Federal aviation rules "Requirements to Operators of Helidromes of Civil Aviation"

I. General provisions

1. The federal aviation rules "Requirements to Operators of Helidromes of Civil Aviation" (further - Rules) are developed according to article 49 of the Federal Law of March 19, 1997 No. 60-FZ "The air code of the Russian Federation".

2. These rules establish requirements to the operator of helidrome of civil aviation, to personnel of the operator of helidrome of civil aviation and to the organization of their activities.

3. 4. The operator of helidrome of civil aviation according to federal aviation rules provides the following types of activity:

maintenance of airfield of helidrome in permanent operational readiness for take-off, landing, taxing and the parking of helicopters;

lighting ensuring take-off, landing approach, landing and taxing of helicopters (for the helidromes equipped with system of the light-signal equipment and electricity supply of objects of helidrome);

the organization and accomplishment of search, rescue and fire-proof works on rescuing of passengers and crews of the helicopters which are in distress or the victims around helidrome, assistance to victims and their evacuation from occurrence location.

II. Requirements imposed to the operator of helidrome of civil aviation

5. For implementation of functions on content of helidrome and its equipment in permanent operational readiness, and also other functions specified in item 4 of these rules, the operator of helidrome of civil aviation shall have the relevant divisions (specialists) in the structure.

The structure and names of divisions, the quantitative list of specialists can change depending on organizational structure according to the decision of the operator of helidrome of civil aviation.

6. The organization and management of activities of divisions (specialists) shall be determined:

the document establishing organizational structure of the operator of helidrome of civil aviation;

staff list;

regulations on divisions or job descriptions of specialists in activities.

7. Regulations on divisions shall contain:

the status, assignment and subordination of division according to constituent documents and organizational structure of the operator of helidrome of civil aviation;

the main objectives assigned to division;

the functions of divisions including the list of attended operations according to the tasks assigned to them;

the list of the documents regulating activities of divisions;

structure of divisions.

8. The document determining technology of interaction of divisions (specialists) providing flights shall be developed and approved by the operator of helidrome of civil aviation (further - technology of interaction).

The technology of interaction shall contain:

specifying of information about the service employee determining readiness of helidrome for flights, permitting and prohibiting acceptance and release of helicopters;

requirements to work on airfield;

requirements to the admission of vehicles on flying strip, taxiways and other working areas;

obligations of the service employees providing accomplishment of flights;

instruction for bookkeeping of accounting of condition of airfield;

call signs of subscribers;

the call signs of helicopter aerodrome machines appointed according to their type and garage number;

radio exchange phraseology between subscribers and body of air traffic maintenance (flight operations director);

procedure for challenge and answer to challenge;

actions in case of refusal of radio communication.
