1. Approve:
Regulations on procedure for forming of the state information resources according to appendix No. 1;
Regulations on procedure for creation of information systems of state bodies according to appendix No. 2.
2. To the state committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan in accordance with the established procedure:
in three-months time to submit for approval in the Cabinet of Ministers of the Republic of Uzbekistan the list of the state information resources, including basic state information resources, and also the list of the state bodies responsible for forming, use and support of the state information resources;
in a month to approve procedure for documentation of information, accounting and registration of the state information resources.
3. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Aripov A. N.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 22, 2005 No. 256
This Provision determines the main requirements to documentation of information in state bodies, to forming and use of the state information resources.
1. Documentary information is object of the property right and acts in the form of the separate document or set of the documents fixed on the data carrier with the corresponding details including in the form of the electronic document.
2. Documentation of information is the compulsory provision of inclusion of information in the state information resources.
Documentary information in the state information resources shall be systematized, classified and provided with the corresponding details.
3. The procedure for documentation of information for inclusion in structure of the state information resources is determined by specially authorized body in the sphere of communication and informatization - the Ministry of development of information technologies and communications of the Republic of Uzbekistan.
4. The main details of documentary information are:
name of the document;
owner or owner of information;
information source;
date and time of emergence and documentation;
procedure for use;
other details necessary for systematization and classification.
5. Measures for ensuring protection of documentary information are determined by the owner or the owner of documentary information, and included in information resource - the owner or the owner of information resource.
6. In case of inclusion of information in structure of the state information resources the possibility of its search taking into account classification and by the established details shall be provided.
7. Information can be provided in the state information resources in text, graphical, sound, video and multimedia (combination text, graphical, sound and video formats) forms.
8. The state information resources depending on use are subdivided on:
basic state information resources;
special state information resources.
9. Basic state information resources are the information resources intended for general use by all state bodies, legal entities and physical persons within the powers conferred to them.
10. Databases on the state information resources of the Republic of Uzbekistan, on physical persons and legal entities of the Republic of Uzbekistan, on regulatory legal acts of the Republic of Uzbekistan, on natural resources of Uzbekistan, on websites of state bodies and on other information resources public are part of basic state information resources.
11. Inclusion of other information resources in structure of basic state information resources, and also determination responsible for their forming, use and support are performed according to the decision of the Cabinet of Ministers of the Republic of Uzbekistan based on offers of the Republican commission on coordination of implementation of the Comprehensive program of development of National information and communication system of the Republic of Uzbekistan for 2013 - 2020.
12. Special state information resources are the information resources of limited use intended for the solution of narrowly professional, specific tasks of state bodies, legal entities and physical persons.
13. Specialized information resources are part of special state information resources:
departments, bodies of territorial administration and power;
legal entities and physical persons, created at the expense of means of the government budget;
legal entities and physical persons, the containing state secrets and confidential information.
14. Forming and ensuring access to special state information resources is performed responsible for their creation and support by the ministries, departments, legal entities and physical persons.
15. The state information resources shall provide information and technological compatibility among themselves and have ability to integrate with the central databases of the electronic government for ensuring interdepartmental electronic interaction.
16. The organization and coordination of works on forming of the state information resources is performed by the Ministry of development of information technologies and communications of the Republic of Uzbekistan.
17. The procedure for forming of the state information resources is established by the relevant state bodies responsible for their forming, use and support, in coordination with the Ministry of development of information technologies and communications of the Republic of Uzbekistan.
18. When forming the state information resources information resources of legal entities and physical persons based on agreements of the parties or according to the procedure, established by the legislation can be used.
The created state information resources shall not provide receipt of information from other state information resources and information systems of state bodies if this information is available in the central databases of physical persons and legal entities of the Electronic Government system.
The state information resources providing storage of the Electronic Government system of information on physical persons and legal entities which is not available in the central databases of physical persons and legal entities shall use single identifiers of physical persons and legal entities respectively".
Persons providing without fail documentary information in state bodies do not lose the rights to it and to its use.
19. The state information resources which are involved in rendering electronic state services are subject to obligatory accounting and registration.
