About measures for the organization of activities of territorial administrations of the Ministry of Economics of the Republic of Uzbekistan

1. Form in structure of the Ministry of Economics of the Republic of Uzbekistan the Ministry of Economics of the Republic of Karakalpakstan, head departments of economy and complex development of the territories of areas and Tashkent, and also district and city departments of economy and complex development of the territories.

2. Determine the main objectives of the Ministry of Economics of the Republic of Karakalpakstan of head departments of economy and complex development of the territories of areas and Tashkent:

systems analysis of level of economic and social development of the territories, identification of the available disproportions, reserves and mineral and raw, labor and production potentials of the territories which are not involved in production;

development together with industry structures of program measures for the accelerated development of industrial potential of the territories proceeding from strategic priorities of perspective social and economic development of the country and the territory, short-term and mid-term forecasts and programs of complex development of the territory, deepening of structural transformations and diversification of economy of the territory;

ensuring preparation and implementation of monitoring of the course of realization of territorial investing programs, construction and timely input new and upgrades of the operating productions, rendering assistance in implementation of the large investment projects included in the approved medium-term and long-term development programs of industries of economy of the republic;

development of program measures for the advancing development of engineering, road and transport and telecommunication infrastructure, to further improvement of transport servicing, cardinal increase in level and quality of the rendered housing and communal services, providing the population with high-quality drinking water and system of sanitary cleaning;

carrying out the deep analysis and development of offers on further development of agricultural industry, optimum placement of crops, structural transformations of agricultural production, profound conversion of agricultural raw materials;

systems analysis of demographic processes and gender and age structure of the population of the territory, level and structure of its employment, preparation on this basis of offers on ensuring employment of the unoccupied population, especially youth due to optimum placement of productive forces and creation of new workplaces, to further increase in level and quality of life of the population, development of social infrastructure, improvement of housing conditions, further enhancement of medical, educational and welfare attendance of the population;

coordination of activities and interaction of all territorial subdivisions of the ministries and departments, bodies of economic board in case of development of short-term and medium-term programs of complex development of the territories.

3. For the purpose of ensuring coordination of territorial subdivisions of the Ministry of Economics of the Republic of Uzbekistan and increase in overall performance concerning development and monitoring of territorial programs for complex development of the territories to allocate in addition 12 established posts in Head department of placement of productive forces and complex development of regions of central office of the Ministry of Economics of the Republic of Uzbekistan, with subordination of this head department to the first deputy of the Minister of Economic Affairs of the Republic of Uzbekistan.

4. Determine that position assignment and dismissal:

the Minister of Economic Affairs of the Republic of Karakalpakstan it is performed by the Jokargi Kenes of the Republic of Karakalpakstan in coordination with the Minister of Economic Affairs of the Republic of Uzbekistan;

chiefs of head departments of economy and complex development of the territories of areas and Tashkent it is performed by the Minister of Economic Affairs of the Republic of Uzbekistan in coordination with hokima of the respective areas and Tashkent;

chiefs of district and city departments of economy and complex development of the territories it is performed by the Minister of Economic Affairs of the Republic of Karakalpakstan, chiefs of head departments of economy and complex development of the territories in representation of hokim of the respective areas and cities, and also in coordination with the Minister of Economic Affairs of the Republic of Uzbekistan.

5. Approve:

structure of the Ministry of Economics of the Republic of Karakalpakstan, standard structures of head departments of economy and complex development of the territories of areas and structure of Head department of economy and complex development of Tashkent according to appendices No. 1, 1a and 1b;

the extreme number of employees of the Ministry of Economics of the Republic of Karakalpakstan, head departments of economy and complex development of the territories of areas and Tashkent, and also departments of economy and complex development of the territories of areas and cities according to appendices No. 2 and 2a;

grades in compensation of employees of the Ministry of Economics of the Republic of Karakalpakstan, head departments of economy and complex development of the territories of areas and Tashkent according to appendix No. 3.

6. Extend work payment terms to employees of the Ministry of Economics of the Republic of Karakalpakstan, head departments of economy and complex development of the territory of areas and Tashkent, and also departments of economy and complex development of the territories of areas and cities according to the procedure of the stipulated in Item 1 resolution of the President of the Republic of Uzbekistan of January 9, 2017 No. PP-2722 "About measures for further enhancement of activities and strengthening of material stimulation of employees of territorial authorities of public administration".

7. To the Ministry of Economics of the Republic of Uzbekistan to approve in accordance with the established procedure Regulations on the Ministry of Economics of the Republic of Karakalpakstan, standard regulations on head departments of economy and complex development of the territories of areas and Tashkent, on departments of economy and complex development of the territories of areas and the cities in a month.
