About enhancement of wages system of health workers
For years of independence in our country considerable work on creation of necessary conditions for the healthy and worthy life of people, forming of available and high-quality health care system is carried out. Significantly the pay level of multipurpose work of the rural doctor lags behind qualifying standards that does not promote attraction and fixing of young perspective specialists on this site of work. The sizes of the salary of junior staff and nurses, especially in specialized stationary medical institutions, do not correspond to degree of their loading therefore the medical organizations are not fully completed by the specified workers.
For the purpose of further enhancement of wages system and material stimulation of health workers, strengthening of dependence of the amount of payment of their work on degree of complexity and intensity of the performed work, quality of the provided medical care, and also creation of incentives for continuous increase in professional level and qualification of health workers:
1. Determine the main objectives of enhancement of wages system of health workers:
implementation of the advanced wages system of health workers differentiated depending on amount, degree of complexity and quality of the provided medical care taking into account specialization of medical institutions and qualification employee category;
creation of conditions on worthy compensation, meaning fixing of the health workers in the rural zone, and also junior and average medical personnel working in specialized medical institutions;
strengthening of material stimulation of doctors, depending on the level of their individual contribution, performance of work in heavy, especially heavy working conditions hazardous to health, and also mastering modern methods of diagnostics and treatment of socially important diseases with use of the modern medical equipment;
further expansion of the rights and increase in responsibility of heads of medical institutions by objective assessment and encouragement of work of workers, devoted to the professional duty and providing qualified medical care.
2. Agree with the offer of the Ministry of Labour and Social Protection of the population, the Ministry of Health and Ministry of Finance of the Republic of Uzbekistan about:
enforcement since January 1, 2006 of advanced wages system of health workers on groups of organizations, with establishment of base wage rates on positions and qualification categories, and also correction coefficients to them;
increase in the sizes of allowances within 25-35 percent from official pay rate - to doctors to neonatologa, neuro, kardio-and to microsurgeons, health workers of departments of tuberculosis, anesthesiology, resuscitation, intensive therapy, pathological anatomy, x-ray and radiological departments, and also laboratories which work is connected with live causative agents of infectious diseases and viruses.
3. Determine what since January 1, 2006 in each medical institution (except for medical institutions of the Ministry of Defence, the Ministry of Internal Affairs, National guard and Service of state security of the Republic of Uzbekistan) is created based on Fund of development - Fund of material stimulation and development of the medical organizations (further - Fund). Sources of forming of the specified Fund for each medical organization to determine:
the means received from charity.
All amount of means from the charity to state-financed organizations rendered by legal entities and physical persons if other is not stipulated by the philanthropist, is spent for strengthening of material and technical resources of state-financed organizations.
For the order fund creates the special commissions, under each medical institution, headed by the head of the relevant organization and with participation of representatives of the trade-union organization.
5. To the Ministry of Health, the Ministry of Labour and Social Protection of the population, the Ministry of Finance of the Republic of Uzbekistan the joint decision to approve Regulations on Fonda of material stimulation and development of medical institution, and also percentage ratios between two sources of the direction of expenses of Fund for each of four groups (I-IV) of the medical organizations.
