1. Approve the enclosed Administrative regulations of Federal Agency for Subsoil Management on provision of the state service in conducting the state accounting and ensuring maintaining the state register of works on geological studying of the subsoil, subsoil plots provided for mining, and also for the purpose of, not connected with their production, and licenses to use by subsoil.

I. General provisions

Subject of regulation of regulations

1. The administrative regulations of Federal Agency for Subsoil Management on provision of the state service in conducting the state accounting and ensuring maintaining the state register of works on geological studying of the subsoil, subsoil plots provided for mining, and also for the purpose of, not connected with their production, and licenses to use by subsoil (further - these Administrative regulations) determine terms and the sequence of actions (ministerial procedures) of Federal Agency for Subsoil Management (further - Rosnedra) and its territorial authorities when implementing powers by provision of the state service in conducting the state accounting and ensuring maintaining the state register of works on geological studying of the subsoil, subsoil plots provided for mining, and also for the purpose of, not connected with their production, and licenses to use by subsoil.

2. The state service in conducting the state accounting and ensuring maintaining the state register of works on geological studying of the subsoil, subsoil plots provided for mining, and also for the purpose of, not connected with their production, and licenses to use by subsoil is provided to owners of the license to use by subsoil and (or) to contractors according to the public contract on performance of works on geological studying of subsoil (including regional) (further - applicants).

5. On the official sites of Rosnedra and its territorial authorities on the Internet, at information stands of Rosnedra and its territorial authorities, in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal of the state and municipal services) and in distributing information materials (brochures, booklets) data on the location of Rosnedra and its territorial authorities, postal addresses, help telephone numbers and e-mail addresses for the direction of documents and addresses, addresses of their official sites are placed, and also the following information is placed:

the schedule of acceptance of applicants in Rosnedra and its territorial authorities;

procedure for performing procedures of provision of the state service in text form and in the form of the flowchart according to appendix No. 2 to these Administrative regulations;

6. Distributing information materials (brochures, booklets) are

in premises of Rosnedra and its territorial authorities intended for acceptance of applicants:

in places of expectation;

in places of filling of documents;

in places of receipt of information on provision of service in territorial authorities of Rosnedra.

7. The stands containing information on graphics of acceptance of applicants are placed in case of entrance to premises of Rosnedra and its territorial authorities.

8. Information on questions of provision of the state service and services which are necessary and obligatory for provision of the state service, data on the course of provision of the specified services is provided free of charge.

9. The main requirements to informing applicants concerning provision of the state service and services which are necessary and obligatory for provision of the state service, data on the course of provision of the specified services are:

reliability of the provided information;

clearness in information statement;

completeness of informing;

convenience and availability of receipt of information;

efficiency of provision of information.

10. Informing applicants concerning provision of the state service will be organized as follows:

Public informing is carried out in shape:

- oral informing (radio or television);

- written informing (by mail, by e-mail, through the official sites, the single portal of the state and municipal services).

Individual informing is carried out in shape:

- oral informing (personally or by phone);

- written informing (by mail or by e-mail through the official sites).

11. Persons responsible for individual oral informing applicants, are:

in Rosnedra (by phone) - the officials of Rosnedra performing individual oral informing (further - authorized officers of Rosnedra);

in territorial authority of Rosnedra (personally or by phone) - the officials of territorial authority of Rosnedra performing individual oral informing (further - authorized officers of territorial authority of Rosnedra).

12. In case of individual oral informing (by phone or personally) authorized officers of Rosnedra and territorial authorities of Rosnedra shall tell the surname, name, middle name, position, and also the name of structural division to which the applicant addressed, in polite form in detail to inform addressed on the questions interesting him.

13. The authorized officers of Rosnedra and territorial authority of Rosnedra performing individual oral informing shall take all necessary measures for provision of complete and prompt response on the questions posed. Waiting time applicants in case of individual oral informing shall not exceed 15 minutes.

Time of individual oral informing constitutes no more than 20 minutes.

If the authorized officer of Rosnedra or its territorial authority which the applicant addressed cannot answer question independently and also if preparation of the answer requires long time, the authorized officer of Rosnedra or its territorial authority has the right to suggest the applicant to address in writing or to fix another time, convenient for it, for receipt of information.

14. Individual written informing in case of the appeal of applicants to Rosnedra or its territorial authorities, and also in case of the address of applicants through the single portal of the state and municipal services is performed by the direction of answers by the mailing or by e-mail.

The head of Rosnedra or its territorial authority (the official authorized in accordance with the established procedure) determines the direct contractor for preparation of the answer.

The answer to question is provided in simple, accurate and clear form with indication of position of person which signed the answer, and also surnames, name, middle name and phone number of the direct contractor. The answer to applicants goes within 30 days from the date of receipt of the address.

15. Public oral informing is performed with attraction of financial resources of mass information (radio and television). Performances of officials of Rosnedra on radio and television are approved with the head of Rosnedra. Performances of officials of territorial authorities of Rosnedra on local radio and television are approved with the head of territorial authority of Rosnedra.

16. Public written informing is performed in Rosnedra and its territorial authorities by distribution of information leaflets and design of information stands.

Information leaflets shall contain the following information surely:

working hours of Rosnedra and its territorial authorities;

addresses of the official sites of Rosnedra and its territorial authorities on the Internet;

phone numbers, e-mail addresses of Rosnedra and its territorial authorities.

17. Public written informing is also performed by placement of information materials on the official sites of Rosnedra and its territorial authorities (further - the official sites).

Information on the official sites shall contain:

addresses, phone numbers, e-mail addresses of Rosnedra and its territorial authorities;

list of the documents necessary for provision by applicants;

procedure for provision of the state service;

list standard, most frequently asked questions and answers to them.
