About approval of Aviation rules of the Kyrgyz Republic - 22 "Regulation, certification of activities of extralight and light aircrafts of the Kyrgyz Republic with the maximum certified take-off weight up to 5700 kg

For the purpose of regulation of activities of extralight and light aircrafts of the Kyrgyz Republic with the maximum certified take-off weight up to 5700 kg, according to the Air code of the Kyrgyz Republic and the order of the Government of the Kyrgyz Republic of September 15, 2014 to No. 530 "About delegation of separate rule-making powers of the Government of the Kyrgyz Republic number of state bodies of the executive authority", I order:

1. Approve Aviation rules of the Kyrgyz Republic - 22 "Regulation, certification of activities of extralight and light aircrafts of the Kyrgyz Republic with the maximum certified take-off weight up to 5700 kg".

2. Declare invalid the order of the Ministry of Transport and Communications of the Kyrgyz Republic of January 21, 2015 No. 12.

3. This order becomes effective after ten days from the date of official publication.

4. To the agency of civil aviation under the Ministry of Transport and Roads of the Kyrgyz Republic to accept this order to execution.

5. To impose control of execution of this order on the acting as the secretary of state of the Ministry of Transport and Roads of the Kyrgyz Republic E.Mamyrkaliyeva.

General provisions

1. These Aviation rules of the Kyrgyz Republic are applied concerning extralight with the maximum certified take-off weight up to 750 kg and less and light aircrafts of the Kyrgyz Republic with the maximum certified take-off weight over 750 kg up to 5700 kg., including the helicopter with the maximum certified take-off weight less than 3175 kg.

2. These Aviation rules are not applied to the spheres pilots used in the meteorological purposes and also pilotless uncontrollable balloons.

3. These Aviation rules regulate activities of light one-pilot aircrafts of the Kyrgyz Republic with the maximum certified take-off weight from 750 to 5700 kg.

1. Determinations

1.1. The extralight aircraft - the aircraft with the maximum certified take-off weight of 750 kilograms and less.

1.2. The hang-glider - the extralight aircraft is heavier than air with elastic surface on tough framework, with balanced management system, not set in motion by the power plant which lifting force is created generally due to aerodynamic reactions on elastic surface, mobile in flight.

1.3. Deltalet - the extralight aircraft is heavier than air with elastic surface on tough framework, with balanced management system, set in motion by the power plant.

1.4. Evidential documentation of easy/extralight aircrafts - documentation containing results of certification of light or extralight aircrafts and its components (technical reports, the conclusions; acts, test reports), drawn up and approved according to this rule.

1.5. Zhestkokryl - hang-glider with management on list by means of ailerons and movement of weight of the pilot on list and pitch, and also the having flap.

1.6. The manufacturer of the extralight aircraft - physical person or legal entity, the performing production of extralight aircrafts and the bearing responsibility for ensuring compliance of copy and design documentation to requirements of airworthiness standards of extralight aircrafts.

1.7. The commission on evaluating technical condition and readiness for flights of easy/extralight aircrafts - the commission organized by body of civil aviation which carries out technical assessment, assessment of conformity of light or extralight aircrafts and its operational documentation to requirements of airworthiness standards, finishing light or extralight aircrafts and documentation to the level of these requirements.

1.8. Modification of easy/extralight aircrafts - change of the accepted standard design of sample of the aircraft equipment which influences the flight validity of specific sample of the aircraft equipment and requires certification of sample in necessary amount.

1.9. The motor-hang-glider - the extralight aircraft is heavier than air with elastic surface on tough framework, with balanced management system, set in motion by the power plant which lifting force is created generally due to aerodynamic reactions on elastic surface, mobile in flight.

1.10. Motor-glider - the glider having in the design the cleaning-up, or not cleaning up engine and the screw which are the auxiliary power station providing take off and landing of glider.

1.11. Airworthiness standards of easy / extralight aircrafts - the documents containing, the established requirements to light and extralight aircrafts, their engines, air screws aimed at safety of flights.

1.12. The paraplane - the extralight aircraft is heavier than air with elastic surface without tough framework which aerodynamic form and lifting force is created at the expense of obduv of elastic surface mobile in flight.

1.13. Developer of the easy/extralight aircraft - the physical person or legal entity performing development of the light or extralight aircraft and bearing responsibility for airworthiness standards of the light or extralight aircraft.

1.14. The certificate (certificate) of the flight validity of the easy/extralight aircraft - the document certifying compliance of copy of the light or extralight aircraft to existing rules of the flight validity, granting the right to its flight operation with established for this lung or the extralight aircraft.

1.15. Certification of the easy/extralight aircraft - the procedure of establishment of compliance like single copy of the light or extralight aircraft, its engine and the equipment of acting leadership of flight operation of this lung or the extralight aircraft.
