About measures for further enhancement of activities of financial bodies

For the purpose of radical enhancement of activities of financial bodies of the republic, review of tasks, functions, forms and methods of work of the Ministry of Finance of the Republic of Uzbekistan aimed at providing strict observance of the tax and budget policy, the sustainable, balanced and dynamic development of industries of real production sector and the social sphere, strengthening of profitable base of local budgets and target, effective use of budgetary funds:

1. Determine priority tasks and activities of the Ministry of Finance of the Republic of Uzbekistan and its divisions:

implementation of the single state tax and budget policy directed to increase in role of financial bodies in ensuring steady high rates of economic growth, financial balance of economy and the social sphere, complete and timely execution of social obligations of the state, financing of large investment projects and strengthenings of defense capability of the country;

consecutive enhancement of the taxation system by decrease in the tax burden of economy and the population, strengthenings of the stimulating role of taxes and other obligatory payments in ensuring production efficiency, rational use of mineral and raw, land and water and other resources and the equipment, increase in efficiency of tax administration, simplification of procedure for calculation and tax payment and other obligatory payments, and also optimizations of their rates for the purpose of ensuring completeness of collecting of taxes and other obligatory payments;

cardinal enhancement of the interbudget relations, every possible expansion of profitable base of the budget of the Republic of Karakalpakstan, local budgets of areas and Tashkent, ensuring their balance and self-sufficiency with conclusion of areas and areas from subventsionnost, implementation together with khokimiyats of the territories of system work on involvement of additional sources of receipts in the Government budget on the basis of complex and intensive development of the Republic of Karakalpakstan, areas and Tashkent, the most complete and effective use of natural and economic potential, upgrade and diversification of economy of the territories;

coordination of works on ensuring financial stability of key branches of economy, implementation of effective methods and mechanisms of financial support of agricultural industry, enhancement of pricing and procedure for establishment of rates for separate types of goods and services and to strengthening of payment discipline;

implementation of the state financial control of target and rational use of means of budgets of the budget system, carrying out laborious scheduled maintenance together with the ministries, departments, business entities, public authorities on places on ensuring austerity, cost reduction of production and the address, liquidation of losses, plunders and inappropriate expenses;

forming together with the Central bank of the Republic of Uzbekistan and other bodies of currency exchange control of the basic principles and methods of monetary policy, development of offers on increase in currency resources of the state and their effective use;

development of the main directions of state policy in the field of provision of pensions of citizens, ensuring balance of the income and expenses of the off-budget Pension fund under the Ministry of Finance, implementation of coordination and control over the implementation by the off-budget Pension fund under the Ministry of Finance of the tasks and functions assigned to it, especially regarding application of statutory rules of appointment and timely pension payment and other corresponding payments;

the organization of system of preparation, retraining and advanced training of personnel in the sphere of public finances, radical enhancement of forms and methods of work of management of the Ministry of Finance, its central office and structural divisions, non-admission of the facts of bureaucracy and red tape in activities of financial bodies, ensuring compliance with the rights, freedoms and interests of the person, timely response to appeals of physical persons and legal entities, increase in responsibility of employees of financial bodies for timely and high-quality accomplishment of the assigned tasks;

2. Transfer in accordance with the established procedure from structure of the Ministry of Finance of the Republic of Uzbekistan:

in subordination of the Complex of the Cabinet of Ministers concerning agricultural and water economy, conversion of agricultural products and consumer goods - Fund for calculations for the agricultural products which are purchased for the state needs, and Fund of meliorative improvement of the irrigated lands;

in maintaining the Ministry of Health of the Republic of Uzbekistan - Republican inspection of medico-social examination and its territorial subdivisions;

in maintaining the Ministry of employment and employment relationships of the Republic of Uzbekistan - the sector in district and city divisions of financial bodies on implementation of monitoring of appointment and payment of social benefits and financial support to the needing families and citizens with assignment on the Ministry of Labour of the Republic of Uzbekistan and its territorial subdivisions of tasks on implementation of monitoring of appointment and payment of social benefits and financial support to the needing families and citizens.

To the head Kompleksa of the Cabinet of Ministers (Z. T. Mirzayev), to the Ministry of Health and the Ministry of employment and employment relationships of the Republic of Uzbekistan to provide the organization of effective activities of the above-stated funds transferred by it to the control and inspection.

3. Abolish Fund of the state stimulation of equipment of the village by agricultural machinery under the Ministry of Finance of the Republic of Uzbekistan with assignment of its functions on Fund for calculations for the agricultural products which are purchased for the state needs under the Cabinet of Ministers.

4. Form under the Ministry of Finance of the Republic of Uzbekistan:

off-budget fund of development of material and technical resources of educational and medical institutions based on off-budget fund of reconstruction, capital repairs and equipment of educational schools, professional colleges, the academic lyceums and medical institutions, and also Fund of development of material and technical resources of the highest educational institutions;

off-budget fund of development of regions Priaralya.

5. Approve:

new organizational structure of the Ministry of Finance of the Republic of Uzbekistan and central office of the ministry with extreme number of managerial personnel of 336 units, according to appendices No. 1, 2 and 2a;

structure of the Ministry of Finance of the Republic of Karakalpakstan and standard structures of the head financial departments of khokimiyats of areas and Tashkent, finance divisions of khokimiyats of the cities - the regional centers, finance divisions of khokimiyats of areas and the cities according to appendices No. 3 - 6;

Regulations on the Ministry of Finance of the Republic of Uzbekistan, according to appendix No. 7.

Grant the right to the Minister of Finance of the Republic of Uzbekistan to make, if necessary, changes to the approved structures of central office of the Ministry of Finance of the Republic of Uzbekistan and structural divisions of financial bodies, and also the subordinated organizations within the established extreme number of managerial personnel.

6. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 8.

7. To the Ministry of Finance of the Republic of Uzbekistan in a month jointly:

with Audit Chamber of the Republic of Uzbekistan to make in the Office of the President of the Republic of Uzbekistan offers on cardinal strengthening of control of efficiency of use of budgetary funds, first of all in organizations of the social sphere, to further enhancement of system of the state financial control, ensuring its independence, reliability and objectivity at the level of international standards;
