalpakstan and khokimiyat of the Khorezm region.

4. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the deputy prime minister of the Republic of Uzbekistan R. S. Azimov.

Regulations on procedure for forming and use of fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure for management of fund of development of the region Priaralya under the Ministry of Finance of the Republic of Uzbekistan (further - Fund), including forming of means, procedures of financing and control of use of fund.

2. The fund is created for financing of projects implementation and actions of the State program for development of the region Priaralya for 2017 - 2021 (further - the Program) approved by the resolution of the President of the Republic of Uzbekistan of January 18, 2017 No. PP-2731.

3. The fund is not legal entity.

Chapter 2. Sources of forming of fund

4. Fund is created at the expense of the following sources:

ten percent of the means which are subject to transfer in Fund of reconstruction and development of the Republic of Uzbekistan;

ten percent from the special investment allowance on the natural gas realized by automobile gas-filling compressor stations;

target means of the Government budget of the Republic of Uzbekistan, including centralized investments;

soft credits (loans) of the international financial institutions and other foreign donors;

grants, voluntary contributions of physical persons and legal entities, charity foundations, means of foreign donors;

income from placement of temporarily available funds of Fund;

other sources of financing which are not forbidden by the legislation.

5. Determine that:

means in the amount of ten percent which are subject to transfer in Fund of reconstruction and development of the Republic of Uzbekistan are listed by Fund of reconstruction and development of the Republic of Uzbekistan in Fund monthly, no later than the 5th following the accounting period;

means in the amount of ten percent from the amount of the special investment allowance on the natural gas realized by automobile gas-filling compressor stations are listed to NHK "Uzbekneftgaz" in Fund within two working days from receipt date of means from Uztransgaz joint-stock company and its organizations.

6. Soft credits (loans) of the international financial institutions and other foreign donors, grants, voluntary contributions of physical persons and legal entities, charity foundations, means of foreign donors, including nonresidents of the Republic of Uzbekistan, arrive on treasurer personal accounts of Fund according to the procedure, established by the legislation, except as specified when procedures of the international financial institutions and other foreign donors or conditions of provision of the foreign credits and grants determine other procedure.

7. Fund is accumulated on the treasurer personal account opened in the Information system of the Ministry of Finance of the Republic of Uzbekistan.

Chapter 3. Main directions of use of fund

8. Fund is used for financing of projects implementation in the Republic of Karakalpakstan and the Khorezm region directed on:

improvement of system of heat supply, including by construction of local coppers and systems of giving of heat power to apartment houses and social objects;

improvement of system of drainage, including by capital repairs and construction of drainage wells and collectors and enhancement of irrigating network;

repair of places public and intra house engineering communications in apartment houses of housing stock of the cities of Nukus and Urgench, the district centers, and also improvement of the territories, adjacent to houses, with creation of playgrounds;

implementation of actions on improvement of settlements, cities of Nukus and Urgench, and also the district centers taking into account requirements modern architecturally - improvement standards, including repair of intra quarter streets, areas and boulevards, squares and enhancement of networks of external lighting;

provision of distilling apparatuses for the population living in the remote and hard rural districts;

development of water supply system and increase in access of the population to clear drinking water and services of the sewerage, and also improvement of systems of sanitation and utilization of household waste;

strengthening of material and technical resources of cultural institutions, theaters, recreation parks, playgrounds and information and resource centers;

holding actions for fight against desertification, taking into account further enhancement of management system water resources;

implementation of design and exploration work within program implementation;
